District coefficient - this phrase is perfectly familiar to older people. Especially those who in the years of youth managed to go "for a long ruble" in the northern regions of our country. But the younger generation does not always know what it is. What is the regional coefficient of the regions of Russia and is it still there? The answers to these and other questions we will try to give in this article.

What is RK?

Russia is really a great and powerful country. Its territory has several time zones, as well as climatic zones. It is about them that will be discussed today.

As you understand, the living conditions of people living in Sochi and, for example, in Irkutsk, are radically different from each other. They need different amounts of warm clothing, they are forced to pay different amounts for heating the housing. The cost of food for them will also be different. Therefore, with the same salary of a doctor or engineer, the quality of life will be radically different.

To level this difference in regions with complex living conditions, district coefficients and mark-ups were introduced. Additional monetary compensation is intended to reconcile people with difficult living and working conditions. The district coefficient is a numerical indicator that determines the degree of increase in the monetary payment depending on the place of work and residence of the person. Where did this concept come from?

Historical retreat

This definition first appeared in 1964. In the former Soviet Union, this indicator was used to calculate the wages of citizens employed in the oil or gas industry. District coefficients and allowances were distributed mainly to residents of the Yamalo-Nenets Districts. Also, subsidies were received by residents of the Khanty-Mansiysk region.

To date, the list of territories that fall under the influence of such an increasing coefficient has significantly increased. In addition to the territories of the Far North, the list includes many regions of the Urals, Siberia, the Far East and certain northern parts of other regions of the Russian Federation. At the same time, the regional coefficient for each of these territories is accounted for at an individual rate. About them we'll talk a little lower.

Determining the size of the RO

In general, the range for calculating ranges from 1.1 to 2. The most significant district wage rate can be calculated by employees of enterprises located in the Arctic Ocean, residents of Yakutia and Chukotka. The coefficient "2" is provided for them.

Most of the northern lands of the European part of the country has indicators from 1.15 to 1.4. This means that the inhabitants of these territories receive wages increased by 15 and 40 percent, respectively.

The calculation of the district coefficient provides for the degree of climatic difficulties, the presence (or absence) of a well-established transport connection. Also, the influence of nature on the complexity and danger of the work performed is taken into account. The current ratios were approved in 2011 and are still in effect.

When RK is credited

Calculating the regional coefficient is not an easy matter. You just need to know what payments it relates to, and to which it does not.

In accordance with the legislation, the increased amounts of payments concern:

  • The basic salary from the moment of receipt on the enterprise;
  • The total amount of additional payments to the salary, including for "seniority", that is, the amount that is reputed for the continuous length of service;
  • Various allowances for academic degrees, proficiency in the profession and other privileges;
  • Compensation for harmful and hazardous working conditions;
  • "Night" surcharges;
  • One-time annual bonus on the results of work ("13th salary");
  • Payment for seasonal or temporary work;
  • Hospital;
  • Sums paid for part-time or part-time work.

On what payments RK does not extend

District coefficient - this is an indicator that is not calculated on all the amounts due to payment. The following are exceptions:

  • Holiday, as they are calculated from the already increased amount of wages;
  • Any one-off bonuses and material rewards not indicated by the employment contract and issued only at the request of the management of the enterprise;
  • Northern percentage premiums for work in difficult conditions.

Retired and military

The regional coefficient by regions also affects the formation of a pension. However, there are some subtleties in this question. The effect of this coefficient continues exactly as much as the pensioner resides in the corresponding territory. In case of departure for permanent residence in a region with a more favorable climate, the amount of the surcharge will be recalculated or abolished altogether.

But the servicemen have a wider regional coefficient. The list additionally includes high-mountainous, arid or desert areas. And an additional item in the list of payments subject to recounting is added a markup for storing the state secret.

Value of coefficients by territories

Now let's consider what regional coefficient can be established depending on the territory on which the labor activity is carried out. In the general case, this value may vary depending on what kind of terrain is involved.

The largest factor is 2. It is provided for:

  • For most of the islands of the Arctic Ocean, as well as for land located in the deltas of its seas;
  • For Kamchatka, the Sakhalin region;
  • For Chukotka and near regions;
  • For most of the territory of the Kuril Islands;
  • For the industrial zone belonging to Yakutia, together with the mining and prospecting enterprises located there.

Regional rate of 1.8. It is provided for:

  • Outskirts of the Krasnoyarsk Territory;
  • Some lands of the Murmansk region.

A regional coefficient of 1.7 is provided for :

  • Southern lands of Yakutia.
  • Murmansk region;
  • Magadan region.

A bet of 1.6 is used:

  • In the northern regions of the Krasnoyarsk Territory;
  • In some lands of the Taimyr region;
  • In most of the Republic of Komi;
  • Along the entire length of the territory of Kamchatka.

A bet of 1.5 is applied for:

  • Nenets District;
  • Northern region of the Mansiysk region;
  • Some regional centers of the Tyumen region.

An upward regional coefficient of 1.4 is provided for:

  • In the Altai Territory;
  • In Primorye Territory, Tyva and Karelia;
  • In some territories of the Arkhangelsk region.

Calculation at a rate of 1.3 is:

  • In Tomsk, Bodaibo, Severobaikalsk;
  • In Bratsk, Irkutsk, Krasnoyarsk, Ust-Ilimsk, Evenkysk;
  • In some regions of Buryatia and the Amur region.

The same coefficient is adopted in the territory of the Irkutsk and Tomsk regions, the Khanty-Mansiysk Autonomous District and some districts of the Komi Republic.

The regional coefficient of 1.2 is applied:

  • In Khabarovsk, Perm, Primorsky Territory;
  • In the greater part of the Arkhangelsk region and in the territory of Buryatia.

The rate of 1.15 is used mainly in Karelia.

Example calculation

As you can see, the district coefficient is a quantity that directly depends on where the enterprise is located. It is quite easy to independently calculate your salary taking into account the given coefficient. To do this, simply multiply the corresponding quantities. For example, if the salary of an employee of an enterprise located in the Okhotsky district of the Khabarovsk Territory is 28,000 rubles, then it is payable to him:

- 28 000 x 1.6 (coefficient for this region) = 44 800 Russian rubles.

Of course, "in his hands" he will receive much less, because taxes will be deducted from the entire accrued amount.

Can the district coefficient be canceled?

Many residents of remote areas of Russia are very interested in the question of whether regional surcharges will be abolished in the near future. After all, talk about this is a long time. Also worried about citizens and the size of the district coefficient. Will not it be reduced? The answer to these questions is difficult to give.

It can only be noted that, since the spring of last year, the law on the creation of territories for advanced development in the Far East has come into force . The enterprises of the TOP are exempt from paying the raising coefficients. For this, it is necessary to observe a number of conditions:

  • Replace the RK with a monetary compensation, which should be reflected in the collective agreement;
  • Receive the employee's voluntary consent;
  • To pay the final official salary that exceeds the subsistence level.
