The right to free education in universities

The phrase "free education" has long turned into a humorous expression. In the new socio-economic conditions in which our country lives since 1991, the right to study exists, but no one guarantees that such services will be provided completely free of charge.

Let us consider the question of the right to such education in the university.

So, is there any hope for modern school graduates?

Of course, there is such a hope. Many of the graduates of this year and the following years will study on budgetary places, receive a long-awaited scholarship. Many, but not all.

After all, fully free education of the Russian Federation is provided only in schools, and even then there are paid additional educational services. In colleges and universities, it is also possible to study free of charge, but not all are willing to go to such places.

If you have a privilege (you are a disabled person, an orphan, a son or daughter of a Hero of Russia), then it's easier for you to go to a budget place, but if you are not among the beneficiaries, everything becomes much more complicated and you act on general grounds.

And it's very, very difficult to enter a university on a budgetary place on general grounds.

But more about everything.

All about budget places in universities

Every year the Ministry of Education determines the number of budget places in higher educational institutions of our country. As is known, such places assume that the applicant who has entered the university will receive his education completely free of charge (that is, without investing his personal funds), and the state itself will pay him a little more material incentive (in other words, a scholarship) .

However, in case an applicant does not gain enough points for admission to a budget place, he can study at a paid department, making a certain payment for each semester for his studies at a university (naturally, he will not get any scholarship at that).

Here, it would seem, budget places in universities - this is a real free education. However, everything is not as simple as it seems at first glance.

After all, then our education system would be just perfect, and this is far from the case.

Number of budget places

The number of budget places is calculated by the number of school leavers. Equally it is about half of all eleventh-graders of the country who leave the walls of secondary school.

At the same time, not every second school graduate eventually arrives at a budget place in the university, because in addition to yesterday's schoolchildren there are also college graduates, as well as graduates of the past. As a result, throughout the country, a competition for budget seats is an average of 4-5 people per seat. On some specialty competition is less, for others it is many times larger and reaches 20-30 people per budget place.

Everything depends on the prestige of this or that specialty.

Therefore, with such "arithmetic" get a free education in a university becomes much more difficult.

Number of budget places at full-time and correspondence departments

It should be noted that the number of budget places in full-time and correspondence departments, as a rule, is different. At the full-time departments of higher educational institutions allocate more places, on correspondence department - less.

Sometimes it happens that it is not possible to get a correspondence education free of charge. There are specialties in universities, but they are completely transferred to a paid basis.

The only thing that you can advise the entrant, is to collect as much useful information as possible. In spring, the exact number of budget places is always known. All universities have their own websites, where you can always find a page for entrants. The reception plan is always posted on this page.

Hence the advice - if you want to get a free education, make every effort to achieve your goal. Find out in advance the number of budget places for this or that educational profile and calculate your strength.

What specialties can I apply for free?

There is a fairly large number of specialties in universities, which are considered non-prestigious, so the competition for them is small.

Tendencies, of course, change over time, but on the whole, there are always such trades.

For example, in every fifth to sixth large university there are teachers' specialties, which presuppose training with the assignment of qualification "Russian language teacher". And there is another department, after which you can get a diploma is no longer a teacher, but a philologist or journalist. Of course, the last two professions are considered more prestigious, that's why there is more competition for the budget on them.

The same can be said about other professions: zootechnics, a specialist in socio-cultural activities, a librarian and so on. Here, to enter a budget place to a graduate of the school with an average EGE score will be quite easy.

But, for example, becoming a lawyer or an economist for free will be much more difficult. And already an expert in international law - and even more so ...

What is the target location?

However, there is another opportunity to get higher education for free. It is connected with entering the so-called "target" place.

What is it about? The fact that between the employer of a prospective university entrant and the university is a contract, according to which the employer pays for the training of a young student, and then he has the right to demand that the specialist work for him for a certain number of years. Often such an employer is the state itself in the person of ministries and departments that need specialists of a certain kind of training.

For example, doctors are needed for the subject of the federation (they are now in acute shortage). This subject is allocated a quota of 30-70 target locations. The entrant enters the university and studies on an equal basis with the other students, but after receiving the diploma, he must work for several years in the state medical institutions of the subject, due to which he received his target place.

