State accreditation of educational institutions: requirements, necessary documents, state duty
The concept of "accreditation" has Latin roots. In literal translation, it means "to trust". In the modern world, this term is regarded as a confirmation of compliance with established standards, recognition of a special status (authority). Let's consider further how accreditation of educational institutions is carried out, what it is and what laws are regulated.
Normative base
At the end of 2010, Federal Law No. 293 introduced a number of amendments to certain legislative acts. This need arose in connection with the improvement of supervisory and control functions. The changes are aimed at optimizing the provision of educational services. As a result, a special procedure was introduced for the relevant institutions. Since that moment accreditation and certification of educational institutions and scientific organizations has begun.
Subjects
According to the adopted legislative norms, accreditation and certification of educational institutions is carried out regardless of their types and types. However, this prescription stipulates an exception. The provisions of the law do not apply to the DOW and institutions for the additional education of children. All other organizations that carry out training programs for GEF, federal requirements and provisions of the law are required to pass the compliance procedure.
An Important Moment
In some institutions there is a structural unit that implements the pre-school education program. The question arises: does the instruction on the passage of the obligatory procedure for confirmation of conformity apply to them? In this case, the state accreditation of the educational institution is carried out without including these programs in the audit. To implement them, however, you need to have a permit. As the license, which, in fact, allows the institution to carry out activities in accordance with the programs of preschool education. In addition, the new rules stipulate the situation with organizations that provide additional services in the sphere in question. In particular, we are talking about the palaces of youth / children's creativity, arts school, children's sports school, etc. Accreditation of educational institutions of this type is not carried out.
Payment
In accordance with Federal Law No. 293, a state duty for the accreditation of an educational institution was introduced. It replaces the payment of procedures, including contracts with specialized organizations providing information and methodological services. The amount of payment is established art. 333.33 NC. Thus, formally, legally, the state accreditation of an educational institution has become free, since it refers to services provided at the expense of budgetary funds.
Amount of payment
The legislation sets the following amounts:
- For higher professional institutions - 130 thousand rubles. In addition, it will be necessary to pay 70 thousand for each expanded group of directions in the organization and its branches, included in the certificate of accreditation of the educational institution.
- Institutes implementing additional professional programs - 120 thousand rubles.
- Institutions of secondary education - 50 thousand rubles.
- Institutes of initial vocational training - 40 thousand rubles.
Accreditation of educational institutions of other types - 10 thousand rubles. When changing the status and re-registering sv-va you must pay from 3 to 70 thousand rubles. In the case of accreditation of educational programs, enlarged groups of specialties for the replacement of the certificate, amounts from 7 to 70 thousand rubles were set. In other cases, including for the issuance of temporary sv-va, you need to pay 2 thousand rubles. It should be said that replacing payment with a fixed budget payment does not mean that the institution is deprived of the right to independently conclude contracts with organizations that are preparing for accreditation of an educational institution.
New rules
Considering the requirements for the accreditation of an educational institution, special attention should be paid to educational programs. First of all, this applies to primary, secondary and higher professional institutions. For such institutions, the certificate is issued not for individual programs, but for enlarged, enlarged categories of directions, which are determined by the accreditation body. This allows you to modify or supplement specific projects without providing them to an authorized structure. That is, adjustments are made on the basis of a license.
Additionally
According to Art. 33.2 of the Law "On Education", the right to state accreditation of the program is possessed by the OS, in which there are students studying or completing training on it in the current year. As before, the possibility of a phased (in accordance with the steps) procedure is envisaged. That is, accreditation of educational institutions in respect of certain programs of primary, basic and secondary general (full) education is carried out.
Self-examination procedure
Accreditation of educational institutions includes self-esteem by institutions of its activities. Previously, the self-examination procedure was foreseen primarily for higher education institutions. The rules for self-assessment are formulated and approved by the executive federal body, whose powers include the development of state policy and the regulatory and legal regulation of the education sector.
Expertise
Licensing and accreditation of educational institutions require the implementation of certain procedures that confirm the quality and content of the GEF programs taught by students and graduates. In addition, the examination of the performance indicators of the educational institution is carried out. They are necessary in determining the type and type.
