Complaints to the President of the Russian Federation. Complaint to the Administration of the President of the Russian Federation

Each Russian citizen may be lodged with a complaint to the President of the Russian Federation. When is it served? How to properly design it? This will be discussed in the article.

When is the complaint made?

The opportunity to write a complaint to the President of the Russian Federation is enshrined in legislation. It is the constitutional right of absolutely any citizen of Russia. Thus, Article 33 of the Constitution of the Russian Federation establishes this right by regulating the possibility of each citizen to address both the President and the relevant authorities.

What is a citizen's complaint? It is always a petition for the restoration of some violated rights or a request for their protection. Since the head of state is the guarantor of the Constitution of the Russian Federation, protecting the constitutional rights of citizens is a direct duty. The complaint must be received through the special administration of the President, where it will be considered. After some time, an answer will come to her.

And what are the terms and conditions for filing a complaint? This will be discussed later.

Terms and deadlines for submission

The legislation of the Russian Federation established a clear deadline for verification of applications. It is exactly 30 days from the receipt of the letter. So, a response letter can come in two days, in a week, but in no more than a month. Nevertheless, problems can still arise if the application was submitted via regular mail. In this case, the fault lies not with the administration of the head of state, but with the postal service. That is why the best option is to submit an application via the Internet.

As already mentioned above, the head of state (or his administration) is obliged to respond to absolutely any letter. The exception is only letters that contain profanity or insults. Incorrectly written statements, as well as letters with obvious grammatical errors in the content may be rejected, as well as letters with an error in the address.

Where should I serve?

Many citizens wishing to send a complaint to the head of state are faced with a difficult question: "Send a letter personally to the president or his administration?" In fact, there is not much difference here. Both instances are competent on a variety of issues, and the time for consideration of the complaint will be approximately the same. However, the addresses to which the letter is sent will be different.

What it is necessary to remember in case of need to write a complaint to the President of the Russian Federation? There are a number of requirements, among which there are the following:

  • Absence of profanity, jargon and offensive language;
  • Clear address;
  • To the letter must be attached all the necessary documents and certificates about yourself as a person (in case the letter is written not collectively but individually);
  • The complaint must not exceed 2 thousand characters;
  • The complaint should not concern litigation, as the president does not control the judicial branch of power.

Filing a complaint via the Internet

To date, a much more convenient and effective way remains filing a complaint to the President on the Internet. How can this be done? On the official website of the Kremlin in the section "letters" there is a subsection "Managing the processing of applications from citizens." There is also a tab called "Appeal". Clicking on it, you will see a special window in which it will be necessary to fill out the questionnaire. What data should be left here? These include:

  • Surname, first name and patronymic of the sender - for an individual;
  • The name of the organization - for a legal entity;
  • phone number;
  • Email;
  • Social status (who is the sender: student, worker, pensioner, etc.).

Thus, a complaint to the President of the Russian Federation today can be drawn up in a matter of minutes. No difficulties with the preparation of an application by any citizen should arise exactly.

Open letter

The complaint to the President of the Russian Federation can be filed also through a so-called open letter. What is it? This will be discussed later.

An open letter is written on the official website of the head of state of the Russian Federation (as opposed to the usual letter, compiled directly on the Kremlin's website). In order to start filling out a complaint, you need to pass a small registration. Then you need to go to the "Write a letter" section and select the complaint form. The questionnaire is filled in, where the information about your personality is indicated. Within three days the application is checked by the moderators, and then sent for publication. The complaint can be published on its social page, that is, making it public. It is because of this function that a letter is called open.

The President, as well as his administration, do not deal with open letters. Perhaps, such complaints will not be ignored by special services.

Reports of corruption

Most of the complaints sent to the head of state are related to corruption and abuse of power by officials and senior officials. Here it is also worth mentioning the following offenses and crimes:

  • extortion;
  • Giving or receiving bribes;
  • Commercial bribery;
  • Illegal use of official position for their own mercenary purposes and some other points.

All these categories of violations of the law refer to Federal Law No. 273 of 2008 "On Combating Corruption". Report on illegal actions can be any of the ways mentioned above (a complaint to the administration of the President of the Russian Federation also applies here).

It is also worth noting the recently adopted set of laws, which was popularly called the Yarovoy Package. One of the bills presupposes the imposition of responsibility for the so-called "underdelivery". In the event that a citizen who has learned about the facts of corruption does not report this in any way available to him, an appropriate criminal case may be instituted.

It is extremely important to follow certain rules when writing any statement or document. The complaint to the President of the Russian Federation Putin should also be filled in accordance with the established rules and norms. What exactly is worth noting here? First, this is the maximum size of the application. It is 2 thousand characters. On the Kremlin's website you can attach one file to the main document: an image, a video recording, an audio recording, etc. (similar to the site of the President of the Russian Federation).

Write a complaint you need a clear, simple, but at the same time, business language. There should be no jargon, common words, and a large number of foreign language and specialized concepts. It is necessary to comply with all grammatical norms of writing. If the letter contains inaccurate information, then such a complaint can be rejected.
