What you need to know about the system of marking products made of natural fur? Since August 2016, a pilot project on the start of marking of goods on the territory of some countries was launched. According to the new legislation, all fur products from the established list are subject to installation on them of a special chip (KiZ), which is entered in the register and is an electronic document of strict accountability.

The manufacturer carries out marking of each fur product, as evidenced by the availability of a special chip on each product. Further information is submitted to the electronic system "Marking", the owner and supervising authority of which is the tax authority at the place of registration of the manufacturer. At the moment, the system of marking products from natural fur is introduced into the legislation and has ceased to be just a pilot project.

What products are to be labeled?

All goods made from animal skins are subject to marking. This includes both individual skins and clothing made of them both completely, and in the elements of the lining and collar. Unprocessed skins, as well as used for the manufacture of hats, shoes, gloves or as clothing trim, can not be labeled. Clothing does not require chipping from natural fur, made in the atelier from the customer's material.

A complete list of goods to be marked is indicated in the annex to the order and rules for the marking of fur products.

What is a chip for?

Marking is made to exclude the entry of low-quality and counterfeit products to the market. Also, chips are needed to control the tax authorities for payment receipts from manufacturers and sellers of fur products.

Who should make the marking

So, there is a system of marking products from natural fur. The duty of its application is assigned to the producers. Wholesale and retail sellers must purchase products with the marking already carried out. Unmarked goods should not be available for sale, and failure to comply with these requirements may result in penalties against the seller.

Sanctions applied to the offender vary depending on the size of the sold unmarked goods. With small amounts of violations, an entrepreneur may receive a fine, at large - up to imprisonment of the guilty person with a complete withdrawal of the unmarked goods.

What does the control chip look like?

The image of the identification mark, the order of its registration and attachment to the product can be seen on the official website of the tax inspection. A sign is a textile, paper or plastic chip, which is marked with a special digital code. It is resistant to a temperature maximum of at least -40 degrees. Also, the control label has an RFID tag. This is the digital code, or the chip of the product.

This label is read by a special device, and the inspector can quickly and accurately perform an analysis of the compliance of a fur product with the accepted standards for marking. When passing customs, the presence of chips allows for a faster crossing of the border, since the scanner reads the chips immediately on several products packed in one transport place.

Each manufacturer can independently choose the type of the used chip and the way of its attachment to the product. The chip can be sewn into the line seam of the product, glued to the lining or hung on a hanger or loop. Chip means its one-time use. Re-product of the marking chip is not allowed. Also, the sale of fur products with damaged or unreadable chips is not permitted.

The markings vary in color. Greens are used for marking products manufactured in Russia. Reds are installed on fur products of foreign origin.

The identification mark indicates the name of the product group to which this product belongs, also a two-digit number designation of the country of manufacture of the fur product and the identification number of the chip. The labels are ordered in Perm at the printing factory.

The procedure for registration in the Marking system

  2. Then install the software and log in to the "Marking" portal through the FTS website.

The rules for marking products refer to absolutely all fur products that are listed. Compliance is monitored by inspectors who are representatives of tax authorities. The civil servant has in use a special scanner, through which the chip of the product is read. If the marking label does not correspond to the established standards, the penalty may be imposed not only on the manufacturer, but also on the seller of this product, and the product itself is withdrawn from sale. Customs authorities are equipped with scanners to read tags to prevent unauthorized goods from entering the country of inadequate quality.

The reaction of people to the introduction of marking marks

The system of marking products from natural fur reviews for themselves entails a wide variety. Some people think that in this way the prices for fur coats will rise sharply. But this statement does not carry an objective reason in itself, since the chip price is from 16 to 22 rubles, and the price of a fur coat made of natural fur can not affect the cost of a chip. Some manufacturers see for themselves some risk in carrying out chipirovaniya. But the pilot project did not reveal a significant increase in costs or a sharp decrease in demand for fur coats.
