Akbulatov Edham Shukrievich, a Tatar national, born in Krasnoyarsk, was born in 1960 on June 18.

After graduating from high school, he became a student at the Krasnoyarsk Polytechnic Institute.

In the summer of 1982 he graduated from this university with a diploma in industrial and civil engineering, and got a job at the Krasnoyarsk Institute of Civil Engineering (KISI) at the Department of Building Constructions as an assistant.

In 1985, Edkhama Akbulatova was accepted as a graduate student at the Moscow Civil Engineering Institute at the Department of Reinforced Concrete Structures.

From 1988 to 1994 he held the positions of assistant, senior lecturer and assistant professor at the Department of Building Constructions at the Krasnoyarsk Civil Engineering Institute.

Work in the civil service

From 1994 to 1998, the future mayor of Krasnoyarsk, Edham Akbulatov, held a number of posts in the Krasnoyarsk Committee of Land Resources and Land Management. He was deputy chairman, first deputy and chairman of the committee.

In the period from 1998 to 2002 Edkham Akbulatov was appointed head of the main department of the Krasnoyarsk city administration for economy and planning.

After passing the professional training on "state and municipal management" in the national economic academy under the patronage of the Government of the Russian Federation, Akbulatov in 2001 became a master of management.

On December 9, 2002, Edkham Akbulatov was appointed deputy regional governor, giving him the post of head of the Krasnoyarsk Territory administration's chief department for economic development and planning.

In October 2005, as deputy governor of the provinces, he headed the department for planning and economic development of the regional administration.

Further career

On June 27, 2007, the department headed by Akbulatov was renamed the Department for Economic Planning and Industrial Policy.

07/15/2008 Eham Abulatova was also appointed Deputy Head of the Krasnoyarsk Territory Government.

In October 2008, he, along with the post of first deputy governor of the Territory, took up the post of head of the Government of the Krasnoyarsk Territory.

On January 19, 2010, Russian President Dmitry Medvedev signed a decree appointing Edkham Akbulatov Krasnoyarsk governor. Previously, Khloponin Alexander Gennadievich became deputy head of the Russian government and plenipotentiary representative in the North Caucasus Federal District.

Akbulatov was temporarily staying there until February 17, 2010, until Lev Kuznetsov replaced him.

On 4.03.2010, the regional Legislative Assembly approved Akbulatov as the chairman of the regional government.

On December 14, 2011, he was appointed to perform the duties of the first deputy of Krasnoyarsk governor, and the next day - to fulfill the duties of the mayor.

After the election of the city mayor

On June 10, 2012 the new head of the city of Krasnoyarsk was elected. Turnout was 21.3 percent of urban residents. Akbulatov managed to recruit about seventy percent of the vote in the election campaign.

The administration of Krasnoyarsk, headed by Akbulatov, began actively developing the industrial infrastructure in the region, as well as establishing interregional relations.

Many industrial groups signed agreements with the city administration on cooperation in expanding the tax base, as well as increasing the number of jobs.

Edham Akbulatov, whose wife provided him with all possible support, is a member of the Political Council of United Russia in the Krasnoyarsk regional branch.

Summing up the results of 2015, the mayor of the city noted that Krasnoyarsk, being in new economic conditions, lives all the more versatile.

The Krasnoyarsk Administration adopted a new General Plan for the city's construction, in which a package of interlinked town planning documents was formed.

The result of this was the fact that Krasnoyarsk territory had the status of the most important economic city resource.

About five thousand hectares of urban areas have changed their urban planning regulations. This allows the municipal budget to mobilize far more resources.

From 2011 to 2014 years, land lease auctions gave the city budget only 170 million rubles, whereas during the first two months of 2015, the proceeds from similar auctions amounted to 270 million.

On the achievements of the city administration

In 2015, the fourth bridge across the Yenisei River was launched , which is likely to be an incentive for Sverdlovsk and Oktyabrsky urban areas to develop more actively.

Of great importance for the life of the city were:

• Completion of reconstruction st. Dubrovinsky and Free Avenue;
• The opening of an overpass on the street. Aviators;
• Completion of the construction of the interchange on Second Bryanskaya Street;
• Work to expand the street. Sverdlovskaya near the fourth bridge;
• Completion of repair works of the bridge, which is called the "Three Seven".

Akbulatov in his speeches notes that the current economic conditions make it important to develop partnership between municipal and private structures.

In 2015, 16 kindergartens were put into operation, which was the result of a well-established form of interaction between the city administration and contractors.

The head of the city says that some contractors had to literally break to get them to build the right technological chain, but the municipal administration skillfully sought its way.

However, active construction of new buildings, capital repairs and redevelopment of facilities are not the only direction for the development of the kindergarten network.

In Krasnoyarsk, a project on municipal-private partnership in preschool education was implemented. Akbulatov said that the municipality provided an opportunity for parents to give the child to private kindergartens, where they bought about 2700 places.

More about the work of the administration

Successfully implemented a project to develop built-up areas, which is an excellent example of good interaction with business. This made it possible to resolve the issue of emergency housing. In 2015, the Krasnoyarsk administration carried out its part of the regional targeted program for the resettlement of Krasnoyarsk residents from emergency housing.

During the year five municipal houses were commissioned, the total area of apartments in which is almost 58 thousand square meters.

Open auctions allowed the municipality to conclude 7 contracts for the development of built-up areas. This made it possible during the first stage, using the means of investors, to demolish 23 barracks and settle over eight hundred townspeople.

During 2016, the volume of implementation of the project of built-up areas was doubled.

The city is actively creating a popular sports infrastructure. During the year 43 sports and health clubs were opened, an acrobatic arena was put into operation.
