The concept of personnel management

In recent years, in modern organizations, the main emphasis is put on the creation of effective mechanisms for personnel management, which are based on the use of skilled labor, the continuous improvement of the quality of human potential, the stimulation of labor and the improvement of the quality of working life. This direction determines similar features in the management of human resources. The new concept of personnel management ensures the constant career growth of employees, guaranteed employment, the development of personnel rather than the constant hiring of employees. Most enterprises create their own corporate culture, and workers are its main component.

Foreign experience in personnel management brings the foundation to new forms and methods of management. The modern concept of personnel management recognizes the value of human resources and their economic utility, which involves long-term investments in human capital. The organization's activities are aimed at finding and creating programs for the realization of the creative and productive potential of the company's personnel. The concept of personnel management is replacing the usual concepts of personnel management.

The new concept of personnel management implies the complication of labor motivation mechanisms, the continuous improvement of the skills of employees, the creation of a system of continuous professional education, the emphasis shifts towards individual forms of work.

The main types of human resources management that came to us from foreign countries, where they were widely disseminated:

  1. Management by results . The leadership in such an organization is decentralized, the tasks are set for concrete working groups and the achievement of results is determined. There are several stages in achieving these results, monitoring them, measuring, etc. Control of delegated tasks from the center is carried out by comparing them with the final results. Naturally, such a system requires restructuring not only within the organization, but also the type of thinking. Workers should be focused on the result, they must have the desire to solve all the problems posed in the best way. To achieve this desire, employees must be properly motivated, ensure their continued cooperation and development.
  2. Management by motivation . In this model, in the first place is the employee, his needs and interests, the integration of personal goals and objectives of the enterprise. Choosing an effective motivational model, the method of personnel management is chosen. Among the motivational models are the following types of application: rational, a model of self-realization, a model of ownership. Rational model - the most mundane, it is based on material reward or, conversely, recovery. The model of self-realization reveals the internal motives of the employee, such as creative impulses, the possibility of self-expression, etc. The model of ownership is based on cooperation and partnership.
  3. Framework management implies the existence of a certain framework within which employees make their own decisions. Here, initiative, responsibility and independent decision-making are important. Modern methods of personnel management give the freedom of creative activity of employees.
  4. Management based on delegation of authority is the transfer of the functions of the head to the subordinate, the transfer of production tasks to a lower level. If this model exists, decisions are made at the level where they are implemented, and several employees. Each employee has the boundaries of his work activity, within which he has the right to make his own decisions.
  5. Participatory management. The employee actively participates in the organization's affairs, participates in decision-making, and plans working activities.
  6. Entrepreneurial management. The development of entrepreneurship within a particular organization is a creative people, united by one goal.
