One-time childbirth allowance: documents, size

For couples who have recently got a baby, the state offers material assistance - a one-off allowance at the birth of children. To receive this payment, you need to know the specifics of its appointment, as well as a list of documents involved in this process.

The amount of one-time payments

The amount of allowances for young families is primarily affected by inflation. Depending on its fluctuations, the coefficient is added to the size of the lump sum, that is, there is indexation. For comparison: if in 2015 young parents can receive a benefit of 14,497.80 rubles, then in 2014 this amount was slightly less - 13,741.99 rubles. For families living in the Urals and the Far North (or for those who are officially employed in these areas), the payout ratio is increased due to regional indexation. The size of a lump sum at birth of a child in such a case can be 15% or even 40% higher than it should be.

Payments for the second kid

Who is entitled to a one-time benefit?

Required documents

However, this does not mean that to receive subsidies from parents there is an unlimited period of time. The application for its registration must be filed within six months from the birth of a child or children in the family. After that, the possibility of receiving a payment is canceled.

How quickly is the allowance calculated?

The subsidy is appointed only after the positive decision of the relevant body is taken. In case of refusal, parents receive an alert within 5 days and receive back all previously submitted documents. If the request of an individual is approved, a one-time benefit at the birth of children is paid by his employer in about a week. The accrual period can be up to 10 days. As for the bodies of social protection of the population, they are obliged to make a payment no later than the 26th of the next month.

Payments to unemployed and students

If in the classical case the easiest way to get a subsidy for a child is to write a statement at the place of employment, then those who do not have this opportunity should contact the nearest social protection authority. This category includes non-working individuals, as well as full-time students.

They must be provided with the same documents as for working citizens (birth certificate of the baby, one copy of the mother's or father's passport and a certificate that the payment was not previously provided). Students can ask for a paper from the dean's office, confirming their status at the school. From non-working citizens, most likely, you will need data about the previous place of employment and a diploma (certificate) about getting an education.

Registration of benefits for adoption of a child

The law of the Russian Federation states that when a newborn is transferred to a family, the guardian or adoptive parent of the child has the right to receive timely material assistance. The amount of this cash payment for the adoptive parents is the same as the amount of a lump sum at the birth of the child, that is, it is 14,497.80 rubles. If an individual accepts several children for upbringing, then it can receive a subsidy for each of them. It is worth noting that payments are to be paid to the guardian only if the newborn is completely without parental care.

When submitting an application for the preparation of an allowance, the adoptive parent must prepare a standard list of papers, as well as attach to it a document confirming the fact of the legal transfer of the child for upbringing to this individual. If a child was born in another country

There are situations when the mother is a Russian citizen, and the child is born in another state. Then there is a problem with the design of the relevant documentation. In order for parents to receive a lump sum payment at the time of the birth of the child, they are required to submit the necessary papers to the nearest social protection body or place of employment. One of the required documents - a certificate from the registry office, confirming the registration of the birth of a baby.

The birth certificate must be received by the mother or father in the territory of the foreign state of which the child is a citizen. After that, this document must be translated into Russian by authorized bodies and stamped with a stamp. When applying for benefits by parents, this security must be presented in two copies.

The father of the child is a foreigner

If one of the parents (in this case, the father) expressed his desire to stay with foreign citizenship, then a one-time benefit for the birth of children in the territory of the Russian Federation is not supposed to him. Other types of payments

In some regions, additional material resources can be added to one-off subsidies. For example, in Moscow, at the birth of the first child, in addition to fixed capital, 14,497.80 rubles. The spouses receive an additional 5,500 rubles. Also in this region there is a special program to support young families. If the father and mother are younger than 30 years, then they receive material assistance equal to five subsistence minimums. The additional one-time benefit at the birth of the second child is seven indicated units. And if the spouses have a third and subsequent children, then they claim a subsidy of ten subsistence minimums.

One-off payments of the state to the child is a capital that is not subject to any commission deductions and taxation. It can be received by every family in which the baby has appeared, provided timely filing of documents.
