He can skip any heights, that is, jump 1.70, skip 1.80 and immediately jump 1.90. But at the same time he should remember that if he fails to take the height of 1.90 three times, then he will get the height of 1.70. Thus, you can save energy, but risk jumping to new heights, or you can progress consistently and confidently, jumping all the heights and steadily providing yourself a high result. These decisions of the athletes make high jumps a very exciting sport.
