Why In Belarus Problem With Cafe?

No matter how hard the Ministry of Sport and Tourism, Belarus still remains a little attractive country for visiting foreign tourists. It seems. Officials were so desperate to invite guests to the capital and other major cities that they began to develop medical tourism, as well as outbound hunting. Overcoming thousands of kilometers, they go here to shoot a bison, live a few days by the river, fish and eat shish kebabs, or to improve their health in an inexpensive sanatorium. But those who come only to admire the beauties of Belarusian towns, walk through their beautiful streets - much less than we would like.
One of the roughest reasons why Minsk can not yet be called a fully Europeanized city is too small a number of cafes and restaurants. Why are there so few of them, if there are many places to rent them?
In many respects the problem is in ventilation. Have you seen not very nice radial fans that are located in many small shops? They need to be "hidden", beautifully decorated, but alas, all the "insides" and secrets in sight. The problem is that such "delights" - it's still good, because often cafes are located in residential buildings and conduct their pipes (especially hoods) on the other side of the buildings. It turns out, walking along the avenue, you see a beautiful building. But going into the courtyard you understand how much the building is ugly: industrial fans hang, 10-meter pipes. Whoever had time, he ate, as they say. And now the smell of the kitchen is constantly here (which is not very pleasant, because here, in addition to vanilla rolls, prepare meat with onions, fish and other smelling delicacies). And if a few years ago, some managed to "grab" houses, making their appearance, to put it mildly, unattractive, today it is very difficult to agree on a project that worsens the appearance of the building, even if it's its inner courtyard.
Why not take and not make a good ventilation system? Businessmen spend hundreds of thousands of dollars to open their own restaurants, can they be greedy for air exchange? No, the problem is different. The fact that the structures of rather dilapidated houses do not imply heavy structures. And given that, for example, the independence square is almost entirely in historical buildings, businessmen, even with big money, are not in a position to radically change the situation.
