Adamov Eugene Olegovich: biography and photos

Adamov Eugene Olegovich - Soviet and Russian scientist, famous statesman, ex-minister of nuclear energy of the Russian Federation. He is the author of more than 150 scientific publications in the field of new nuclear technology and its safety. This article will describe his brief biography.

Study and work

Adamov Eugene Olegovich (photo below) was born in 1939 in Moscow. In 1968 he graduated from the MAI named after Ordzhonikidze, having received the specialty "mechanical engineer". After the Chernobyl disaster for three months helped to eliminate its consequences. Evgeni Olegovich made a significant contribution to the construction of the structure "Shelter" (the official name of the "sarcophagus" over the destroyed reactor). At the same time, the future minister began to closely address the problems of various nuclear power plants.

The Chernobyl nuclear power plant - that's where he directed the work to eliminate the results of the accident Adamov Eugene Olegovich. The Soviet scientist met there with Mikhail Zurabov, who came as a representative of a Minatom project institute. According to some media reports, the hero of this article helped him to take the place of deputy director in the nuclear trust "Mospromtekhmontazh".

New post

In early 1998, by presidential decree, Adamov Eugene Olegovich was appointed to the post of Minister for Atomic Energy. His predecessor, Viktor Mikhailov, resigned voluntarily in connection with his retirement age and transition to scientific activity.

Concern Atomprom

Evgeny Olegovich Adamov supported the idea of its creation in the late 90's. According to the minister's intention, this enterprise was to become a monopolist in the field of atomic energy and cover the entire cycle of its production. At the first stage, Atomprom was planned to be made exclusively a state-owned enterprise. The second stage involved the issue of shares for sale and the gradual privatization of the company.

It was assumed that the concern would include all areas of the nuclear industry that are engaged in commercial activities and bring profit. The rest was offered for state support. Budget financing was to remain with the weapons complex (including closed cities) and fundamental science.

The Ministry of State Property and the Security Council of the Russian Federation resolved the procedure for crushing Minatom. But to realize his idea, Eugene Olegovich did not have time. In 2006, Sergei Kiriyenko, who headed the organization , embarked on its implementation.

Visit to India

In mid-1998, the hero of this article prepared an agreement on the supply of uranium to Germany from Russia. The document was successfully signed. India - that's where in the same year went Adamov Eugene Olegovich. The statesman had to decide the question about the construction of our reactors in this country. The agreement on their erection was signed even before the collapse of the USSR. Then he was simply suspended. As a result, it was possible to agree on the construction of two nuclear power stations in the south of India.

The Washington Post immediately linked Yevgeny Olegovich's visit with Putin's decree, issued in 2000. This document allowed the export of nuclear materials from Russia to countries that did not sign the international security agreements in full. The newspaper claimed that by such a decision the Russian president supported Adamov's desire to increase the country's nuclear exports. After all, it was the main source of currency for the Ministry of Energy.

Financial injections

In 1998, Adamov Eugene Olegovich tried to conclude an agreement between the United States and Russia on cooperation in the use of "weapons" plutonium. As a result, the contract was signed. And in 1999, the scientist was able to get the government to allocate $ 5 million to upgrade the nuclear power plant management systems. Another two million Minatom received from international organizations and foreign countries.

In 2000, the hero of this article planned to raise tariffs for electricity. Eugene Olegovich proposed to double them. In his opinion, this step would help increase the industry's revenues by about four times and open many new stations. But the Russian president rejected the minister's proposal.

Nuclear waste

In the same year Adamov Eugene Olegovich sought in the government for permission to import into Russia of nuclear waste. According to the minister, they are considered a valuable raw material, and the import of twenty thousand tons to Russia will bring about $ 20 billion. Adamov made a lot of efforts to introduce appropriate amendments to the environmental legislation. In 2001, the State Duma approved them.

Former minister

Immediately after this event, Adamov was released from his post by presidential decree. In 2002, Yevgeny Olegovich told reporters that he headed the Design and Research Institute of Power Engineering. And since April 2004 he joined the board of directors of the Interindustry Industrial Bank.

In fact, Adamov Eugene Olegovich fell under the "sight" of the deputies back in 2000. They prepared a certificate, which described in detail the entrepreneurial activities of the scientist, which he conducted on the basis of the university he headed. The document also stated that the policy pursued by him does not meet the interests of the state and may well lead Russia to disaster.

