Certificate of criminal record - how to apply and where to get it?

A certificate of non-conviction is usually required when applying for a job in another country, a visa, obtaining a residence permit or citizenship. This document is needed not only from the host country, but also from those countries in which the applicant has lived for some time or has been studying for more than six months. So, the main question - where to get a certificate of non-conviction? It is necessary to understand.

In order to have on hand a certificate of non-conviction, it must first be issued. Or rather apply for its design. It is submitted to the Department of Information Technology, which is under the Ministry of Internal Affairs. You can also contact the IT department at your place of residence. This is done personally by the person who needs the document. It is necessary to have a passport with you.

In addition to the application, a receipt is required, which states that the services of the information service of the Ministry of Internal Affairs have been paid, as well as a receipt for the payment of a special form for this reference.

There are some exceptions that you should know about, although they may not be needed:

  • You can make an application, as well as the subsequent receipt of a certificate with the help of a trustee. Then you will need to provide a copy of the passport of the principal. Sometimes you still need a power of attorney, notarized.
  • The applications received by mail are not considered.
  • The application is considered in a period of one to 30 days (it all depends on the urgency and place of filing).
  • It is not possible to send references to the home address.

If a person lives outside his state, but he needs a certificate of non-conviction in his native country, then it can be obtained in the following ways.

Apply for this to the diplomatic mission of the home state. Then the request will go through the Foreign Ministry (Ministry of Foreign Affairs). The timing of the receipt of this certificate depends on how smart the participants in the chain called "consulate-MID-DIT" are, and whether legalization is necessary.

Where can I get a certificate of non-conviction? You can apply in your country to UIT, OIT, DIT through a trustee, who can be an agent, acquaintance or relative. To obtain such a document as a certificate of non-conviction, only photocopies of the passport will be sufficient. Probably, a power of attorney will be needed, which can be easily issued at the consulate of your country in the state where the person currently resides. How to apply for it?

If a person lives in the CIS or states that have concluded an agreement on legal cooperation with his country, it is possible to send a power of attorney, which was certified by a notary.

If he lives in other states, then there are other options. In the event that the country in which the power of attorney is registered is a participant in the Hague Convention (05.10.1961), then it will also be necessary to certify the apostille. In those states that are not members of this convention, the notarized power of attorney will be subject to consular legalization, which will be held at the Ministry of Foreign Affairs. To avoid this, you can draw up this document at the consulate of your country right away in your native language. This will eliminate the procedure for legalization.
