Ruslan Balbek is a well-known Russian politician. At the moment he is a deputy of the Russian federal parliament. He is in the State Duma Committee on Nationalities Affairs. Has the status of deputy chairman. From May 2014 to September 2016, he held the post of vice-chairman of the Council of Ministers in the Crimea.

Biography policy

Ruslan Balbek was born in 1977. He was born in the territory of the Uzbek SSR, in a small town Bekabad with a population of just over 100 thousand people. Balbec Ruslan, whose parents moved to the peninsula, graduated from high school in Sudak. After receiving secondary education, he entered the Institute of Entrepreneurship and Law in Simferopol. I studied for less than a year and left. Since 2001, he became a student of the Taurida National Vernadsky University. This higher educational institution is considered the oldest in the Crimea. In 1918 he was organized in Sevastopol.

Political career

In parallel with his studies at the university, Balbek Ruslan Ismailovich began to engage in business. Using the connections, I settled down in the tourist company "Tez Tour." It was a Ukrainian-Turkish project. Balbec became its director.

His political career began soon after receiving a diploma of higher education. In 2007 he went to the Kurultai of the Crimean Tatar people. It is a socio-political organization that claims to have real powers in power and in public life.

At the same time Ruslan Balbek entered the Party of Regions, which at that time was headed by Dmitry Shevtsov. The hero of our article then became an assistant to one of the deputies of the Verkhovna Rada.

Issues of interethnic relations

Up his career went in 2013. Balbec Ruslan Ismailovich joined the committee, which dealt with interethnic relations and the deportation of citizens at the level of the republic. After receiving this post, he noted that the attitude towards the Crimean Tatars in society is radically changing. A pleasant progressive trend is noticeable. After all, more and more of his compatriots occupy posts in those or other authorities. He himself is a vivid example. And this is done not for the sake of fulfilling the quotas granted to the leadership of the Mejlis, but based on their personal and professional qualities.

At the same time, Ruslan Balbek was seen criticizing the Crimean-Tatar Majlis, as well as its leaders. In the opinion of the hero of our article, the goals followed by the leadership of his people did not correspond to the interests of the overwhelming majority of residents. His many times accused him of associates.

Post in the Council of Ministers

Biography of Ruslan Balbek has radically changed in 2014, when he was appointed to the Council of Ministers of Crimea. The State Council of the peninsula approved him in this post, sending the resignation of Lenur Islyamov. The latter directly represented the Mejlis of the Crimean Tatar people in this authority.

Less than two months before, Islyamov was appointed deputy prime minister in the government of Crimea's leader Aksenov. The Mejlis of the Crimean Tatar people delegated him to this post after Aksenov himself suggested that the Crimean Tatars occupy a number of prestigious posts in the government of the republic.

Already on March 29, Islamov said that in this situation Crimean Tatars can not do without close cooperation with Russia and the authorities of the Crimea. It is necessary to do this so that all the people do not become a dissident. So he figuratively expressed himself. As deputy prime minister, Balbek's predecessor was in charge of housing and communal services, regular water supply, repatriation.

The vote of no confidence in Islyamov was expressed by the deputies of the State Council, Oedip Gafarov and Lentun Bezaziev. In their opinion, the deputy prime minister sabotaged the work of the council to develop concrete proposals by the Crimean side to solve the problem of deported citizens. In the opinion of the deputies, because of the official, the whole program for the rehabilitation of the deported Crimean people was under threat, which was mentioned in his decree by Russian President Vladimir Putin.

As a result, on May 28, Islamov was released from office. As it became known to journalists, the reason for the resignation was the unsatisfactory performance of their duties. In particular, it was a question of developing a program for settling the deported peoples of the Crimea, as well as passivity in resolving the issues of water supply and housing and communal services. In addition, he was challenged because of obvious political bias.

Oedip Gafarov, who at that time headed the commission of the State Council, specializing in interethnic relations, noted that it was fatal for Islyamov to sit on two chairs. On the one hand - to participate in anti-Russian actions, and on the other - to be in Russia in the civil service.

