What is GIS GMP? Connection to the GIS GMS. GIS GIS Formats

In order to optimize the interaction of government agencies, citizens and organizations on the transfer of various payments to the budget, the Russian legislator established a special system - the GIS GMP. What are its main functions? How is it connected to it?

What is the GIS GMP system?

First, let's consider what the purpose of the corresponding system is. In accordance with the provisions of Federal Law No. 210, adopted on July 27, 2010, the state bodies providing the services provided by law are obliged to apply to the resources of the GIS GMS system in order to ascertain the fact of transferring the duty for the provision of public services to the requesting citizen. In addition, state and municipal organizations, after calculating the amount that should be transferred by the requested citizen or organization to the budget, are obliged to forward the information necessary for payment of the appropriate amount to the system in the most expeditious time. Thus, the state institution is not entitled from the moment of connection to the infrastructure in question, to request documents from the applicants, which confirm the fact of payment of the state duty.

System for citizens and organizations

What is GIS for a citizen? First of all, it is a tool to get access to debts before the budget. To do this, you need to contact any bank connected to the GIS GMS. Fines, debts for taxes and other payments accrued in accordance with the law are fixed in the bases of the corresponding system. Upon request, they are transmitted by competent authorities to interested parties.

The GIS information system also allows not only citizens, but also organizations to receive information about what they have obligations to budgets at various levels.

The system as a medium for interaction of budget structures

The main state structure that is responsible for the functioning of the system under consideration is the Federal Treasury. GIS GMP is an infrastructure that allows you to take, take into account, and also transfer various types of information between different legal entities in the budget system of the Russian Federation. As a rule, we are talking about state organizations that perform the function of administrators of budget revenues, financial structures, multifunctional centers. Their interaction with the system under consideration is realized through the infrastructure of interdepartmental interaction.

The Federal Treasury, as the main authority responsible for ensuring the functioning of the infrastructure in question, first of all, transfers information about charges to state services' portals, as well as to multifunctional centers.

In turn, portals of state services and MFC transmit information about charges to interested citizens and organizations. Which, having received the necessary information, pay the assessed fees through the payment system or financial and credit organization.

After - information about the transfer of the relevant funds is transferred to the Federal Treasury. Then - the state services and MFCs are informed of the quoted payments, as well as the accruals. Information about them, in turn, is provided to citizens and organizations, as well as administrators of budget revenues.

At the same time, the scheme within which the GMP GIS system operates also can imply payment for services by citizens and organizations through channels that ensure the transfer of funds directly to the Federal Treasury. In addition, this state structure can transfer information about charges also to payment systems and banks.

Let us now examine in more detail the basic principles of the operation of the infrastructure in question. First of all, it makes sense to study the specifics of transfers that can be carried out by citizens and organizations in favor of the budget.

The main types of transfers to the budget in the system

In accordance with the regulatory acts of the Federal Treasury, the system in question refers to information on transfers:

- for rendering services by authorized state and municipal institutions, as well as supplementing them;

- for services within the framework of legal relations in the implementation of a state or municipal order;

- as part of the formation of budget revenues in accordance with the norms that are fixed in Art. 41 of the RF Budget Code.

In accordance with federal legislation, other payments may be reflected in the GIS GIS system.

System Formats

Interaction between different actors using the infrastructure in question is carried out within the formats established by the Federal Treasury. These can be represented in a very wide range. If we consider the claimed formats of GIS GMP, then we can give the example of the following:

- the format of messages used by the web service;

- formats for import, export, clarification or cancellation of the system entities;

- the general format for the implementation of the participant's request.

Corresponding parameters are periodically adjusted by the developers of the Federal Treasury during the optimization of the system.

Applying Identifiers

The most important nuance of ensuring the operation of the infrastructure in question is the use of special identifiers. Let us study their features. All varieties of notices that are sent to the system operator by one of its participants must include identifiers:

- the payer;

- accruals.

