Why do I need a cadastral passport for an apartment?

The concept of "cadastral passport" is officially fixed in the Russian Federation from March 1, 2008, when the law "On the State Real Estate Cadastre" came into circulation. This law determined the creation of an information resource containing information about all the registered immovable property of the Russian Federation, i.e. Land plots, houses and structures, apartments and other premises, unfinished facilities, as well as the territorial boundaries of all subjects of the Federation. The same law determined the mandatory receipt of a cadastre passport by the owners of premises when registering their rights. Thus, the cadastral passport for an apartment is the data on the real estate object written out of the state register, which are required when registering the property right and conducting various transactions with it.

Where can I get a cadastral passport? To do this, you need to apply to the design and inventory office (BIP) located at the location of the apartment, with a statement, a passport that proves the identity, and a document on the ownership of the apartment.

What is the difference between a cadastral passport for an apartment from a technical passport

Until March 1, 2012, there was a law that required the technical passport of an object when making various transactions with real estate and registering rights to it. This document, which contained much more information about the object (apartment plan, material of walls and ceilings, the year of construction of the house, the terms of capital repairs, and the inventory cost), is now a supplement to the cadastral passport and is issued if necessary and an additional request. For transactions and registration of ownership right now it is sufficient to have only a cadastral passport for an apartment, but, say, when registering a mortgage, a bank can request a technical passport of the object.

Now a little about the validity of the cadastral passport. The RF Government's decision on data on the valuation of all real estate objects owned by citizens is valid throughout the year, and the starting date is January 1 of each current year. And although the cadastral passport can not be of limited effect, the data specified in it are valid only for a year. Proceeding from this, obtaining a cadastral passport for an apartment is limited to one year. If during this time you did not manage to make a prospective transaction, then this document loses its significance, and it will have to be done anew.
