The design and estimate documentation is what? The order of development, implementation and approval

Many large-scale events related to the construction of facilities, roads, enterprises, the launch of production and so on, start with the preparation of design estimates. The speed with which these decisions are implemented and the final economic benefit depends on how well this preparatory stage is carried out.

Design and estimate documentation: definition

The creation of any program of action should be based on the principles of expediency and validity. The design and estimate documentation is a complex of materials in which there is a description of each type of work and their cost. It justifies the expediency of the proposed program of action and the way it is implemented. Design estimates are materials that help to form a proper view of the program among professionals who are involved in its implementation.

Features of creation

Project-budget documentation is a complex of official papers. It is used not only by executors and customers of works, but also by control bodies.

In this regard, the legislation establishes rules in accordance with which the design and estimate documentation is created. Determination of its compliance with the prescribed regulatory requirements rests with the authorized state inspection services.

Creation of a complex of materials is carried out in one or several stages. It depends on the complexity of the project itself. Creation of drawings, diagrams, generate calculation tables, make justifications, both physical and legal entities are entitled. However, they must have the appropriate license. It should be noted that when issuing permits, special attention is paid to the qualification level. In this regard, licenses are generally provided to specialized organizations.

Preparatory activities

Creation of design and estimate documents is rather complicated, responsible, versatile work. The efficiency, technological effectiveness, and laboriousness of the implementation of the envisaged program of action depend on how high the level of professionalism of the persons performing it. Creation of necessary schemes, tables, descriptions and other materials is carried out within the framework of the agreement, which is signed by the customer and the executor. At the same time, the first one provides a technical assignment for the design and estimate documentation. It can be manufactured by the customer independently or be compiled by a competent company.

In the process of preparing a technical assignment for construction, the person concerned turns to the architecture department. There, it receives papers that establish the requirements for the future construction in terms of providing gas and water supply, sewerage, lighting and so on. In accordance with the information received from the customer, the contractor prepares design and estimate documents.

Normative base

The requirements for the structure and content of the sections from which the design and estimate documentation for the reconstruction, construction, capital repairs are formed are determined by legislative and other legal acts. The key is the Urban Development Code. In the 48th article, in particular, it is stated that the requirements for the content and composition of project documents for various types of capital construction objects, including linear, including different stages of work, are determined by the Government. The same body establishes the requirements concerning the issue of securities subject to examination. The composition of design documents for these or other types of activities is defined in the Regulations and the Town Planning Code.

Scope of prescriptions

The provision defining the composition of the documentation is used in drawing up projects:

  1. On different types of capital construction objects.
  2. With regard to specific stages of construction, overhaul, reconstruction.

The regulation applies to:

  1. Objects of non-production value, except for linear ones. These include buildings, buildings used for industrial and defense purposes.
  2. Non-production facilities. They are constructions, buildings of housing fund, communal, social, cultural purpose and so on.
  3. Linear objects. They are railways and roads, pipelines, power lines and so on.

Composition

In order to properly execute the design estimates, you must carefully read the regulatory requirements. Particular importance should be given to the requirements provided for in the Regulation. According to this act, 10 sections are provided, of which design and estimate documentation should consist. It:

  1. Explanatory note.
  2. The scheme of the right-of-way.
  3. Constructive and technological solutions for a linear object. Artificial structures and structures.
  4. Buildings and buildings related to the infrastructure of a linear object.
  5. Scheme of organization of construction.
  6. Project of demolition / demolition of a linear facility.
  7. Plan of measures for the protection of nature.
  8. Works to ensure fire safety.
  9. Construction estimates.
  10. Other materials (if they are stipulated in the legislation).

This list is valid for linear objects.

For capital facilities, the design and estimate documentation consists of 12 sections, such as:

  1. Explanatory note.
  2. Plan for the organization of the site on which the facility is located.
  3. Architectural solutions.
  4. Volumetric-planning, constructive schemes.
  5. Information about engineering equipment, networks of technical support, the list of measures for laying and connection of communications. In this section, separate items describe the systems of gas, electricity, water supply and sanitation, air conditioning and ventilation, heating, communication networks.
  6. Plan for the organization of construction.
  7. Project of works on dismantling / demolition of objects.
  8. List of activities for the protection of nature.
  9. List of works to ensure fire safety.
  10. Activities to organize access to the object of the disabled.
  11. Construction estimates.
  12. Other materials.

Additionally

The procedure for the development, approval of design estimates for individual stages of work has its own specifics. The composition of the materials, in particular, will depend on the nature of the specific activities carried out at the facility. The need to create schemes and plans for specific stages of work should be indicated in the technical task. The composition and content of the sections must comply with the requirements established for securities issued for capital construction objects, in accordance with the Regulations.

Expertise

It is a set of activities aimed at examining a set of papers that will be used in the process of construction and other works at the facility. Verification of design estimates is carried out in accordance with regulatory acts in force in the territory of the Russian Federation to ensure the security and reliability of future structures and buildings. In addition, within the framework of the examination, reasonable use of resources is monitored. For large-scale construction works, a government supervisory authority is required.

Examination is not carried out:

  1. When preparing a plan for a private house, whose height does not exceed 3 floors.
  2. When developing a project for the construction of a residential building no more than 3 floors, consisting of 10 or less blocks, within each of which can accommodate 1 family.
  3. When preparing a plan for an apartment building, whose height is not more than 3 floors, consisting of 4 and less block sections. In this case, entrances should go to the common territory.

The longest stage is the coordination (approval) of design estimates.

Resolution

This document entitles the interested person to start direct construction and other work at the facility. Permission confirms compliance of previously issued securities with the requirements of legislative and other regulatory provisions. The package of documents that is submitted for its receipt must include a positive expert opinion. The subject writes a statement and applies all the materials to it. As for objects, the documentation for which does not require compulsory examination, then to obtain a permit it is necessary to provide a plan of the site, on which the location of the future structure is designated.

Engineering survey

For the development of design estimates, it is necessary to conduct research on the ground. They are needed to obtain information on the state of the relief, facilities that are close to the prospective site of future construction activities. Engineering surveys allow to determine the possibility of laying underground technical supply networks. Particular attention is paid to the stability of the soil on slopes and slopes.

Expenses for design and estimate documentation

The cost of drawing up papers depends on a variety of factors. First of all, the price is affected by the type of provided source data. The information can be provided by the customer as photographs, sketches, drawings, oral wishes, in the form of a sheet describing the scope of work or project without detailing the structural components. The cost is inversely related to the amount of data provided about the parameters of the object that will be built, as well as the degree of their systematization. The quality of information also affects the price.

From the qualification level and professionalism of the person preparing the initial data, the volume and complexity of the work of the designers will depend. What will be better than the information provided by the customer, the lower the cost of ready-made schemes and plans.

An important factor in determining the price of design estimates is the amount of information provided. The larger the future events, so, accordingly, more information should be passed on to specialists. From this, in turn, it follows that developers will have to spend more time and effort to process the information provided. For the preparation of papers for a shopping center, the area of which is thousands of square meters, you will need to pay more than for a small office building for 30-40 employees.

It should also be said that the price of design estimates will be affected by the requirements of the customer. For example, if the compilation of any securities should be based on the adjustment of repair or construction activities for a specific budget, the inclusion in the plans of equipment and materials of a certain manufacturer, the fulfillment of other wishes of the client, the final cost will be greater than if no restrictions were imposed on specialists.
