Straighten it so that there are no wrinkles. It is easy to do this, because the napkin is very wet and does not tear. Carefully tilt the file and drain the water. Apply it to the vase, pre-lubricated with PVA glue. Smooth the applique with your hands or a small roller. Very, very slowly and carefully remove the file for a corner, leaving on the surface only a napkin. Fingers (if the picture is small) or with the entire palm (if large), expel water and air bubbles from under the layer of paper. It can happen that the drawing does not separate from the file.
