However, everything has a reverse side, which is not advertised, advertised and explained. Because it is not necessary for the manufacturer (as well as the seller and the service center).
The law "On the Protection of Consumer Rights" would seem to reliably protect the buyer from a defective product, numerous consumer protection societies are ready for much to help the unfortunate owner of the new electronic miracle. However, let's see what happens in practice. This article presents the personal opinion of the commodity expert (the company Expertise and Evaluation) with a long work experience in this particular direction (consumer examination of household appliances). And we will consider vacuum cleaners.
New imported models have been replaced for a long time by the reigns of whalers, typhoons and rockets. This technique was reliably covered by GOSTs and TU (Technical Conditions), which tightly regulated how and what to check to determine the operability of the product. And what we see now. Instead of a dense booklet with technical specifications, often a diagram, and a detailed description (by the way, the content of this document is also regulated by GOST), we have several pages of vigorous wishes for successful use, possibly an assembly instruction and several warnings. There are no technical characteristics and no defining normative document. In the passport (instructions for using the IE, operating instructions for the EA), the vacuum cleaner now does not have information about the noise level, the suction power is indicated in strange units (which seem to have their own siblings), the current consumption is also absent. However, let us return to the claims that the happy owners of new vacuum cleaners put forward. And the most frequent of them: is shocked.
Sounds awful. All at once represent the unfortunate consumer, with twitching limbs and puffy hair. When the first claims of this kind appear, the examination takes the goods for immediate inspection. It's one thing when a thing does not work, and quite another, when it poses a danger to the health of the owner. However, upon closer examination, everything turns out to be not so unambiguous. At the first analysis of the problem it turns out that the modern vacuum cleaner consists mainly of plastic parts, a plastic casing, hoses, brushes, filters, an engine in an additional plastic casing, a power cord with double insulation. That is, the breakdown of the current from the outlet is practically eliminated (in practice, it was never met once). The consumer survey shows that it is about discharges from pipes or hose during or after work, that is, static electricity. All of us from the lessons of physics at school remember the experience of rubbing the ebonite wand on the wool, with a subsequent discharge and other devices, the work of which was accompanied by a characteristic crack and discharges. Indeed, the brush of the vacuum cleaner is often made of plastic, we vacuum most often carpets, when rubbing accumulates a charge. Under certain circumstances, this discharge goes into the hand or foot.
At once there is a question. And up to what charge can you rub the brush? And before anyone, especially if from time to time do not discharge into oneself a loved one, and clean, clean, clean the rug. The electric arc with the sound of a shot and the smell of ozone, well, maybe so. And who are we vacuuming in the main - housewives, wives, kids? This phenomenon is not mentioned in any normative document. Accordingly, there are no grounds for rejecting the examination. Remember, I said that the Soviet vacuum cleaners were tightly covered by regulatory documentation and now this is not? A certificate of compliance mandatory to accompany the sale of equipment essentially contains a reference to certain items of the GOST for electrical safety (such as what should be operated from the network, the power cord must be insulated) and nothing more. As a consequence, the only document regulating the work of the vacuum cleaner is his passport (IE, RE). However, for imported goods it resembles fiction. As a result, this claim of vacuum cleaners is not defective. Comparison with another, obviously serviceable vacuum cleaner shows the same effect. There are no other verification methods. Any vacuum cleaner equipped with a plastic brush, under certain circumstances, will be a source of static electricity.
Elimination of this phenomenon is debatable. It is possible to secure the handle with electrical tape, or to pour it all anti-static. I do not think that this will give an effective result.
The official point of view of the manufacturer on the problem you can find out by calling the manufacturer's hotline (indicated on the brand websites) or usually at the end of the operation manual. In the best case, a pleasant voice will explain to you that this phenomenon does not apply to defects, at worst - will offer to contact an authorized service center, then they will be sent to the expert examination, well, you learned the expert's opinion.
So what are we trying to achieve? Article 4 of the Law "On the Protection of Consumers' Rights" contains the wording: a product that meets the usual requirements and is suitable for the purposes for which the goods of this kind are usually used. That is, the kettle should boil the tea, iron the iron, and the vacuum cleaner suck in the dust, and not shoot the discharges. Maybe consumers are not organized enough and persevering to break the problem and force the producer to monitor the behavior of plastic? In any case, the appearance in the instruction of another characteristic phrase that when working at high power and intensive speed a certain amount of statics can accumulate, and it does not pose a threat to the health of the user - is not our goal.
Unfortunately, there is one more serious problem with vacuum cleaners, which is voiced by the consumer when applying for examination, as: the power falls off quickly, it turns off.
In modern vacuum cleaners, numerous additional filters have appeared that are designed to raise the level of purity to a higher level. Indeed, a conventional vacuum cleaner drives air with dust and dust through a bag or garbage bag, and then through the engine filter, the engine itself, the filter at the engine output and on, but already cleaned - back into the room. Accordingly, debris and dust particles are larger - they will remain in the garbage bag, and smaller dust particles will be thrown back. Driven by the desire to help the consumer, manufacturers are introducing more powerful additional filters for enhanced residual air filtration, made of cardboard or other materials. These filters pass an insignificant amount of fine dust and are designed to provide a new level of frequency (on assurances of advertising). But what happens in practice?
The smaller pores of the additional filters quickly and tightly clog, the air flow decreases, the suction power drops (at times), the engine starts to warm, the overheat protection (temperature sensor) is activated and everything turns off. The output is specified by the manufacturer in the instruction - if the filter is clogged, its wet cleaning is necessary, followed by drying before use. That is, after 5-7 minutes of cleaning the user is faced with the need to stop work, go to wash the filter, expand it in the sun and wait for it to dry (a few hours). Not a very pleasant prospect, given the fact that repeated washing will destroy an inexpensive filter and have to buy it, but the room could not be vacuumed. The problem is frequent, it's enough to read user reviews on the relevant Internet pages.
From the point of view of the rejection, this property is also unpromising, since the manufacturer placed a corresponding warning in the passport, and there is practically no other normative document for the vacuum cleaner.
Unfortunately, many types of household appliances have their own pitfalls, not advertised or concealed, which will be covered later.
