Harvey Bullock - the guard of "Gotham"
Do you think it's easy to be an ordinary policeman in a city where one half of the population are heroes, and the second is villains? Principity and holy belief in the system is for someone like James Gordon. And Harvey Bullock is made entirely from another test.

He serves in the Gotham police department and was initially appointed as mayor of the city by Hamilton Hill in order to undermine the credibility of the new employee James Gordon.
