Form 2-TP (waste): the order of filling, the deadline for delivery

The Federal Service for State Statistics approved a 2-TP (waste) form. Rosprirodnadzor uses it to collect and process data related to the formation, use, neutralization, transportation and disposal of recyclables. The indicated form was put into circulation since 2004. Let's consider further the sample 2-TP (waste).

Basic concepts

Wastes of consumption and production are the remains of materials, raw materials, semi-finished products, other products / products formed during use, as well as goods that have lost their consumer characteristics. An appeal is an activity in the course of which recyclable material appears. It also includes operations for storage, transportation, disposal, burial, use, collection. Dangerous are the wastes containing harmful substances having properties that can create a threat to man and nature. To such characteristics, in particular, include toxicity, fire and explosion hazard, etc. Hazardous waste can also contain infectious agents. The object of accommodation is called a specially equipped building and intended for the placement in it of recyclables. They may be a sludge dump, a landfill, a rock dump, etc. The disposal of waste is the disposal and storage of recyclable materials. The latter is the content of materials on specially designated sites. Storage is carried out for subsequent disposal, burial or use. To prevent the penetration of harmful / hazardous compounds into the environment, the waste is isolated. This operation is called burial. Waste can be reused to create products, provide services or produce jobs, and also to generate energy and heat.

Subjects

Who gives 2-TP (waste)? The list of subjects obliged to provide relevant information is specified in the above resolution. In particular, they include:

  1. Citizens who carry out entrepreneurial activities without creating a legal entity registered in the status of IP in the prescribed manner, whose work is related to the treatment of consumption and production waste.
  2. Organizations that act as small business entities , including their separate subdivisions, in the process of their operation, create, receive, dispose of and dispose of (reclamation and storage) recyclable materials, collect and transport them.

Agricultural enterprises report on the availability, creation and transfer to other persons (for storage or for rendering harmless) of pesticides that are prohibited to use or become unusable. Transport companies that perform only transit transport of secondary raw materials from the places of its formation to the sites of their burial, storage, neutralization, storage or disposal that are not under their jurisdiction provide information on its receipt and transfer to other entities. Information on f. 2-TP (waste) is not produced by the bodies of culture and art, management, sports and physical education, education and education, insurance and other financial and credit institutions.

Composition of information

In the f. 2-TP (waste) information is entered about all types of recyclables in circulation from the legal entity or IP, with the exception of radioactive substances. Information is not provided on the connections entering the atmosphere and water bodies with run-off, the amounts of polluted water transferred for purification to other enterprises. The report 2-TP (waste) includes information on the formation, use, disposal and disposal of substances obtained in the treatment of wastewater and off-gases at the relevant facilities and facilities.

Information about the enterprise

The report 2-TP (waste) makes information about the legal entity as a whole, that is, including data on its units, regardless of their location. If representations / branches are located within other subjects of the country, then it is necessary to provide additional information on the organization, not including in them information about the OP. Separate units located in other regions, present f. 2-TP (waste) to territorial control bodies.

Address part

It indicates the full name of the enterprise that provides the f. 2-TP (waste). The name is given in accordance with the constituent documents registered under statutory rules. The short title of the legal entity is indicated in parentheses. In the column "Mailing address" the name of the region of the Russian Federation, yohradres and postal code is recorded. The code part should be drawn up in accordance with the national classifiers on the basis of a letter from the bodies of state statistics on the inclusion of the organization in the USRPO.

Information on production and consumption wastes

Information is provided on the basis of primary credentials and a passport. All substances are grouped according to certain hazard classes and are reflected sequentially in f. 2-TP (waste). Filling is carried out in accordance with the accepted classification by species. The hazard class for the natural environment is determined by the Federal Catalog. If the required information is not available, the criteria for classifying the waste as hazardous are approved by the Ministry of Natural Resources Order No. 511 of 15.06.2001. The establishment of a class by a legal entity or an individual entrepreneur is confirmed by the territorial department of Rostekhnadzor.

Reflection of indicators

The quantities by which waste is characterized are indicated by weight in tonnes. After the comma in the indicators leave:

  1. 1 sign for substances IV and V cells.
  2. 3 signs for materials of classes I, II, III.

Wastes that are presented as fluorescent lamps that are out of service and contain mercury are shown by the weight of the product. Information is indicated on the required number of forms. At the same time, each of them has a serial number at the top right. Form 2-TP (waste) is signed by the head of the enterprise or directly by an individual entrepreneur.