Charges

Another reference explained in detail how the minister was recruiting staff. He did this based not on professional qualities. On the leading posts Eugene Olegovich exclusively commercial partners. In addition, the deputies accused the minister of financial frauds - in 1999 Adamov intercepted the stake in Conversebank. All dissenters were dismissed from their posts during the personnel reshuffle.

Based on the deputy's certificate, the General Prosecutor's Office began an investigation, but found nothing illegal in the actions of the former minister. Therefore, the criminal case was not instituted. At the same time, Yevgeny Olegovich himself did not deny his entrepreneurial activity and the existence of a number of bank accounts in the United States.

However, some media published information about the appearance in 1996 on the accounts of the family of a scientist (I mean Irina's youngest daughter) quite large sums of money. According to unofficial data, these finances were obtained as a result of a fictitious deal between the firm "Omeka" and the Design Institute of Energy Engineering.

According to other sources, the former minister received funds when he negotiated with Iran about the construction of a research reactor "bypassing the existing order". Subsequently, the Duma commission checked this information and sent the results to the president of the Russian Federation. As a result, they became the basis for the prosecutor's investigation.

Arrest

Burne - that's where he flew in 2005 at the request of his daughter Adamov Eugene Olegovich. A statesman was arrested immediately upon arrival. The request for detention was sent from the US Justice Department, which accused the hero of this article of misappropriating $ 9 million. The US Department of Energy allocated this money to maintain nuclear safety in Russia. The investigators took Adamov "in circulation" when a considerable amount was transferred from the US to the account of the firm "Omeka" (formalized for his daughter).

Evgeny Olegovich refused the extradition procedure in the United States. After about two weeks, the Prosecutor General's Office of the Russian Federation opened a criminal case against the scientist. The ex-minister was accused of abuse of authority and fraud.

According to the media, the Russian government simply decided to return the former minister to his homeland, so that he would not give out to the Americans "nuclear secrets". The leader of the LDPR, Vladimir Zhirinovsky, even proposed to kidnap or organize the murder of the former minister in order to ensure confidentiality, and make other carriers of state secrets ineligible to travel abroad.

Business development

In October 2005, the Swiss Justice Department decided to extradite Evgeny Olegovich to the United States. But his lawyers immediately appealed this decision. And at the end of the year, the Supreme Swiss Court ruled to extradite the ex-minister of Russia, since he committed the alleged violations there. Soon Adamova was taken to the Russian Federation and placed in the SIZO Matrosskaya Tishina. He was charged with abuse of office and fraud (especially large size). The lawyers could not secure the release of Yevgeny Olegovich on bail. The term of his arrest was extended.

July 21, 2006 - this is the date when Eugene Olegovich Adamov was released from custody. The agent was not accused of anything and got off only with a written undertaking not to leave the place. Thus, the Supreme Court granted the complaint of the lawyers of the ex-minister who considered illegal the decision of the Moscow City Court to extend the term of his detention.

Sentence

The trial of Adamov's case continued in the Zamoskvoretsky court in January 2007. Almost 30 volumes were investigated, but the final decision was not accepted. In April of the same year, the trial had to start again because of the replacement of one of the judges. Evgeny Olegovich said that he does not plead guilty.

In January 2008, the case was completed, and the court began to debate the parties. As a result, Adamov was found guilty on all counts and sentenced to 5.5 years in prison. The publication Kommersant noted that the great term of the ex-minister "saved the service to the country and the old age".

But in April 2008, after consideration of the cassation, the term of Evgeny Olegovich was changed to conditional. At the same time he was punished by the time spent in pre-trial detention (from May 2005 to June 2006). Also, the court appointed Adamov a four-year trial period. During this period, the former minister was obliged to visit the place of residence of the penitentiary inspectorate.

Complaint on Swiss Justice

In mid-2011, the European Court in Strasbourg reviewed Adamov's claim against the actions of the Swiss authorities, who detained him in 2005. Evgeni Olegovich believed that they had violated the Convention on Human Rights and the Convention on Mutual Legal Assistance in Criminal Matters. Nevertheless, by four votes against three, the court found the claim of the former minister unreasonable.

Hobbies

Commerce - this is the main predilection, which is voiced in his interviews by Adamov Eugene Olegovich. The scientist is very pleased with his hobby. He often states that he knows how a business is organized in a civilized country.
