After studying the international experience of fighting bureaucracy in Russia, they decided to withdraw from licensing certain types of activities and take the path of creating non-profit self-regulating organizations that are given the right to issue work permits for participating partners.

The experiment started relatively recently and does not cover all spheres of the economy. One of the industries in which registration of NGOs is allowed is construction. From now on, to carry out construction business without membership with SRO is prohibited. Formed in accordance with the charter of the SRO, the financial fund reduces the risks of bankruptcy and insures against liability for obligations to third parties.

Fourthly, the customer will be more willing to give the contract for construction to SRO members, because the organization acts as a guarantor of the fact that the construction of the facilities will be completed within the clearly stipulated terms specified in the contract. In the event of claims from the customer, the lawyers of the partnership will take part in the dispute and take up the representation of the interests of the contractor in various instances.

Summing up, we can safely say that membership in a non-commercial partnership gives an opportunity to entrepreneurs engaged in the construction business to receive comprehensive information and legal support. In addition, participation in the non-commercial partnership significantly facilitates the procedure for joining the SRO, which in turn takes on the functions of communicating with local authorities.