General rules

In columns 1 to 15 data are indicated, and in the absence of them a dash is placed. For each type of waste classified as hazardous, a separate line is allocated. Their numbers are denoted by three-digit numbers. For substances of class I, graphs from 100 to 199 are used, for II, III, IV, V - from 200 to 299, 300 to 399, 400 to 499 and from 500 to 599 respectively. In lines 100, 200, 300, 400 and 500, summary quantitative data on production and consumption wastes are grouped according to hazard categories.

Procedure for entering information

Form 2-TP (waste) is drawn from the final column 010. It reflects the total number of materials of all classes. The information of column 010 on lines 1-15 must equal the sum of information pages 100, 200, 300, 400, 500 by gr. 1-15 respectively. In p. 100 by gr. 1-15 reflect the summary of all wastes classified as Class I. Information is formed by adding up the indicators for all of their types that are in circulation with the organization or the entrepreneur.

Lines 101-199

According to columns B, B and D, as well as 1-15 indicate the information for each name of waste I cl. Danger. The line numbers for reflecting data are put in the strict order: 101, 102 and so on. The number of numbers must equal the number of types of materials. If there is only one type in circulation, the information in p. 101 in gr. 1-15 are repeated on page 100. If there are no wastes assigned to Class I, the numbers 100-199 are not used when formulating the form.

Line 200

Columns 1-15 reflect the total data on the types of waste classified as Class II. This information is formed by adding up the indicators for the relevant materials held by the organization / IP in circulation. On pages 201-299, the information is given in the order similar to page 101-199.

Lines 300-599

Columns 1-15 show the total indicators for materials classified as III, IV, V cl. For each class, data on waste that is in circulation at the enterprise are summarized. Information on the types of materials in lines 301-399, 401-499, 501-599 is indicated by the rules given above.

Lines 600-602

Form 2-TP (waste) contains information on the number of objects of disposal of waste materials. They are indicated in line 600. In p. 601, the number of objects for the disposal of materials that do not comply with the current regulations are entered. In p. 602 indicate the area of all these sections.

Graphs

They indicate the following information:

  1. A is the line number.
  2. B - the name of the types of materials grouped by class.
  3. B - exit code. It is given in accordance with the Federal Classification Catalog.
  4. D is the number of the waste property group. It is indicated in accordance with the passport.
  5. 1 - the total number of materials that was accumulated during previous years at the beginning of the current period. At the same time, information is reflected on waste, both located on the territory of the enterprise, and located outside it in the storage areas belonging to the organization. They can be warehouses, stores and so on.
  6. 2 - amount of waste that was generated during the current year. At the same time, materials received from third-party enterprises are not taken into account.
  7. 3 - amount of waste taken from other organizations for disposal, burial, subsequent processing, use, storage, transportation and so on.
  8. 4 - number of materials received during the current year from other countries for imports.
  9. 5 - the amount of waste that was used by the enterprise during the reporting period for the release of any products or the provision of services, including for the generation of electricity and heat. At the same time, the processing of materials accumulated earlier and received from third-party enterprises in the current year is also taken into account.
  10. 6 - the volume of wastes that were completely neutralized during the reporting period, including on specialized installations belonging to the organization. Further movement of these materials (implementation, processing, disposal, storage, etc.) is not reflected. Partially neutralized waste is indicated by gr. 2, 5, and also 7-15.
  11. 7 - the total number of materials that were transferred over the current year to third parties for disposal, storage, disposal, use.
  12. 8 - number of materials provided to other organizations in operation.
  13. 9 - the volume of waste transferred to third-party enterprises for neutralization.
  14. 10 - number of materials provided to other organizations for storage.
  15. 11 - the volume of waste that was transferred for disposal.
  16. 12 - the total number of materials placed on the objects owned by the enterprise, including leased.
  17. 13 - volume of waste placed on own storage areas.
  18. 14 - number of materials placed at the disposal sites.

In column 15 indicate the amount of waste that was accumulated on the sites belonging to the enterprise and leased to them, at the end of the period. This indicator is the sum of the amount of materials available at the beginning of the year that appeared and arrived during it from third-party companies, minus the ones rendered harmless and used, as well as those granted to others and buried at their own sites.

F. 2-TP (waste): terms

For untimely submission of information, an enterprise may receive a fairly large fine. The delivery of 2-TP (waste) is performed no later than February 1 of the next year. Information is provided on paper. Since November 2011, you can use a special program to generate a report.

Nature user module

It is a special system whose task is to partially automate the reporting process and the procedure for determining environmental payments. When drawing up a document, the following information should be entered in the module of the nature user:

  1. The requisites of the enterprise.
  2. Description of the field of activity.
  3. The current limit on the location of waste.
  4. Permission for emissions to air or water bodies.
  5. Information on the extension of limits.

After processing the received data, the module offers the user an electronic number. It will be required for further reporting in paper form.
