Granting regions are those subjects of the Russian Federation which receive money resources from the federal budget of the Russian Federation without necessity of their return on a gratuitous basis. The purposes of spending subsidies in the law of the Russian Federation are not specified, therefore the region can dispose of them at own discretion.

On the other hand, the state sends budget funds to support the local producer. These can be any large enterprises, whose significance for the entire territory of Russia is quite large. For example, enterprises for the extraction of minerals in the Republic of Sakha (these are subsidized regions). The list of top 20 regions-leaders of Russia is presented below.

The table shows data for 2013 on the volume of received subsidies without breakdown into its types.

Data for 2013 are disappointing - 79 out of 83 constituent entities of the Russian Federation are included in the list of subsidized regions of Russia. They received state subsidies for the alignment of the budget. It happened because of many factors, among which:

- Reduction of subsidies to regional budgets.

- growth of the total mass of non-transparent grants, aimed at adjusting the budget of the subject of the Russian Federation.

The table shows that Yakutia received the largest amount of subsidies from the federal budget. But can it be called a subsidy in general? The answer to the question is not as obvious as we would like. The fact is that most of the funds of the Federal Center are sent to Yakutia for the development of new mineral deposits, the economy of which still depends heavily on oil and gas. And of course, the construction of the main oil pipeline "Eastern Siberia - Pacific Ocean" for the amount of transfer to the republic affected to a great extent.

Where do the money go?

The government sends subsidies to those regions in which these or those state programs are implemented in accordance with the decrees of the President of the Russian Federation.

They may be related to the social sphere, for example, the construction of sports facilities, as it was in Sochi (data on subsidies for 2014 will be later), or programs to develop medicine in the region, for example, the construction of cancer centers in northern regions of Russia.

One more interesting feature, connected with reception of subsidies by regions is traced also. Subsidiary regions are territorially remote regions and districts. The more distance from Moscow, the greater the amount of money they receive. But this information can not be confirmed by anything. Subsidiary regions are those entities that receive a free transfer and have this right to it. The calculation is performed by analyzing more than 200 indicators and comparing the results to standard indicators.

Distribution of funds received transfers in terms of the implementation of decrees of the President of the Russian Federation is controlled by the Accounts Chamber. In this case, regions that have not fulfilled their obligations, with a high probability of next year may not receive the required amount.

New grants to the Crimea and Sevastopol. Current situation

The accession of Sevastopol and the Crimea to the Russian Federation occurred more than 2 months. Back.

At the moment, the number of subjects of the Russian Federation is 85 units. The tax legislation of Russia and Ukraine is built on different principles. In Russia, 90% of the tax deductions of organizations (that is, the profit tax) remain in the budget of the region in whose territory its activities take place. In Ukraine, this kind of tax deductions are sent to the state treasury in full. In this case, the region has nothing left.

On the theme of the Crimea

Everyone knows that Crimea is primarily a resort. Accordingly, and all of its infrastructure is designed for holidaymakers. Restaurants, cafes, hotels and mini-boarding houses used to deduct taxes to the state budget of Ukraine. Now Russia needs time to change the legislation and establish ways to follow it for private entrepreneurs and legal entities.

Therefore, the question of whether the Crimea is a subsidized region or not, is on everyone's lips. After joining, an assessment was made of the budget of each autonomous republic (Crimea and Sevastopol). The result was the conclusion that the Crimea needs subsidies in the same way as the Caucasus region.

What will change in the Crimea?

The new subsidized regions are Sevastopol and Crimea. They will have to provide the required level of salaries for state employees (teachers, doctors, police, etc.). As for the provision of the Crimea and Sevastopol with resources (gas, light and water), while all this Crimea and Sevastopol are from Ukraine. Therefore, at one time in the media there were statements by Ukraine about non-payment of bills for these goods by Russia and Crimea in particular. Agriculture was on the verge of collapse, as the fields withered, the crop was under threat. But the Russian authorities settled this issue. To date, in the Crimea have already equipped new water towers, which can fully meet the needs of the entire peninsula for irrigation.

Crimea - subsidized region or not? Since the working population of the Crimea will replenish the budget of the Russian Federation with its deductions, and the peninsula will become the center of Russian tourism and will prosper, it will be possible to learn about this only in the future. No conclusions can now be drawn regarding the prospects for the development of the peninsula. But we can assume this trend: large amounts will be transferred to the treasury of the autonomous republics of Crimea and Sevastopol for their development. Also, the state will support the regions to improve the investment climate and attract investors.

List of subsidized regions of Ukraine 2014

Recently, the Ukrainian newspaper Kapital published data on the distribution of subsidies for the regions of Ukraine. Below are presented the subsidized regions of Ukraine. The data goes in ascending order - from the smallest to the largest.

1. Chernihiv region - 1 370 000 hryvnia.

2. Kirovograd region - 1 470 000 hryvnia.

3. Kharkiv region - about 3 200 000 hryvnia.

4. Odessa region - about 3 200 000 hryvnia.

5. Lviv region - 3 920 000 hryvnia.

6. Dnipropetrovsk region - 4 040 000 hryvnia.

7. Donetsk region - 5 090 000 hryvnia.

Of course, the list in which subsidized regions of Ukraine are presented is not complete. According to official sources, only a few regions fulfill their budget in full and do not need subsidies from Kiev.

Finally

There are problems in every state. The recent world events, unrest and non-recognition of the contiguity of Sevastopol and the Crimean Peninsula to the territory of Russia until nowadays by the authorities of Ukraine - all these factors, though indirectly, but still complicate the life of ordinary citizens. Crimeans and Sevastopol want to work and feed their children, many of them are ordinary pensioners, they want peace of mind in their old age. All these people, like the citizens of Russia, are in many ways far from politics and are inclined to draw conclusions only from publicly available information. But, as is known, the media of each state treats all events solely in its own interests, so the townsfolk can only speculate about events of a world nature sitting behind a cup of tea. To live Russians after joining of two autonomous regions did not become worse.
