Consolidated budget

The concept of the "consolidated budget of the Russian Federation" was introduced into the Law in connection with the abolition of the state budget. The law indicates that the unity of the system is ensured not only by the integrity of the documentation, classification and legal framework, but also by providing the necessary statistical and accounting information.

The consolidated budget of the Russian Federation is based on Article 16 of the Budget Code. Drawing up and developing its forecast the Code imposes on the Ministry of Finance of the country.

Consolidated budget is a set of expenditure-income items of all levels in a certain territory (within the country, the subject). It is not subject to approval. Consolidated budget, mainly, is a statistical code. It reflects indicators, which, in turn, characterize the aggregated values for expenditure and income items.

The consolidated budget is used to analyze the origin of revenues and apply the budgets of the regions and the country as a whole. The indicators that are reflected in it are used in forecasting the social and economic development of the country, subjects or regions, with financial planning, and developing normative deductions from taxes. Values are also used to identify the level of centralization of financial resources, which are reflected in expenditure-income state items.

Due to the fact that the consolidated budget is not subject to approval by a representative (legislative) body of government authorities, it is not a legal document. Together with this, he performs the task of combining relevant indicators. The size of the consolidated budget in each specific case is established by means of calculations.

It should be noted that this accounting document is widely used in planning and analyzing the main proportions and indicators of the system. In particular, the share of the budget in GDP allows us to present the scale of redistribution. The structure of the expenditure and income part indicates the main sources and subjects of the formation of the profitable base of the system, as well as the priority directions of government costs.

In the budgetary practice of Russia, the following types of consolidated budgets are divided:

  1. Expenditure-income state items (including federal, extra-budgetary funds).
  2. The budget of the subject of the Russian Federation (republics, districts, St. Petersburg, the region, the region, the autonomous region, Moscow). It includes articles of expenditures and incomes of the entity itself and municipal units located on its territory.
  3. Budget of the city (regional, republican, regional, district subordination). It includes an expense-income article of the city and its districts.
  4. The budget of the district. It contains expenditure-income articles of settlement, rural, cities, located in the district subordination.

It should be noted that without the calculation of the values of consolidated budgets, it is impossible to carry out financial planning. Data on value added tax, property, foreign trade, excises, income tax, funds of trust funds, etc., are used in the revenue item of the balance sheet .

The expenditure part includes costs for social, cultural and other activities, which can be financed from the budget. The same category includes spending on state investment, subsidies, defense spending, science, maintenance of law enforcement agencies, authorities, prosecutors, courts and others.

The indicators of consolidated budgets are of particular importance in the implementation of long-term planning in general. In addition, the values are used in calculations that characterize the different types of security of citizens of the state and its territories.
