Energy passport of the building: significance and features

Energy passport of the building bears information about the correspondence of the values of energy efficiency and energy saving of the building. He clarifies the energy intensity of equipment, technical condition of the structure. It is filled during the repair, design, operation of the facility. Responsibility for the issuance of a passport is borne by design organizations, or institutions that use the structure for its intended purpose.

When the constructed object is commissioned, an energy passport of the building is compiled. It reflects such information:

- project information;

- type and purpose of the building;

- design conditions and indicators;

- results of measuring the level of thermal protection and energy consumption after the first year of use;

- a report on the comparison of measurement results with regulatory requirements;

- class of energy efficiency of the building and recommendations for its improvement.

Instances are transferred to the controlling authorities, the owner of the building, the institution that operates the building. Thus, every facility put into operation must have a ready energy passport of the facility.

The standard energy passport for the erected building has 23 applications. For the buildings under construction, a 24th annex is prepared with project documentation. Energy passport of the building is of three types according to the type and purpose of the building:

  • Passport of industrial enterprises;
  • The passport of power supplying organizations;
  • Passport of residential and administrative buildings.

The document is drawn up on a legal entity, state or commercial organization. For preparation of the passport the enterprise concludes the contract with the firm-auditor having the special equipment, highly skilled experts.

Legal entities that have branches, when making documents, often make the same mistake. It consists in the fact that the passports of the head office and the branch are drawn up separately. According to the order No. 182 of the Ministry of Energy, all of its facilities are included in one energy passport of the enterprise. To solve this problem, it is necessary that the specialist who draws up the branch's documents send the ready data to the energy auditor at the head office.

The compiled energy certificates certified by the auditors are sent for registration to the Ministry of Energy. Energy passport of the building can be transferred both on paper and in electronic form. The electronic document is transmitted in XML format, certified with an electronic digital signature of energy auditors. A cover letter is sent along with the passport, indicating the electronic and postal address of the sending organization.

The presence or absence of an energy passport of an enterprise is reflected in the electronic database of the Ministry of Energy. Control over the availability of this document in organizations is carried out by Rostekhnadzor. In the absence of a passport, the enterprise is fined. For ignoring the requirements to provide a passport, an official is fined 5,000 rubles, legal - 10,000 rubles. For non-compliance by state and municipal organizations with the requirements for compulsory energy audit, officials are fined 30,000 to 50,000 rubles, and juridical persons. Persons - on 50000-100000 rubles.
