The Black Sea Fleet in recent years has been a serious strategic object of the dispute between Russia and Ukraine, the bases of which were divided.

In 1994, in the Russian capital, the heads of the aforementioned states formally agreed that the army's problem in the Black Sea would have a step-by-step plan for the solution, but the document was still in effect for separating the fleet.

Finally, in early summer of 1997, the St. Andrew's flag was hoisted on the Black Sea ships .
