Dmitry Kobylkin: biography, the family of the governor of the Yamal-Nenets Autonomous District

Dmitry Kobylkin is a well-known Russian politician and statesman. At the moment he is the governor of the Yamal-Nenets Autonomous District. He has been in this position since March 2010. Dmitry Kobylkin was born in Astrakhan in 1971. His parents were enviable specialists - engineers-geophysicists.

Work experience

In 1993, he was invited to the Yamal-Nenets Autonomous District. Since then, his entire future destiny has been connected exclusively with this Russian region. He began as an engineer in the organization of a geophysical party in Tarasovka, in the management of geophysical works. I worked in this organization for about a year.

After another year worked as a geologist in the Tarkosalinskoy expedition. He was engaged in oil and gas prospecting. In 1996 he joined the company Purneftegazgeology. Dedicated to this enterprise for 5 years. Started with the post of head of the personnel department, later became the first deputy general director. At the same time, he was also a member of the board of directors at nine oil and gas enterprises and companies.

Since 2000, he was appointed to lead the exploration and subsequent development of the Khancheyskoye field. Here, oil and gas production was organized. In May 2001, he was appointed General Director of the limited liability company Khancheyneftegaz, which directly dealt with these developments.

Political career

Dmitry Kobylkin began his administrative career in 2002. The head of the Purovsky district, located in the Yamal-Nenets Autonomous District, offered him the post of his deputy. Dmitry Kobylkin, whose photo by that time often appeared in local media, took over this post at the age of 31.

He began to work in the administrative center of this district - the town of Tarko-Sale with a population of about 20 thousand people. The life of this settlement was well known to Kobylkin, since the main enterprises were companies engaged in the extraction of oil and gas. First of all, it is the largest in the country plant for processing the gas condensate "Novatek-Purovsky ZPK", as well as the oil and gas production company Novatek-Tarkosaleneftegaz.

In this industry, the economy of the whole Purovsky district was concentrated. Here, 80% of the oil and 45% of the gas of the entire Yamalo-Nenets Autonomous District are produced. This corresponds to 38% of the total gas and 7% of all oil that is extracted throughout the country.

On the territory of the Purovsky District there are 114 out of 175 deposits of this region, rich in natural resources and minerals.

In the whole district it is by far one of the most dynamically developing regions. It is noteworthy that oil and gas are not only mined here. Even while working in the administration of Kobylkin, the first steps were taken to build plants and enterprises that will be recycled on-site. For example, in the near future, a promising project for the use of low-pressure gas can be implemented to produce cheap, by Russian standards, electricity. And you can get it so much that the needs of not only the region itself, but also all neighboring regions will be covered.

Local residents, not engaged in the oil and gas industry, are engaged in animal breeding, fishing and reindeer herding. These areas of the economy here are also highly developed. One of Kobylkin's proposals for the post of deputy head of the Purovsky district was the support of reindeer herders. In their herds to date, about 30 thousand animals.

For the young politician this area has become a good launching pad. Since he had good prospects for economic growth, there was where to turn around. Critics note only one drawback. Due to the development of oil and gas fields, the nature of the Purovsky District is annually damaged irreparably.

Up the career ladder

In 2003, Dmitry Kobylkin, whose biography is now exclusively connected with politics and administrative work, receives additional higher education. An official becomes a holder of a diploma in state and municipal management. To this end, he graduated from the Institute of Professional Retraining. This institution operates in the Sverdlovsk region under the Ural Academy of Public Administration.

In 2005, the head of Kobylkin in the Purovsky district goes to increase. Anatoly Ostrjagin receives a post of the vice-governor of Yamal-Nenets autonomous region. Since August, the duties of the head of the district are performed by the hero of our article.

First elections

On October 23, the election commission of the Yamalo-Nenets Autonomous District appoints the election of the head of the municipal entity "Purovsky District".

It is noteworthy that only one candidate representing the political party participates in the voting. It is a member of the liberal-democratic party of Russia Victor Ponomarenko. As a result, two candidates (Oleg Breton and Mikhail Gorshkov) gain slightly more than two percent of the vote. The main rival - a member of the LDPR Ponomarenko - Kobylkin manages to win with a clear advantage. The Liberal Democrat - slightly more than 16%, Kobylkin - more than 77%. In all, almost 13 thousand people voted for him in this election.

After such a convincing victory on Kobylkin as a politician drew attention. Soon he was included in the personnel reserve of the President of the Russian Federation as a promising and promising statesman.

As Governor

In 2010, the governor of the Yamal-Nenets Autonomous District, Yuri Neelov, who held this post since 1995, officially filed a resignation petition. In this position he worked for a decade and a half. Neelov filed a petition to the president of the country, at that time he was Dmitry Medvedev, so that he did not consider his candidacy for a fourth term. In the same year, Neelov became a member of the Federation Council, representing the interests of the government of the Yamal-Nenets Autonomous District in this authority.

Soon after these events, Dmitry Medvedev submitted to the regional legislative assembly the candidacy of Kobylkin for appointment as head of the region.

An extraordinary meeting on which the future fate of the hero of our article was decided was held on March 3. On it the deputies unanimously supported Kobylkin. After two weeks in Salekhard, the capital of the region, a solemn inauguration ceremony was held.

Elections to the State Duma

Shortly before this, Kobylkin became a member of the party "United Russia". This allowed him in 2011 to lead the regional branch of the party in elections to the State Duma.

In the Yamalo-Nenets Autonomous District, 7 parties were listed. In addition to United Russia, it is the Communist Party of the Russian Federation, Just Russia, the LDPR, Patriots of Russia, Yabloko and Just Cause.

A competent pre-election campaign was conducted by Dmitry Kobylkin. The governor of the Yamal-Nenets Autonomous Okrug enjoyed the support of the population, constantly appeared at public events, made proposals and initiatives.

According to the results of the vote, "Patriots of Russia" and "Just Cause" did not score 1% of the vote. Less than 5% turned to "Fair Russia" and "Yabloko." Third at the finish were the Communists, who received about 6.5% of the vote. The LDPR took the second place quite unexpectedly, about 13.5% voted for them. Such a double advantage of the Liberal Democrats over the closest pursuers few could have guessed.

"United Russia" won a confident victory, receiving 72%. The party Kobylkin in their ballots noted almost 210 thousand voters. However, the governor did not intend to work in the federal parliament. Therefore, I refused my mandate. He was transferred to Grigory Ledkov.

Working as head of the region

Dmitry Kobylkin is governor, who is regularly noted in various ratings of the effectiveness of the heads of Russian regions. At the end of 2014, the Civil Society Development Foundation recognized him as one of the most effective leaders of the region throughout the country.

In 2015, Kobylkin resigned, before going on a second term. He was appointed acting head of the region.

This time the governor was to be elected to the deputies of the Legislative Assembly. In the struggle for this post, Denis Sadovnikov joined the LDPR and Anatoly Sak, who occupied the post of the Commissioner for Human Rights in the Yamalo-Nenets Autonomous Okrug. Out of 22 parliamentarians, 21 voted for the hero of our article, one for Sak, Sadovnikov did not receive a single vote.
