What is the compensation for failing to place a place in kindergarten: the law, the amount and recommendations
Most recently, all parents had the right to compensation for the costs of preschool general education. The conditions for such payments are regulated by the law "On Education". From the cost of the services of a kindergarten, in which a child goes, and the number of children in the family, the amount of compensation may depend.
The child can be taken to the state kindergarten from one and a half years. It is at this time that the state allowance is no longer charged, and many mothers are trying to go to work. Recently, the problem with kindergartens in many regions is being resolved in a positive way. New or old buildings of pre-school establishments are being built. Providing compensation for the lack of places in kindergartens

Compensation is interesting to many, therefore about 15 years ago, changes were prepared that provided for the payment of payments to families whose children did not have enough places in kindergarten. It was assumed that these innovations will come into force from the beginning of 2012. However, despite the urgency of the issue and its severity, such an initiative was not supported and refused to include in the country's legislation, namely, in the Federal Law "On Education".
Thus, at the federal level today the issue has not been resolved. But compensation to families who did not manage to attach a child to a preschool institution is still paid in some regions of our country. After all, the lack of legislative consolidation of such benefits at the federal level does not prevent the authorities of the regions from making such payments.
How does it work in the regions?
There is no uniform practice for making payments, individual schemes are applied for each subject of the country.
In a number of regions where compensation is not provided for not providing a place in kindergarten, payments are made for children between the ages of one and a half to six years. In some municipalities, for example, in Lipetsk, parents have the right to receive compensation at the age of three years. In Samara, such payments are provided for parents who have children between the ages of one and a half to three years.
In some districts, compensation for not providing a place in kindergarten does not depend on the child's age, i.e. A fixed amount is allocated for both a baby of two years and a five-year-old child. However, in some cities there is a gradation. For example, in Perm, while a child at the age from one and a half to three years, one amount (about 5300 rubles) is paid, and at the age of three to six - another (about 5000 rubles).
Do all families have the right to receive such a payment from the state?
Many parents are worried about the issue not only about the fact that compensation is not provided for not providing a place in kindergarten, but also about who has the right to it. Even if the region pays such a grant, it is not always easy to get it. There is one more feature of providing compensation for the lack of places in kindergartens: the responsible department has the right to refuse to pay compensation to those families who have income that exceeds the subsistence level (meaning the income for each individual member of the family). - Copies and originals of identity documents of both parents (or legal representatives);

- Birth certificates of children (copies and originals);
- An extract about the composition of the family (a similar document can be obtained at the passport office at the place of registration);
- A certificate confirming that the child is in the queue for enrolling in a kindergarten;

- Bank account data for the transfer of compensation;

According to the changes in the tax code, which came into force at the beginning of this year, the tax will no longer be withheld from the compensation amount (13%). Another "bonus" that parents received from 01/01/2016 is the opportunity to submit documents for obtaining a benefit directly to the bookkeeping department of a pre-school institution (previously the entire package of documents should be submitted to the social protection authorities).
Conclusion
Officially, only in a dozen regions of our country, compensation is provided at the state level for not providing a place in the kindergarten, which is paid to one of the parents (or legal representatives). However, this does not mean that there is no such problem in other areas. Most likely, the authorities have more important issues on the agenda, or the problem is not acute enough.
According to the statements of state officials, by the end of this year it is planned to solve the problems arising in connection with the shortage of places in pre-school educational organizations. How this will be implemented (the construction of new kindergartens or in other ways) is unknown. Perhaps next year there will be no question as to whether compensation is set for failing to place a place in kindergarten, and all babies will be given the opportunity to attend pre-school institutions from 1.5 years.