It can be noted that the first consists, in turn, of identifiers:

- about natural persons;

- about the legal entity.

The identifier of a citizen can be:

- SNILS;

- Taxpayer Identification Number;

- series and number of the passport or other legal document that can certify the identity of the citizen;

- series and number of the driver's license, certificate of registration of the car;

- registration code of the FMS;

- other identifiers, the use of which is permitted by the legislation of the Russian Federation.

An organization identifier can be:

- Taxpayer Identification Number;

- CAT;

- KIO.

In a number of cases, when interacting with different subjects in the GIS GIS, an identifier such as UIN can also be used. In order to transfer this or that amount to the budget, the payer must apply to the bank and provide the identifier there.

Connecting to the system: methods

So, we have studied what is GIS GMP, the features of the functioning of this system. Let us now consider how certain subjects of legal relations can connect to it. There are 2 main mechanisms for solving this problem:

- independent connection;

- an appeal to a competent organization - an accrual aggregator.

Self-connection to the GIS GMP involves, first of all, the acquisition of a functional solution from a specialized supplier. After - the corresponding information system must be registered in the established order.

The next task is to obtain a software installation file, an electronic signature, as well as a login and password from a specialized operator. It is also necessary to correctly install EDS certificates. Then you will need to download and install the certificate from the certifying center.

After this, it is necessary to make sure that the gateways that communicate with the regional organization responsible for ensuring the security of data exchange within the infrastructure in question. After these actions have been carried out, it is possible to connect to the required module of the GIS GMS system.

Connecting to the system through the aggregator: nuances

The second variant of connection to the infrastructure in question is the use of aggregator resources. Mainly, this mechanism is used by administrators of budget revenues.

If for the payer this model is more preferable, then, first of all, it must contact the regional organization responsible for the implementation of the system in question in the subject of the Russian Federation and be registered in the established order. After that, the payer needs to create a special workplace that will be equipped with the necessary infrastructure - above all, a secure communication channel, through which it will be possible to connect to the aggregator. The corresponding organization, as a rule, grants the applicant for use free of charge the software to gain access to the GIS GMS system. The instruction to it is also usually attached.

After the registration is completed and the workplace is ready for use, the budget revenue administrator must send a request to obtain the user name and password that are used to gain access to the accrual control web page. Banks are among the most important participants in the GIS GIS system. It will be useful to consider how financial institutions can access the infrastructure in question.

Connecting banks to the system: nuances

Like any other potential participant of the GMP GIS system, the bank should prepare for connection to it. For this credit and financial organization it is necessary:

- purchase special equipment and configure it;

- issue an electronic signature;

- to adapt the used financial system to the formats that are used in the infrastructure in question.

Connection to the system in question is in many cases a long process. But, nevertheless, banks need to solve this problem.

Connecting banks to the system: the main tasks

What is the GIS of the GMP for a credit and financial institution, we considered above is a communication tool with a large number of other subjects of legal relations with which the bank must interact based on the requirements established by law. Connecting the bank to the system in question involves solving two tasks. Namely:

- building up the infrastructure of interaction with SMEW;

- directly connect to the GIS GMS.

To solve the first problem you need:

- send an application to the Ministry of Communications;

- purchase equipment for data encryption - compliant with the requirements of the Ministry of Communications;

- connect to SMEW by contacting the operator (Rostelecom can perform its functions);

- obtain an electronic signature through an authorized certifying center;

- send a request for registration in the SMEW - also through the operator;

- to test the functioning of the local information system in the mode of interaction with the services of SMEW;

- Form a request for activation of access to the corresponding service.

The next task is to connect directly to the main system. To solve it you need:

- send an application for registration as a GMP GIS participant to the Federal Treasury;

- prepare a document certifying the readiness of the local information system for testing in the mode of functioning of the infrastructure in question - after registration is completed;

- Conduct appropriate testing.
