Polygon "Red Bor". Leningrad Region, "Krasny Bor"

The production of waste (unfortunately) is an integral part of people's lives. Strangely enough, in some cases landfills can serve for the benefit of humanity. Thus, thousands and thousands of valuable archaeological discoveries were made just after the researchers dug the oldest trash pits.

On them it is possible to judge the nature of nutrition of people of that era, the level of development of their technologies, the beginning of domestication of domestic animals ... Unfortunately, modern landfills for waste have no value. They are sources of infections and constant pollution of the environment.

Given that the lion's share of modern rubbish is plastic and polyethylene, there is no need to calculate biological decomposition. But it is much more difficult to dispose of hazardous waste, especially from chemical and medical enterprises. To do this, we have to create special polygons, which are subject to increased requirements.

One of the most famous in our country is the "Red Bor" training ground. Currently, he is led by Moiseev Alexander Yurievich.

General characteristics

This is a landfill that was specially created for the disposal of especially hazardous industrial waste. This place is located in some five (!) Kilometers from the border of St. Petersburg. In total, in the cemeteries to date, there are already more than one and a half tons of especially hazardous materials, and their number is increasing year by year. Considering that initially such a rapid growth of the city was not planned, today the "Krasny Bor" testing ground has been officially recognized as extremely dangerous for St. Petersburg, and therefore a decision must be taken to preserve it.

He got his name from the village of Krasny Bor, which is a couple of kilometers from the landfill. The choice of location is explained simply: under the village there is a powerful vein of Cambrian clay, which provide excellent waterproofing of the burial grounds of hazardous wastes. Work started in 1970.

Design Error

It was believed that a thick layer of clay would reliably prevent the entry of hazardous waste into groundwater. Alas, but already in the 90's it was obvious that the containers do not retain their tightness. As a result, there is a dangerous pollution of rivers, lakes and fields that are adjacent to the landfill. In addition, there is significant air pollution, although this is strictly prohibited for polygons of this class.

Almost all experts believe that the "Krasny Bor" test site has completely exhausted its resources. This confidence is fueled by constant fires, which have already become a visiting card of the landfill. The prosecutor's office has fairly well-founded suspicions that garbage incineration occurs not by accident. Perhaps, so some people are trying to get rid of lots of especially hazardous waste.

Causes of lawsuits

For a long time it was considered (according to the old national tradition) that all attacks on the landfill occur only from a false fear of waste that is stored there. Alas, all fears are justified.

So, already in May 2007, during a rather superficial inspection, gross violations of all possible environmental standards were identified. It was carried out by the specialists of Rostekhnadzor. IN AND. Matvienko, who at that time held the post of mayor, the conclusions about the need to build a new cemetery supported, but offered to wait until 2008, when the necessary funding will appear.

At once we will notice, that the range "Krasny Bor" is closed in 2014. Seven years after the decision was made on the need for its conservation! Alas, but the domestic bureaucratic machine has never been characterized by a special speed of work.

Some misadventures

Before the closure, almost every year there was a fire. Let's look at the most significant and famous ones. It is possible that many incidents were simply not reported to the supervisory authorities.

Back in 2006, there was a major accident, which occurred due to the explosion of barrels with toxic waste. What exactly was the cause of the detonation, so to the end and was not clarified. The fire was quickly localized and extinguished.

In 2008, the situation was much more dangerous. Several barrels of fuel oil burned (or some similar substance), after which the fire almost instantaneously spread over an area of 200 square meters. Within a couple of hours the fire blazed on the plot of almost two thousand square meters, spreading further and further.

As in the previous case, the reasons for the incident were not fully established. The prosecutor's office suspected deliberate arson, but after a strong fire impact on the alleged sites of evidence there was nothing left.

In 2010, there was another fire. Traditionally, barrels of fuel oil and other wastes of the oil refining industry were blazing. This time, the fire spread over an area of five thousand square meters. Only at the cost of tremendous efforts and by using almost all special fire equipment collected from free areas, it was possible to extinguish the fire by the evening and prevent its spread in the direction of the city.

Only after this incident, the authorities seriously thought about upgrading the landfill. The question of its closure then for some reason no longer stood.

How many different "why" ...

All these incidents are combined by several similar factors. Firstly, in no case did the authorities and commissions have been able to figure out what exactly caused the fires, and in fact the barrels with fuel oil just do not ignite.

In addition, during the fire in 2010, the management of the test site until the last was convinced that the area with tires was burning, although the firemen themselves quickly found out that the fire was spreading at incredible speed because of oil products stored there instead of tires.

After that, Rostekhnadzor and the Prosecutor's Office had many questions about the technical state of the extremely dangerous facility, whose leadership does not even have technological maps of burial. It can be safely assumed that to date no one knows for certain what waste and where it is buried.

Closed, but the problems remained

In 2009, the license term expired on which the "Krasny Bor" test site was operating. Waste reception stopped, the storage seemed to have begun to be prepared for conservation. Townspeople and residents of the village of Krasny Bor were happy. Still, the headache of the whole area was eliminated!

The joy did not last long. In the rivers of the Leningrad Region , the concentration of toxic substances has sharply increased. After the proceedings it became clear that many enterprises are not at all inclined to take their waste to other landfills, and therefore their representatives simply buried the most dangerous materials in the territory of ordinary landfills for solid household waste. Of course, there could be no question of any control over their burial and the integrity of the containers, and therefore the consequences did not take long to wait.

After that, the GUPP polygon "Krasny Bor" was reopened, the license was given for another five years, and the term of its operation this time expired in 2014.

New time

As you might guess, after the final (seemingly) exhaustion of the landfill resources, the question of its fate seemed to be finally resolved. After all, the "Krasny Bor" test site, whose license has already ended, simply can not be used because of a legal ban! But it was not there! This year, after the end of the license, which was issued in 2009, many organizations asked the city authorities to extend the life of the landfill.

Such a decision was not made. The leadership of the Leningrad region said that the notorious landfill site was closed this time, and there will be no talk about the possibility of continuing its operation.

From empty to empty

Despite the closure, consignments of waste continue to enter the landfill. The reason is simple: there is simply no other place in the region where such waste could be disposed of. The organization of a new polygon of this class will cost the city treasury almost four billion rubles! Naturally, there is simply no such money there.

In addition, the site of the "Krasny Bor" testing ground constantly reports on cases of environmental pollution that occur due to a violation of the integrity of waste storage containers. Naturally, this problem must be solved in any case. How?

Prospects

There is no unambiguous answer to the question of the fate of the landfill to this day. It is assumed that some of the toxic waste will be buried in some concrete sarcophagus, and the remaining volumes should be burned. Of course, not in conventional furnaces for disposal, but in a special plant equipped with the best air purification systems. Of course, the construction of such a facility will be extremely expensive, but such a solution will allow to destroy not only the amount of waste accumulated at the landfill, but also new materials.

When will the project be implemented? Nobody knows, but for the sake of the security of the northern capital, it is desirable to dramatically increase the speed of work, since more toxic waste every year from storage facilities.

The Leningrad region faced such problems. "Krasny Bor" is one of the most painful topics.
