First you need to start Photoshop and import a photo into it, which you need to work on. This is done through the "File", "Open" menu or by dragging the necessary file to the working window of the program. So, selecting a photo, you should call the "Filter" menu, where you need to open the "Blur" item. In the options list, you need to specify "Gaussian Blur".
