Waste passport: characteristics of this document

The waste passport is a document that indicates their composition and belonging to the relevant species, as well as the hazard class. It is formed and approved by legal entities, as well as by individual entrepreneurs.

The waste passport is drawn up for substances of I-IV safety class. The following properties are taken into account:

• toxicity;

• explosion and fire hazard;

• excessive reactivity;

• presence of infectious agents.

The code and name of the waste shall be indicated in accordance with the FCCC. For each type of substance, a separate waste passport must be added.

Toxicity is determined by the ability to cause severe or chronic diseases of people, including cancer pathologies. Fire risk is determined by considering whether waste can emit flammable vapors or gases, quickly catch fire, heat or cause a fire in contact with water or air.

The reaction properties are determined by the content of organic substances that are characterized by a divalent structure and the replacement of hydrogen atoms by organic radicals.

The waste passport also includes information on the level of danger to the environment, life and health of people of different substances. It necessarily indicates the technological process in which harmful compounds are formed, as well as the conditions under which the output goods or products lost consumer properties.

It should be noted that the owners of waste should, if necessary, apply the appropriate labeling of containers indicating the hazardous properties of the substances that are stored in them. The hazardous waste passport must have the "Additional information" position, which indicates the measures that should be taken to prevent or eliminate emergencies that are associated with hazardous substances.

In addition, hazardous waste must be stored in specially equipped places. It is forbidden to mix safe and hazardous compounds during production, storage and transportation.

The development of a hazardous waste passport is carried out with the participation of Rosprirodnadzor and relevant territorial bodies. At the same time, the information provided by the owner of the waste is taken into account. It should include data on the origin, composition, as well as properties, conditions and location, technology of application and disinfection. This document must consist and be registered in the period before the first export of any part of the waste outside the enterprise or the territory where they were formed.

It is worth noting that, on the basis of laboratory testing, a certificate is also issued certifying the belonging of substances to a particular hazard class.

It should also be said that with more complete and reliable information, the waste passport must be updated and re-registered. In addition, if substances change their dangerous properties as a result of a change in the technology of their formation, the previously obtained passport for them is considered invalid.
