Responsible for the electric economy - who is it?

The person responsible for the operation, maintenance, repair, adjustment and other activities carried out with electrical equipment, plants and networks at the enterprises is one of the most important links in the organization of the stable operation of the production process.

The stability of the entire production process depends directly on how professional and qualified the employee is in charge of the uninterrupted operation of electrical installations.

The procedure for appointing a person in charge of an electric utility

In any modern enterprise, irrespective of the form of ownership and the number of employees, the appointment of the person responsible for the electric power takes place by issuing an order (order), endorsed by the head of the organization (general director).

The order gives an order to activate the energy service as such and is appointed directly responsible for the electric economy.

On cases of absence at the enterprise of the person responsible for the electric economy

Based on paragraph 1.2.4 of the PTEP, an enterprise responsible for the electricity economy may not be appointed at the enterprise if:

• The organization does not engage in production activities;
• The organization's electrical system consists only of an introductory (input-distribution) device, lighting installations, portable electrical equipment with a voltage not exceeding 380 V.

In this case, the responsibility for the organization's electric economy is assigned to the head of the enterprise. The organization of the above-mentioned process is the result of coordination with the State Energy Supervision Authority. In order to achieve the result, the head of the organization must write an appropriate statement of commitment that does not require confirmation of authority and qualification.

Terms of reference for the electric safety in the workplace

Responsibilities for the electricity sector are:

• The development and maintenance of documentation related to the maintenance and operation of electrical equipment and electrical installations, the basis of which is the "Job description of the person in charge of the electric economy";
• Organization of training, instructing, testing knowledge and admission to the independent operation of personnel serving electrical equipment;
• Organization of safe conduct of any kind of work of electrical installations or connected with electrical installations, including personnel sent from other organizations;
• Maintenance of timely and qualitative performance of maintenance, planned works and preventive tests for repair prevention;
• Organization of calculations of electricity needs and control over its expenditure;
• Participation in the implementation and development of measures to rationalize and save energy consumption ;

• Control of the availability and timeliness of tests and inspections of fire extinguishing means, specialized tools and SZ in electrical installations;
• Ensuring the order of access to connection and operation of the reconstructed and new electrical installations;
• The organization of operational maintenance of electrical installations and the elimination of any kind of emergency cases and situations;
• Ensuring the verification of compliance of the electric supply schemes of the enterprise with the operational actual parameters, a note on the verification carried out for this subject (minimum - every 2 years);
• Organization and revision of schemes and instructions for electricity supply (minimum - every three years);
• Measurement of electricity, monitoring of its quality and stability;
• Control over the upgrading of the qualifications of the personnel responsible for the maintenance of electrical installations;
• Control the accuracy of the admission of workers in construction and installation and other specialties interacting with electrical installations.

On monitoring the activities of the person responsible for electrical safety

Control over how well the responsible for the electric economy performs its duties is done by the management of the enterprise in the person of the general director, his deputy or other persons appointed by the creation of the order.

On the Rights of the Person Responsible for the Electricity Economy

In addition to the above responsibilities, the responsible for the electric economy also has a number of rights. The instruction of the person in charge of the electric utility says that he has the right:

• With the permission of the manager of disconnection and decommissioning of electrical equipment and networks, if they do not comply with FC, OT and PB;
• On the basis of the schedule approved by the management, to stop the operation of electrical equipment for the purpose of inspection, inspection or repair work;
• Inadmissibility to work with electrical equipment and installations of personnel who have not passed the knowledge test;
• Removal from the production process of employees who violate the rules of the RT;
• Filing applications for complaints about the work of personnel with electrical installations and equipment, and then bringing them to justice;
• Give instructions to the rest of the staff on the issues of adjustment, installation, repair, maintenance of electrical equipment;
• To represent the non-commercial interests of their organization in cooperation with other enterprises;
• To request information and reports from end users of any level on the use of electrical energy, repair and adjustment of electrical installations and equipment.

Provided that the responsible person for the electric economy is unqualified, untimely or unqualifiedly fulfilling the duties assigned to him by the order of the head, his actions may entail punishment, which will be expressed in certain sanctions imposed by the leadership.
