Confirmation of compliance. Principles and purposes of conformity assessment

Confirmation of conformity is an acknowledgment that the products or other objects meet the conditions for the implementation and utilization, storage, use, production processes, the terms of the contract, the provisions of the standards are documented. In the matter of supplying products recently, documents that confirm the conformity of those products that are delivered to those requirements that are established in standards and other normative documents have become of great importance.

Forms of confirmation of compliance - this is the order by which certification of the conformity of products or objects to the provisions of standards and the terms of technical regulations, the terms of contracts, it is documentary.

Such supporting documents are the result of a procedure in which three parties take part. As a rule, the parties involved represent buyers (first party) and suppliers (second party). The third party is a person or body that is recognized as independent in the matter under consideration by the parties involved. As a rule, the parties involved represent the interests of buyers (the first party) and suppliers (the second party).

Confirmation of compliance has the following objectives: secures observance of commercial secrets with respect to information obtained in the course of compliance confirmation; Creation of certain conditions under which goods can move freely across the territory of the Russian Federation, as well as for international trade, scientific, technical and international economic cooperation; Increase competitiveness of works, services and products in the Russian and international markets; Assistance to buyers in the competent choice of services, works and products; Certification of the conformity of the processes of production, production, transportation, storage, operation, sale and utilization, services, works, or other objects to standards, technical regulations, contract terms.

Principles of confirmation of compliance are as follows: the inadmissibility of its replacement by voluntary certification; Protection of the property interests of the applicants, facilitating the observance of trade secrets regarding the information that was received when the compliance was verified; Impossibility of coercion to verify voluntary compliance, including a certain system of voluntary certification; Shortening the duration of the mandatory confirmation of compliance and consumer costs; Drawing up a list of schemes and forms for a certain product; Impossibility to use mandatory confirmation to those objects for which mandatory requirements are not defined; Accessibility of information on the method of conducting confirmation of compliance to persons who are interested in this.

Compliance is developed and applied in equal measure and in the same way irrespective of the place and country of the process of production, the origin of the product, transportation, storage, operation, disposal.

It is inadmissible in practice to substitute a confirmation of compliance with a voluntary one.

Voluntary confirmation of compliance is carried out on the basis of an agreement between certification bodies and an interested person on the initiative of the applicant in the form of voluntary certification. With respect to products, products of production, use, storage, transportation, sale and disposal of services and works, as well as other facilities, requirements are established by agreements, voluntary certification systems and standards, they are objects of voluntary certification.