Otherwise, the student is obliged to reimburse the state for his education in full.

Can I get free professional retraining?

Some young people who already have higher education, in time, understand that their profession does not suit them.

But they have already received a higher education for free once in their life. They need to undergo professional retraining with the right to engage in a new type of professional activity.

Is it possible? Yes, it is possible, however, if budgetary places in higher education institutions still exist, additional professional education is offered exclusively as a paid form of educational service. Therefore, such a person, in fact, has two ways to solve his problem.

The first decision: to pay for their own training.

The second decision: to try, that this training was paid by the employer.

In fact, there are cases when employers are interested in raising the level of professional skills of their employees and even give them the opportunity to get a right to engage in a new type of professional activity.

This can be used to obtain a diploma of professional retraining for free.

Can I get a second higher education without payment?

Unfortunately, according to the law on education of our country, it is impossible to obtain a second free education in a university. The state guarantees only the receipt of one education. At once we will make a reservation, that speech does not go about continuation of training, for example, in a magistracy or postgraduate study.

But twice, for free at the baccalaureate or twice in the magistracy already, alas, will not work. This applies even when the first higher education was paid.

Is it possible to transfer from a paid branch to a free one?

Many students who enter paid branches of higher educational institutions, regretting their material resources, and sometimes simply not having enough of them, are trying to transfer from the paid branch to a free one.

Thus, they want to get higher education for free, only starting not with 1 course, but a little higher.

Is it possible?

In general, this is possible, but there are certain nuances that you need to know.

First, a budget student-paid space can be obtained only if there are vacant budget places in the university. Simply put, if someone from the budget-funded students was expelled. Further it is necessary that his translation be coordinated with the curator of the group, the dean of the faculty. Many universities prescribe the rules of transfer from a paid office to a budget, indicating that such a candidate for a budget place should be an excellent student or a good man should show himself in the best possible way, his teachers, and so on, should positively respond to him.

If secondary education was received free of charge, can I enter a university for a budget?

Yes, such a procedure is possible. Secondary special and secondary vocational education will not prevent a young person from continuing his education in a higher educational institution. Moreover, college graduates today have the opportunity, which graduates of schools are deprived of: they can enter universities without an exam, passing only admission exams.

Moreover, practice shows that such applicants receive higher scores at entrance exams than school leavers, so they have more chances to get a budget place.

What can help an applicant get a budget place?

Well, firstly, good knowledge in the field of those sciences that he will have to study. High EGE for a modern school graduate is a "real ticket" not only for a budget place, but also for a prestigious university.

Secondly, the entrant should show genuine wit, study carefully all those specialties that are offered in universities, find out what kind of competition on these specialties, etc.

Thirdly, the entrant must know his rights well. Now often members of admission commissions with the submission of university heads refuse to accept documents for budgetary training for far-fetched reasons. This is done in order to prevent "budget people from learning from the streets". Therefore, the entrant and his parents must be fully aware of all their rights and be able to defend them.

Are there other ways to achieve a budget place?

Basically, all the ways to a budget place were listed above. There are, however, several other ways. For example, there are free competitions of the Ministry of Education. The prize for winning in them often becomes the right to a budget place in this or that university. Also, in rare cases, the university can take a promising student not to a budget place, but to a place that he himself will finance out of his own funds.

Thus, in general, everything depends on the will of the heads of universities themselves and the responsible secretary of the admissions committee.

What conclusions can be drawn?

On the basis of the above, it can be concluded that it is possible to receive education free of charge in the present-day conditions. However, this requires a lot of effort. It is necessary and to have high indicators in studies, be able to focus on the modern labor market, competently choose a suitable specialty and a suitable university.

As a matter of fact, today, in spite of significant achievements of progress, it is also difficult for a person dreaming of knowledge and a scientific degree to prove his worth, as in the times of MV Lomonosov. What only did not survive the Russian genius to get the proper degree of education: both deprivation, and hunger, and cold. Meanwhile, he, too, was studying for public account, that is, speaking in modern language, he occupied a budgetary place.

His example proves that those who want to study can get higher education for free. Therefore, everything is in our hands: our successes, and our defeats. You just need to boldly go ahead and have nothing to fear.
