Where to put old cars? Car Recycling Programs

The car today has become an integral part of the life of modern man in almost any part of the world. But when the required time of operation passes, a problem arises: what to do with the machine? Too old cars no one simply will not buy. How to say goodbye to a car without much financial and time costs?

This issue in recent decades in Russia has become relevant not only for car enthusiasts, but for the whole society and the state. And not only in the sphere of economy, but also in ecology, culture, in the social sphere. If another ten to twenty years ago this problem could be closed to the eyes, now it has become excessively painful, and therefore it can be solved without fail.

Benefits of recycling

There are several options where to attach a car. The recycling program is the most convenient way to get rid of property that is already worthless. The state, within the framework of the implementation of such programs, provides a monetary supplement for the purchase of a new machine. In addition, the owners of machines win in the payment of duties:

  1. Transport tax. If the car is broken, unable to move and is constantly in the garage, this can not be an objective circumstance for the owner's refusal to pay money. And, when the car has a powerful engine (150 or more horsepower), the amount of tax becomes very sensitive. Such a car is difficult to sell on the secondary market, and if it succeeds, the price will be to the insulting low. It is in this case that an option arises to utilize the old machine. But it should be understood: if the documents in the legal plan are not properly drawn up, the transport tax will still have to be paid, since the owner remains de-jure the owner of the car.
  2. Penalties . Sometimes the former owner of a car sells it by a general power of attorney. And if the new owner does not take the car off the register, all possible penalties will begin to arrive at the address of the previous owner. In such a situation, it is possible to end the conflict in several ways. For example, apply to the police. Since this time, the new owner will not be able to realize the car, do the TO, or go to a foreign voyage, and it will only be necessary to rewrite the car completely.

Society and the state

From the program of recycling of old cars the society also wins - the car thus utilized allows to avoid getting metal compounds, petrochemical products into the environment. And the issues of ecology are very acute now.

In turn, the state, pursuing the program of recycling cars, pursues several goals. Like any other state program, this has separate goals and objectives. For example, the essence of the car recycling program is as follows:

  • Develop the Russian industry;
  • Support the citizens of the country, allowing them to buy a new car at reduced prices;
  • To improve the social atmosphere by providing new jobs.

Stages of development

The car recycling program has existed for several years. Recently, the state introduced new changes, according to which the amount of discount for the purchase of a new car in 2015 will be 40 thousand rubles. It should be remembered that this amount is not given to the hands.

The car recycling program is becoming more widespread. This situation is predetermined by a number of circumstances. For example, an increase in the number of road accidents, which is why cars are not able to move normally. In some cities of Russia there are quite a lot of service areas with the main task - turning machines into scrap. Consequently, many unlucky owners have a problem: in which place is it possible to recycle the car and how will this happen?

Terms of the program

The terms of the car recycling program are as follows. When the machine is accepted for disposal, it must comply with the following requirements: year of production - no later than 2010; The period of operation for one master is not less than 12 months; All important parts of the machine are in stock. Under the recycling program, a Russian-made machine or a foreign one, with assembly in our country, is suitable.

Stages of program implementation

It should be pointed out that not only cars, but also motorcycles, scooters and other mobile means are to be disposed of. This is quite a difficult exercise, consisting of several stages, for which it is better to take, starting with the dismantling of the car. There are three stages of the car recycling program:

  1. First, all non-metallic parts, wheels, electrical equipment are dismantled from the machine. Simply put, the car turns into a piece of metal. It is he who predetermines the cost of further dismantling - the stronger the metal, the longer and more expensive the processing will be.
  2. After removing non-metallic parts and electrical equipment, you need to get rid of existing liquids in the machine. Over time, they can disable parts of ferrous and non-ferrous metals. There is another task - preservation of the natural environment - petrochemical products are highly toxic and toxic.
  3. At the last stage, the base of the machine, completely freed from additional elements, is sent under the press. The metal case is squeezed, after which it is sent for remelting.

List of cars in 2017

Since the beginning of 2017, the next car recycling program is coming into effect, from which a high return is expected. What changes have already begun to occur? It is known that this year the list of cars under the recycling program will be replenished with new brands and automakers. And both Russian and foreign. It is known that as long as Russian vehicles are being utilized (or collected on the territory of the Russian Federation), such are the terms of the recycling program. What cars are currently in the program:

How to rent a car for recycling

To hand over the car under the recycling program is a complicated undertaking, requiring a series of actions. So, to the car owner who has decided to hand over the car for recycling, it is required to make the following chain of measures:

  • Transfer the decommissioned car to the dealer.
  • In the police draw up a document for disposal, where funds are being paid for carrying out this process (the cost of registration is about three thousand rubles).
  • Transfer to the dealer a document on disposal, a copy of the receipt for making funds for disposal.
  • Choose another car.
  • Get a subsidy to buy a new car.
  • Transfer the existing documents to the dealer for a subsidy and a certificate of disposal of the old machine.

Information about the transfer of the car for disposal is shown in the photo below. By the way, the word "utilization" in official documents is not used. State structures and dealers use the term "culling".

Then the dealer draws up the documents for the new car and passes them along with the car to the owner.

Other ways of recycling

It should be noted that recycling is not possible in all cases. For example, it can not be carried out if part of the car parts is missing. In this case, it remains possible to sell the car for scrap on the secondary market. In addition, the car can be transferred to parts, because the decommissioned car still has suitable parts. Old cars before 1991 can be tried to transfer to museums of Soviet technology.

The methods of implementing the old machine noted above have positive and negative sides. It should be noted, however, that the disposal of the car in any case is the most profitable measure, from both the financial side and the legal one.

Execution of documents

When decommissioning a motor vehicle, the necessary stage is the preparation of documents. The owner of the car will remain its owner until such time as the relevant state bodies issue a transfer for disposal. It can be done in the capital, in every service center that processes recycled vehicles. To do this, you need to go to the traffic police and issue a certificate that the car is soon disposed of and in the future its activities are not implied.

To issue such a certificate, you must take the original and a copy of the vehicle's passport, your personal passport, to the State Traffic Safety Inspectorate. The police file an application for a proper certificate. After the completion of the necessary actions you will receive the necessary documents, including a certificate confirming the decision of the owner of the machine to dispose of it in the service center. The PTA will be in the police.
