How to abandon UEC? Is it possible to abandon UEC?

In Russia they constantly come up with different innovations related to documents. For example, since 2014 the country has decided to introduce so-called universal electronic cards (UEC). What it is? Can I reject them? How to refuse from UEC, so that a citizen does not have a problem? We will have to answer all this further.

UEC is ...

How to abandon UEC? To answer this question, you need to understand what is at stake. What is this universal map? Why is it needed?

UEC is, as already mentioned, a universal electronic card of a citizen. Her size is exactly the same as that of bank plastic. This document is issued in Russia together with a passport. This is an electronic identity document (which can not be considered as such without a passport), which is necessary for obtaining electronic services in the country. Together with the issuance of this document, the citizen agrees to process his personal data.

But many people think about how to abandon UEC. After all, electronic services in Russia can be obtained using a regular passport. What do experts say about this? And why does the general rejection of universal maps cause a number of questions among the population?

Issue for all

All this is due to the fact that in 2015 in Russia it was decided that UEC will be issued to all citizens by default. That is, you do not need to agree to issue this document. It is manufactured by the state, after which it is issued to a person. It turns out that people are literally imposed on UEK. If a citizen does not say that he wants to receive this document, he will be issued anyway.

That is why the population thinks about how to abandon UEC and whether it can be done at all. After all, in Russia documents are usually not imposed. Especially those that are needed only for electronic services.

Chances of failure

Is it possible to abandon UEC? Yes, every citizen has this right. According to the established rules, it was possible to cancel the document studied before January 1 of the year in which the card will be issued. That is, if UEK will be released in 2015, the refusal will be submitted until 1.01.2015, in 2016 - until the end of 2015 and so on. Otherwise, the citizen will be given a universal electronic card.

Proceeding from the foregoing, it should be concluded that, theoretically, the rejection of UEC is possible. It is not entirely clear how to implement the idea in life, but it can still be done. Next, we will talk in more detail about the nuances of implementing the task.

Necessity or desire

Do I have to abandon UEC? This is another topic of interest to Russian citizens.

A universal electronic card allows you to use electronic services in the country. But they can be obtained without this document. Therefore, many consider UEC an extra document.

Refuse it is necessary for those who in principle do not want to deal with universal cards. As already mentioned, without a refusal a citizen will be given a universal card. And it will have to be used.

Where to go for help

The first question that arises in the population is where to abandon UEC? This card is issued in many public services. But applications are only accepted in some institutions.

According to the established rules, citizens should send a letter with their decision to the authorized body. We call it the center of UEC. Similar institutions were established in all regions of the country. More precise information needs to be specified directly in the city of residence of the person.

Presentation form

How correctly to refuse from UEC? To do this, a citizen must submit an application of the established form to the center of the UEC (authorized body).

This request must be submitted in writing. Electronic or printed - this is not specified in existing laws. But experts recommend writing a hand-off and personally filing it.

Algorithm of actions

Below you will be offered a guide on the rejection of UEC. It should help citizens to translate this task into reality. Electronic cards of universal type in Russia are not popular. Therefore, many decide not even to try to use them.

How correctly to refuse from UEC? This will require:

  1. Find out exactly where the failures from universal cards are handled. Authorized bodies were established in every city of the Russian Federation.
  2. Write a written rejection of UEC. This requires compliance with all rules of business documentation. In the text the applicant wrote a request not to make a card in his name.
  3. Personally apply for refusal to the center of UEC. You should have a passport with you.

This completes all actions. It is clear how to correctly reject the UEC. The proposed algorithm of actions is not so difficult to implement as it seems. The main problem is related to the search for an authorized body.

Electronic Passports

Now a little about what other information can be found, being interested in the rejection of universal cards. In Russia they talk about the introduction of electronic passports. While this initiative has not found application in practice.

Nevertheless, if electronic passports are introduced, then there will be no sense in the UEC. They say that in this case the need / obligation to receive this document will be eliminated. So, the citizen does not have to think about how to abandon the UEC.

Voluntary solution

The situation with the universal electronic carrier being studied is ambiguous. On the one hand, UEK is a step forward, mastering information technologies. On the other hand, the popularity of this document is not proven. The population reacted negatively to such an innovation. Moreover, many people think how to refuse to receive UEC legally.

In recent years, the issuance of this document has been suspended several times. For example, in 2013. But this initiative was revived again and again. Despite repeated attempts to provide the population with UEK, the idea did not find support among the inhabitants of Russia.

Based on the established practice, in 2016 in the RF decided to give the right to choose the manufacture of UEK. Citizens could voluntarily agree to use this document. To do this, it was required to apply to the authorized body with the appropriate application. But even such an initiative did not make universal cards more popular.

Troubleshooting

It is clear where to abandon UEC. All over Russia, special centers for working with universal electronic cards have been created. It is they who accept refusals and consent to the production of cards.

The current practice in the country showed that UEC is not in demand. And this despite the active attempts to introduce the document under study. A citizen has the right to refuse from UEC at any time. People did just that. Such actions have their consequences.

Which ones? April 18, 2016 in the country there were significant changes associated with universal electronic maps. What is it about?

A bill was issued that relieves people from thinking about how to abandon UEC. According to its text, from 2017 in Russia the issuance and manufacture of universal electronic cards is suspended. Until January 1, 2017, the use of UEC is limited. After this time - stops for good.

No card - no problem

How correctly to refuse from UEC? The answer to this question will not bring any more trouble. Especially taking into account the fact that from 2017 in Russia the issuance and use of this document ceases. He, as was said earlier, did not gain popularity. The idea of using universal cards for obtaining electronic services was not crowned with success. In particular, because of the consent of the population to the processing of personal data when issuing UEC. Passport information of people with the manufacture of these cards began to be in danger. After all, authorized bodies (centers of UEC) can use this data at their discretion.

In 2017, you can forget about UEC forever. There is no longer any need for a refusal to make this card. It will not be made under any pretext.

Development until 2025

As already mentioned, Russia supports the initiative to switch to electronic passports. In 2017, these documents do not yet meet in practice. The fact is that the latest news pointed to a new bill passed in the Russian Federation. He points out that from 2018 in the country will issue e-passports.

Is this procedure mandatory? No. Until 2025, it is planned to use paper analogs and electronic identity cards. Therefore, the initiative to produce an electronic passport is voluntary.

Older identity cards need not necessarily be exchanged for a new passport. And it pleases. There is no more confirmed actual information on the topic under study.

Results

It is clear how to abandon UEC. This issue had to be dealt with until 2017. To date, universal electronic cards have been abolished in Russia, and electronic passports have not yet appeared.

That's why citizens can safely use the available identity cards. Their exchange, delivery and replacement are made according to previously established principles. And e-services can be obtained by working with the portal "State Service". Fast, convenient, reliable. This service in Russia was in great demand.
