ESDR is what? RSES: tasks, levels, modes of operation

For the first time, our government considered issues of protecting citizens and territories during or immediately after military operations only after the end of the Civil War. The main factor in this change was directly related to the active development of aviation and the increased potential for strikes against the enemy's rear. Beginning in 1932, these issues were dealt with by the MPEV, and in 1961 this mission was entrusted to the GO. Over time, the relevance of defense against military operations has decreased, but the threat of negative man-made factors and instability of natural forces has increased.

Basic information

RSES is a unified system of the state that deals with the prevention and liquidation of emergency situations. It is her duty to protect the population and the terrain from natural, man-made, or any other kind of emergencies. The system of RSES is a set of management bodies, their forces and means, as well as organizations of any type that deal with the protection of citizens from any emergency situations.

Control

The management system in the RPSS is a purposeful activity of the management and management bodies, thanks to which the development and improvement of its activities are carried out. The basis of the division of the system is the territorial-production principle. In other words, it has five levels:

  1. Federal.
  2. Regional.
  3. Territorial.
  4. Local.
  5. Object.

The government of the country is engaged in the overall management of the work of the RSES. Levels affect the main tasks. The Ministry of Emergency Situations is responsible for ensuring the functioning of the system and maximum protection of the population during any emergency situations. Coordinating management bodies exist at every level of the system, they are constantly in operation and are responsible for setting tasks and communication, informing the public and providing information.

The main tasks of the federal level

What are the objectives of the first level of the RRS system? This is primarily:

  • Construction and implementation of a single policy of state manipulation of the prevention and elimination of emergencies after accidents, disasters and natural disasters.
  • Coordination of federal bodies regarding the development of projects and other activities related to their activities, in addition, the presentation and consideration of these projects in the government.
  • Preparation of proposals on how best to create a system of measures to protect all areas of human activity and the population itself, as well as the country's territory from emergency situations of emergency, emergency or catastrophic nature.
  • A unified technical policy should be pursued that contributes to the creation and development of forces, as well as the means that influence the prevention or elimination of emergencies.

  • The main directions of development, improvement are determined, the functioning of the ESDP is controlled.
  • The development of draft technical and scientific programs to help prevent situations that could harm the population or territory of the country is being organized.
  • The activities of all bodies related to the RSES should be strictly coordinated, touching on such issues as medical protection of citizens, social and legal aspects.
  • The basic directions of cooperation of the countries for prevention of occurrence of extreme situations are defined .

The tasks of the federal executive

The objectives of this level of the RSES are:

  • The implementation of the management of projects to develop engineering and technical and organizational measures that can prevent emergencies, increase the reliability of protection of hazardous objects, and secure the economy in emergency situations.
  • Participation in the creation and implementation of federal and scientific programs, monitoring compliance with rules and norms, as well as checking whether the RPSS regimes function normally.
  • Ensuring preparation of departmental bodies for carrying out necessary actions during emergency situations, and also coordinating them at the moment of work at the scene.
  • Coordination of actions of bodies in emergency work during emergencies.

  • Creation and use of reserves of departmental bodies for work on liquidation of a situation.
  • Implementation of measures for the social protection of victims of emergencies, observance of the rights and duties of the population.
  • Influence on development of safety rules and norms in the industries, protection of workers and enterprises from the occurrence of emergency situations.
  • Coordination of preparatory activities, provision of necessary information to all employees, including management, about emergency response.
  • Conducting certification of rescuers and other formations of this type.

The main tasks of the RAPS of territorial authorities

Like other structural units of the organization, territorial authorities also have to carry out certain tasks. Each site is subject to its own rules and regulations. The necessary goals, which all organizations related to the RSES should achieve, are:

  • Managing the activities of links and subsystems of the RACS in the territory within their competence.
  • Participation in the creation and implementation of federal and scientific programs.
  • They should participate in the development and implementation of activities that accompany the prevention of emergencies, as well as minimize damage after such situations.

  • Ensure readiness of all management bodies, means and forces to work in the event of emergencies.
  • Establishment of a system combining legal and economic measures to prevent the occurrence of emergencies.

Tasks of local authorities

  • Establishment of a reserve plan fund, through which all the tasks of the ESDP will be implemented.
  • Coordination of the work of commissions carrying out their activities in the territory subordinate to local authorities.
  • Organization of the relationship between commissions, military and public organizations with representatives of enterprises in neighboring territories for the exchange of data and joint work on the prevention and elimination of emergencies.
  • Training and professional development of the local population and specialists of the RSES.

The main tasks of the object commissions

  • Implementation of the guidance on the development and launching of activities that prevent emergencies, as well as maximizing the reliability of the protection of potentially unsafe objects, the operating modes of the ESDP and the work of organizations if an emergency occurs.
  • Organization of works on creation and maintenance of local monitoring and warning systems at sites with potential danger of emergencies.

  • Controls, forces and means for eliminating the consequences of situations should be in full readiness, in addition, it is important that personnel can be evacuated from the facility as quickly and without loss.
  • Creation of reserves of material and financial nature for their use during the liquidation of emergencies.
  • Preparation of the leadership of forces and personnel for actions during emergencies.

RSES management

In general, the management team consists of deputy heads of government bodies, local self-government, as well as organizations engaged in civil defense, prevention and liquidation of emergency situations. Operative, continuous management of the ESDP is ensured by the creation of day-to-day management bodies at all levels of the system. If necessary, create operational groups and staffs. They should be provided with communication, the ability to notify others, process and transmit the necessary information data. To manage the system, all possible means of communication are used on the territory of the country, at the moment an automated notification system has been created, which allows to react as quickly as possible to the occurrence of the problem.
