Certification of industrial safety of managers and specialists: training, examination

When performing work at a PBO (hazardous production facility), it is necessary not only to register it, but also to certify the industrial safety of managers and specialists. Training and attestation is carried out in the territorial office of Rostekhnadzor (RTN). Also, if there is a license for the right to conduct educational activities in the field of industrial safety, training can be provided by the training center, but the exam is mandatory in the RTN.

Who needs attestation in RTN and why?

Industrial safety is a complex measure aimed at preventing accidents at facilities whose activities pose a threat to the public and the environment. Therefore, the solution of issues and problems of industrial safety should involve qualified specialists. Thus, attestation in Rostekhnadzor with the subsequent issuance of a protocol is mandatory for:

- heads of structural subdivisions of the GRO (training for all, from the head of the organization, finishing with masters and foremen of individual production sites);

- Specialists directly involved in the operation and maintenance of equipment in the GRO (electrical installations, equipment for oil and gas processing, boiler and thermal power plants, equipment for lifting and moving finished products, materials and blanks on the territory of the enterprise).

The current legislation defines three types of attestation:

• Primary;
• Periodic;
• Unscheduled or extraordinary.

Primarily, all employees belonging to the groups listed above are absolutely exposed, within 1 month from the date of admission to the state or when transferring to the position on this list. Even if the employee was transferred from one shop to another, where he was a service staff in one shop, and in the other became a foreman, regardless of whether the specificity of the job has changed or not, training will be considered primary, as when entering the workforce.

Periodic testing of knowledge is carried out for some categories of industrial safety every 3 years, for others - every 5 years. Periodicity is established by specific regulatory acts in the field of industrial safety. For example, PTEEP requires the certification of a specialist responsible for the electric power industry, once every 5 years, and "Requirements for thermal power installations" state that the person in charge passes certification every 3 years. Rostekhnadzor conducts the testing in the same manner as in the initial certification.

Extraordinary certification

There are many situations in which the level and scope of the knowledge of the industrial safety expert are not sufficient to conduct the activities of the enterprise. Examples of such situations can be:

- installation of new equipment;

- changes in the technological process;

- a break in work for more than six months;

- Accidents and accidents at GCO or other hazardous facilities that conduct identical production activities.

Extraordinary attestation on industrial safety of managers and specialists is carried out in the general order, regardless of the date of the last examination of knowledge. Based on the results of attestation, the representative of RTN issues a new protocol for testing knowledge on the required area of industrial safety.

Changes in legislation, production technologies also indicate that industrial safety expertise is necessary. This procedure is mandatory for all organizations whose activities are sanctified in Federal Law No. 116.

Which companies fall under the GCO?

By Order No. 233 of the year of 2012, the areas of certification for industrial safety are defined, and Federal Law No. 116 - objects related to the GRO:

• oil and gas industry;
• Metallurgy and machine building;
• Mining industry;
• Operation of pressure vessels, as well as gas consumption and distribution facilities;
• Operation of lifting equipment;
• Blasting operations;
• Hydraulic engineering industry;
• Operation of thermal power plants;
• Operation of electrical installations.

Procedure of the appraisal procedure

Each verification of knowledge is preceded by training in specialized programs coordinated with the RTN. Once the material of the program is mastered, the listeners can appear in the RTN for attestation.

Certification of industrial safety of managers and specialists of the RA is carried out both after training in the educational institution and in the internal commission of the enterprise. The easiest and least expensive way is to prepare at the training center. The latter case is resorted to when it is necessary to train a large number of employees with a separation from production, which increases the employer's costs of training.

For this, it is necessary to carry out a number of activities:

1. Development of a training program for a certain area of industrial safety, coordinating it with the inspector of the RTN.

3. Issuance of certificates of admission to the certification in the RTN.

The certification in Rostekhnadzor is mandatory! It is forbidden to independently check knowledge and issue protocols. Failure to comply with this requirement, as well as the lack of protocols for attestation for employees admitted to work, entail the administrative responsibility of the employer under Article 9.1 of the Code of Administrative Offenses of the Russian Federation. In this case, the minimum penalty is 200 thousand rubles.

If the training is carried out by the training center, the employer can only organize attendance by staff, pay a state fee for attestation, draw up a certificate of representation in the RTN (data on employees, areas of industrial safety, position) and, if the exam is successfully passed, take the protocol.

How to prepare for the certification?

Attending lecture courses on the required area of industrial safety does not guarantee 100% preparation for certification. A test for industrial safety managers and specialists is aimed at testing not only theoretical knowledge, but also practical skills.

In the network, you can find many sites with simulators of issues on industrial safety, divided by area. With their help you can find out what type of questions will be on the test, their number and complexity. Also there are entire sites devoted to answers to all questions from all areas of attestation of the RTN. There are no guarantees of correctness of answers, therefore on testing it is necessary to rely on the received theoretical knowledge and practical experience.

During testing in the territorial body of RTN it is forbidden to use any means of access to the Internet, printed publications, video and audio materials.

Rostechnadzor and Gostehnadzor - the same state structure?

If we look at the full names of these two state structures, it becomes clear that they are different. In Gostehnadzor, they carry out certification for operators of loaders, bulldozers, excavators and other specialized machines.

Also GTN provides services for setting special equipment for state registration, as well as for technical inspection. Pre-training before certification is carried out by specialized training centers and some driving schools that have a license for this type of educational activity.