Doubtful past

It is widely known about the dubious past of Balbek himself. In particular, to pursue in Ukraine it began a long time ago. In 2010, information appeared that the deputy of the Supreme Rada was detained. It was just about Balbeke. The arrest took place in Kiev.

Later it turned out that he was wanted by Ukrainian law enforcement agencies since 2007. He was accused of violating public order, as well as resisting a law enforcement officer and inflicting damage on a policeman while performing duties.

Balbec, of course, immediately announced the political background of this persecution. But in the Crimean-Tatar Majlis they did not support this version, refusing to help him even with the search for a lawyer.

Soon the hero of our article was taken into custody in the courtroom along with another assistant to the Verkhovna Rada deputy Dmitri Shentsev. The details of the case became known at the trial. The incident that caused the arrest took place in July 2007 in Sudak. The policeman tried to prevent a group violation of public order in Lenin Street. But the accused not only refused to obey him, but also inflicted bodily injuries. This was a protest action of the Crimean Tatars, which took place near the building of the city executive committee.

Accusations of the fight

At the same time it became known that law enforcement officers have another material on Balbek. A charge in a fight at a meeting of the Sudjak city council, which took place in 2008. Despite the fact that many eyewitnesses and witnesses insisted that this was just a verbal skirmish, the cousin of the hero of our article was sentenced to three years in prison for hooliganism. Only the appellate court found him innocent for lack of corpus delicti.

During the trial, lawyers repeatedly pointed to numerous violations. In addition, the court's staff clearly obstructed the performance of journalists, who sought to cover the process, their professional duties. As a result, the case did not end with anything concrete, collapsing in court.

Career at the federal level

At the end of 2016, Ruslan Balbek from the Crimea became a member of the State Duma of the seventh convocation. Shortly thereafter, the Ukrainian prosecutor's office began his persecution. There, a case was brought against treason. The accused was not only Balbek, but all deputies of the State Duma elected on the territory of the Republic of Crimea.

The hero of our article categorically denies all accusations, calling them far-fetched. His main argument is that he never swore an oath to the current government of Ukraine.

At the moment, the Russian federal parliament is a subcommittee on legislative support for the implementation of Russia's national policy in the Crimea and Sevastopol.

On top of everything he fell into disgrace in the far abroad. In November 2016, Canada added it to its sanctions list.

Legislative initiatives

Being a deputy of the federal parliament, introduced several promising legislative initiatives to the State Duma.

In particular, he proposed to simplify as much as possible the receipt by the rehabilitated citizens of compensation and social protection. In many ways this is his proposal was based on specific cases, which he knows from acquaintances trying to leave his homeland - Uzbekistan.

Therefore, in an explanatory note, Ruslan Balbek (deputy) notes that all measures of social protection are provided in Russia only after receiving a certificate of rehabilitation. Especially in the Crimea, where Balbek conducts meetings with residents, ordinary citizens are interested in issues of improving housing conditions, obtaining preferential apartments, the possibility of resettlement from emergency houses.

According to the parliamentarian, most housing problems actually have solutions. One has only to want to find them. First of all, this requires an integrated approach, new social programs for specific categories of citizens, filling the legal gaps that are still present in Russian legislation at various levels.

Also at the end of this meeting an important statement was made by Ruslan Balbek - he promised all the deported apartments.

Social activity

Not only political, but also public work is engaged in Balbec. Since 2011, he heads the public organization "Generation Crimea". And also is at the head of the board of trustees of the football club "Kyzyltash", which is based in the Crimea. This is the first Crimean-Tatar team in history.

In the opinion of the hero of our article, it will allow the Crimean football to enter the international level. Its uniqueness lies in the fact that not only the Crimean Tatars play for it, but also representatives of different nationalities and peoples. "Kyzyltash" was born from a small mini-football club, in which only 6 people played. By common efforts it was decided to bet on big football. In the season of 2016/2017 the team made its debut in the amateur championship of Crimea, counting in the shortest time to win a ticket to the Premier League of Crimea.

Fight for a place under the sun