Performance Indicators
Their list is introduced at the federal level. Criteria for assessing the indicators by which the type and type of the educational institution is determined should be established by the accreditation body. For example, with respect to schools, such a structure is the regional department, ministry or other management institution. Of course, they should be involved in education. Documents for the accreditation of an educational institution
In accordance with the regulations, the procedure involves several stages. First of all, the head of the educational institution carries out an analysis of his activities. After that the application and documents for the accreditation of the educational institution are sent to the department (subdivision) of the authorized body under the following programs:

- Statute;
- Plans for all approved programs for accreditation;
- The main professional program of postgraduate education (if it is present in the OS);
- Provisions on the branch of the institution (if there is such a unit).
2. Report on the results of self-evaluation.
Licensing and accreditation of educational institutions presupposes the issuance of relevant papers. When sending programs to verify the compliance of the OS, it also provides copies of the permission and permission. An inalienable document is also an inventory of directed papers. Copies of the articles of association, regulations on the branch, permits and sv-va should be certified by a notary. The copies of the remaining papers are certified in the Shelter. In addition, you should attach a receipt confirming payment of the fee.
Method of sending
The above documents can be sent on paper. It is allowed to present them personally or by mail (registered mail). Documents can also be submitted electronically. In this case, you should use a single portal of services. If the paper is sent in this way, they must be signed electronically.
Statement
Accreditation of educational institutions is carried out on the basis of appropriate treatment. The application should specify:
- Full name, organizational and legal form and location of the institution in accordance with the charter.
- Name and address of the branches (if necessary).
- The registration state registration number on the formation of the legal entity and the information of the document, which confirms the fact of entering information about the established organization in the Unified State Register of Legal Entities.
- Tax identification number and tax registration data.
- Requisites of the existing certificate of accreditation.
- Gosstatus (type and type) of the OS.
- List of programs for accreditation.
Decision
Within 7 days, the accreditation body sends the educational institution or gives its representative a notice that the documents have been accepted for consideration. In the event that the paper is not fully provided, or if some of them are not filled in correctly, the authorized authority sends a notice with the appropriate list. To correct errors and provide missing copies of the Shelter is given 2 months.
Public accreditation of educational institutions
This procedure is also envisaged at the legislative level. The right to conduct it was provided in 1992. Currently, experts note the expansion of the subject of regulatory regulation in the field of public accreditation. In the legislation it is fixed not only the law itself, but also the concept of procedure is explained in detail, the obligations of organizations authorized to conduct it are established. The key task of such structures is to ensure the availability and openness of information.
Specificity
Public accreditation of educational institutions is carried out on the initiative of the institutions themselves. In the legislation, special attention is paid to the voluntary nature of the procedure. This means that at the normative level DO coercion is prohibited to receive such accreditation from state bodies, local structures and authorized legal entities. The law also does not establish the need for an agreement with the founder to carry out this procedure.
Authorized entities
The right to perform public accreditation is recognized by different organizations. So, according to the legislation, it can be carried out by both domestic, and international and foreign subjects. Along with this, only public organizations are indicated in the norms as authorized persons . However, this restriction does not agree with the definition of the procedure itself in the law. Here it should be noted that the Federal Law "On Education" approves only the basics of public accreditation. In more detail, all the relations that arise in this area are regulated by the acts adopted directly by the authorized bodies themselves.
Order of conduct
The procedure is implemented in the form of the following activities:
- Expert evaluation of the quality of education in the institution.
- Discussion of the results.
- Decision-making on the passage or extension or refusal of public accreditation of the OS.
- Inclusion of an institution in the appropriate register (past the procedure).
- Providing the institution with a certificate of established form.
- Written notification of the executive federal body for supervision and control of the outcome of the procedure.
Criteria and indicators
They are established directly by the organization that performs accreditation. When assessing the quality of the organization and providing the learning process, it is estimated:
- Compliance with plans for programs being implemented.
- Presence of regulatory support.
- Correspondence of the organizational system of the Shelter.
- The quality of the educational process.
- Compliance of work programs with the content of training plans.
- Level of availability of teaching materials.
- Opinions of employees, graduates, trainees, employers on the quality of the learning process and so on.
Staffing security
According to this criterion, the professional level of the teaching staff is checked for the subjects taught. A percentage of full-time specialists, including those with a degree employed in the training process, is also established. An important criterion is the correspondence of the number of teachers to the number of disciplines that are taught in the OS.
Material and technical security
According to this criterion, the accreditation organization establishes the correspondence of the number of rooms for conducting established types of employment to the number of students. Of no small importance is checking the technical equipment and the general state of the cabinets. The OS should have sufficient infrastructure to ensure the implementation of educational programs.
