The actor was born on a summer day on June 7, 1967. He comes from the village of Rysyevo, which is in the Irkutsk region.
In 1988 he became a graduate, having graduated from the Irkutsk Theater School with a red diploma. Right after that he was invited to try to enter GITIS. The attempt was successful, and Yuri Stepanov became a student of the acting and directing course of Peter Fomenko. At the end of the institute Fomenko invited the young actor to his theater, where for many years Stepanov was shining in numerous performances.

The film debut took place in G. Danelia's film "The Eagle and Tails", where Stepanov played one of the episodic roles. But he was noticed, and after a while Vadim Abdrashitov offered him one of the main roles in the film "The Time of the Dancer."
