Normative documents on fire safety for organizations of all forms of ownership

. All requirements for compliance with the fire fighting regime, the work of supervisory and supervisory bodies, as well as organizations of any form of property in the field of fire protection, contain regulatory documents on fire safety .

Law

In 1994, Law No. 68 On Fire Safety was introduced. Until now, it is the most important normative act in its field. Its content determines not only the duties and rights of civilians and officials, but also their responsibility in identifying violations of any of the requirements of the fire regime.

The law defines the concept of fire safety as a state of protection from the attendant factors of the combustion process and its consequences.

In relation to legal entities, the following legal aspects are singled out in this normative legal act:

1. Obligation to comply with the instruction of the representatives of the State Supervision Service.

2. Implementation of all measures to create safe conditions for the operation of the business entity, including Training of personnel in the detection of a fire.

Resolution

In 2012, the "Rules of PB" No. PPB-01-03 were canceled. They were replaced by Government Resolution No. 390 "On Fire Prevention".

Here are more specific recommendations for ensuring fire safety. The document contains about 500 points, which are divided into various branches of the economy, for example, "Agriculture", "Educational Institutions", etc., and also reflects the requirements for works of electrogas-welding, painting, building, etc.

The resolution includes questions on the content of fire protection systems in the places where a large number of people stay, as well as a list of fire safety regulations that must be developed in each organization, regardless of the nature of the activity, the form of ownership and the number of workers.

Standards

In Russia, a system of GOSTs has been developed with respect to fire safety. GOSTs are normative documents on fire safety, they are recommendatory and carry in themselves additional information to laws, regulations and decisions.

So, the GOST for safety signs, for emergency lighting systems, for the evacuation control system, for internal fire-fighting water pipelines, etc. has been separately singled out.

Building codes

SNiPs are the main normative documents on fire safety that apply to designed, operating and reconstructed buildings and structures.

They determine where buildings should be located in terms of protecting them from sources of ignition, what distance should be observed between buildings, where to place and how to equip places for smoking, how to develop an order for handling combustible and flammable waste, how to maintain the territory in the spring-autumn period .

In the Criminal Code of the Russian Federation Art. 215, 216, 217, 218 refer to specific branches of energy and provide for various penalties up to imprisonment if the violations resulted in the death of a person. Art. 219, 293 are relevant not only to officials, but also to citizens whose unlawful actions in the field of fire safety also led to the death of a person.

The Administrative Code provides for administrative responsibility in specific sectors of economic activity for all consequences of unlawful actions in violation of the legislation on fire safety. Article 20.4 provides for all other cases of such violations.

It is also possible to avoid punishment under the Civil Code under Articles 1064 and 1065 as for causing harm to health and property.

It is necessary to comply with the regulations on fire safety in order to avoid lawsuits and criminal liability.
