Polezhaev Leonid Konstantinovich is not just a man, but an entire epoch of the Omsk region. He was the governor of this region, since the collapse of the USSR since 1991 and for 21 years. What kind of person is Leonid Konstantinovich Polezhaev? The biography, awards, personal life of this high-ranking official will be the subject of our discussion.

early years

Polezhaev Leonid Konstantinovich was born in January 1940 in the district center of Isilkul village, in the Omsk region. His father was an employee of the railway department Leonid Antonovich Polezhaev - Russian by nationality. Soon the family moved to the village of Port Arthur, which is in the Leninsky district of the same region. It was there that the childhood of the little Leone passed, where he graduated from school. At the same time, the young man worked part-time as an auxiliary worker on the construction site.

After leaving school, Leonid Polezhaev moves to the regional center - the city of Petropavlovsk, to the Kazakh SSR. There, in 1959, he graduated from college and took a job at a machine-building plant.

In 1960 he entered the Omsk Agricultural Institute at the Hydrotechnical Faculty. After graduating from it (in 1965) Leonid Konstantinovich receives the specialty of engineer-hydraulic engineering.

Professional career

After completing his studies, Polezhaev Leonid Konstantinovich moved to Pavlodar, Kazakhstan, where he worked as a foreman in the trust "Tselinkraivodostroy."

In 1966, he became the chief engineer of the Pavlodar regional water industry, and then the deputy of the management of agriculture. Occupying these positions, Leonid Konstantinovich in 1969 joins the Communist Party. In 1972 he was appointed head of the trust "Irtyshsovkhohstroy", but the following year Polezhaev became the head of the trust "Pavlodarstroy." In this position he worked until 1976. Then he is entrusted with a responsible task - to supervise the construction of the Karaganda-Irtysh canal. These functions he performs until 1983.

At the party work

Seeing the good organizational skills of Polezhaev, the leadership of the CPSU wished to involve him in party work. In 1983, Leonid Konstantinovich becomes the first deputy head of the Karaganda regional executive committee. Together with this, he enters the Academy of Social Sciences, which successfully ends in 1986.

In 1987 he decided to return to his native lands Polezhaev Leonid Konstantinovich. His biography will now be inextricably linked with Omsk. He becomes the head of the local government reclamation department. In 1989, Polezhaev appointed deputy chairman of the regional executive committee. And a year later he himself becomes the first person in the region - the chairman of the regional executive committee.

At the same time in 1990 Polezhaev ran for parliament deputies of the RSFSR, but failed. But in the elections to the regional council he won and got into this local parliamentary structure.

It is likely that Leonid Polezhaev was a very good party career, but in the early 1990s there were fundamental changes in the country. The Communist Party has completely discredited itself, and the Union has disintegrated.

The newly formed states began to build the economy on market bases. After the putsch of 1991 Polezhaev Leonid Konstantinovich voluntarily left the ranks of the CPSU, and, therefore, withdrew from himself and the duties of the chairman of the regional committee.

First Governor

Nevertheless, Leonid Konstantinovich did not lose the post of regional leader. In November 1991, Russian President Boris Yeltsin appointed Polezhaev to the newly formed position of the head of the administration of the Omsk region. Therefore, they say that he is the first governor of the Omsk region. Leonid Polezhaev with zeal undertook to fulfill his duties. Although, in fact, they were not new to him.

In December 1993, he was also elected to the SovFed in a two-mandate constituency from the Omsk region. In this body, Polezhaev is a committee on questions of the federal treaty.

Elected Governor

At the end of 1995, governor elections were held in the regions of Russia. If in 1991 the regional heads were appointed by the president, now the leaders themselves should have been elected by the residents of the subjects of the federation. In these elections, Leonid Polezhaev receives more than 60% of the vote, which provides him with an unconditional victory. And, hence, he continues to remain the governor of the Omsk region.

Then he joins the council of the pro-government political organization "Our Home - Russia", which remains until 1997. After that he becomes a member of the political council of this party.

In 1996, Polezhaev again elected to the Federation Council and remains in this structure until 2001, entering the committee on social security.

In 1999 there were regular elections of the governor. But their results did not change his biography. Leonid Polezhaev again re-elected to the post of regional head. Although his registration as a candidate for the post of governor tried to challenge representatives of the Communist Party.

In 2001, Polezhaev became a member of the board of trustees of the hockey club Avangard. In 2003, he was again re-elected to the post of governor of the Omsk region, and also became the chairman of the government of the region of the country under the new legislation. In 2005 he joins the pro-government party "United Russia", in which he holds key posts in the future. In 2008, Polezhaev is a member of the highest council of this political organization.

The last cadence

In 2007, the term of stay at the head of the Omsk region Leonid Polezhaev expired. Direct elections of heads of regions by the population were legislatively abolished. But President Putin, according to the legislation, nominated a candidate not for someone, namely Leonid Polezhaev, for consideration of the Legislative Assembly of the Omsk region as a candidate for the post of governor. The Legislative Assembly positively considered this initiative of the President.

Thus, Polezhaev became governor until 2012. According to Russian legislation, he can not hold the post of head of the region for more than four consecutive terms, so this cadence for Leonid Konstantinovich was to be the last.

Reporting death

In mid-August 2010, Omsk rumors spread that Polezhaev Leonid Konstantinovich had died, his biography and his activities came to an end. These reports were perceived as a real fact, because one of their sources was the local police station, and the official response of the authorities on this matter was not followed. Then they began to say that Polezhaev was in serious condition after a heart attack in Moscow.

But, as it turned out later, Leonid Konstantinovich was alive and well and was on vacation, from which he returned in the early 20th of August. Presumably, the rumors were spread by specially ill-wishers.
