In the winter, there were premieres of such performances as "Kashirskaya Starina", "Privolnoe Life", "Dark Spot", "Wave" and so on. There were 25 actors in the troupe. Artists invited local and Moscow. Since 1923, the theater has not had its own troupe. In the winter time on its stage there were no performances, in the summer bands from other cities came on tour.

In the 1930s, the city authorities decided to restore the stationary theater and collect its own troupe. In 1931 actors were recruited. The inhabitants of Lipetsk fell in love with the theater from the very first performances. Then the actors presented to their audience such performances as Othello, Woe from Wit, Anna Karenina and other classical plays. Also, the theater did not ignore the plays of contemporary playwrights. Since the building was small and could not accommodate all comers into the auditorium, the troupe organized outreach performances that were held in working clubs.

During the war, many actors went to the front to defend their homeland. Some of them died. Artist V.Litavrin received the title of Hero of the Soviet Union.
