Russian Armed Forces: number, structure, commander of the composition. Charter of the RF Armed Forces

The state military organization, that is, the Armed Forces of the Russian Federation, unofficially called the Armed Forces of the Russian Federation, which number 1,903,000 people for 2017, is supposed to repel aggression directed against the Russian Federation, to protect its territorial integrity and the inviolability of all its territories, to comply with international treaties tasks.

Start

Created in May 1992 from the Armed Forces of the Union of Soviet Socialist Republics, the Armed Forces of the Russian Federation at that time had much more. It was 2,880,000 people and had the world's largest stockpiles of nuclear and other weapons of mass destruction, as well as a well-developed system in its means of delivery. Now the RF Armed Forces regulate the strength according to the decrees of the President of the Russian Federation.

Currently there are 1,013,000 troops in the Armed Forces, as the last published presidential decree entered into force in March 2017. The total number of the RF Armed Forces is indicated above. Military service in Russia takes place both on call and on contract basis, and the contract service has prevailed in recent years. At the call of the young people go to serve in the army for one year, their minimum age is eighteen years. For Russian servicemen, the maximum age is sixty-five years. Cadets of special military schools may be somewhat younger than eighteen years old at the time of enrollment.

How to Pick Up

The army, aviation and navy accept officers to serve in their ranks solely and exclusively on contract basis. высших учебных заведениях, где после окончания курсантам присваивается лейтенантское звание. All this corps is trained in the corresponding higher education institutions, where after graduation the cadets are given the rank of lieutenant. For the period of study, sophomores enter into their first contract for five years, so the service begins already in the walls of the military educational institution. Citizens who are in reserve and have an officer rank often replenish the strength of the Russian Armed Forces. They can also sign a contract for military service. Including those graduates who were trained at military departments of civilian universities and were determined after graduation to the reserve, also have the right to conclude a contract with the Armed Forces.

This applies to the faculties of military training, and its cycles at military training centers. The junior command and rank-and-file squad can be recruited both by contract and by draft, to which all male citizens from eighteen to twenty-seven years old are subject. Served by conscription for one year (calendar), and the campaign for conscription is carried out twice a year - from April to July and from October to December, in spring and in autumn. Six months after the commencement of the service, any serviceman of the RF Armed Forces may file a report on the conclusion of the contract, the first contract for three years. However, after forty years the right is lost, since the fortieth anniversary is the age limit.

Composition

Women in the Armed Forces of the Russian Federation are extremely rare, with an overwhelming majority of men serving here. Among almost two million soldiers, women make up less than fifty thousand, and only three thousand of them have officer positions (there are even twenty-eight colonels).

Thirty-five thousand women are in sergeant and soldier positions and eleven thousand among them ensigns. Only one and a half percent of women (that is, about forty-five people) hold primary command posts, while the rest serve in headquarters. Now about the important - about the security of our country in case of war. First of all, it is necessary to distinguish three types of mobilization reserve.

Mobilization

The current mobilization reserve, which shows the number of conscripts in the current year, as well as organized, where the number of formerly served and fired into the reserve is added, and the potential mobilization reserve, that is, the number of people that can be counted in the event of war when mobilized to the troops. Here the statistics reveal a fact quite alarming. In 2009, there were thirty-one million people in the potential mobilization reserve. Compare: in the US there are fifty-six, and in China, two hundred and eight million.

In 2010, the reserve (organized reserve) amounted to twenty million people. Demographers calculated the composition of the Armed Forces of the Russian Federation and the current mobilization reserve, the figures turned out to be bad. Eighteen-year-olds will almost disappear by 2050 in our country: their number will be reduced four-fold and will amount to only 328,000 people from all territories. That is, the potential pool of mobilization in 2050 will be only fourteen million, which is less by 55% than in 2009.

Number of staff

The Armed Forces of the Russian Federation consists of rank and file commanders (sergeants and sergeants), officers who serve in the troops, in local, district, central government bodies in various positions (they are provided by the state of units), in military commissariats, in commandant's offices, in missions abroad. This applies to all cadets who study in the educational institutions of the Ministry of Defense and training military centers.

In 2011, the entire structure of the Russian Armed Forces did not exceed one million people, this was the result of a long and powerful reduction from 2 880 000 people in the Armed Forces in 1992 to one million. That is, more than sixty-three percent of the army's strength disappeared. Already by 2008, just under half of all personnel - midshipmen, warrant officers and officers. Then went the military reform, during which the posts of midshipmen and warrant officers were almost eliminated, and together with them more than one hundred and seventy thousand officer positions. Fortunately, the president reacted. Abbreviations stopped, and the number of officers returned to two hundred and twenty thousand people. The number of generals of the Armed Forces of the Russian Federation (army generals) is now sixty-four.

What do the numbers say

We will compare the strength and composition of the Armed Forces in 2017 and 2014. At the moment in the apparatus of the Defense Ministry of the Armed Forces of the Russian Federation, the military command and control bodies are 10,500 troops. The General Staff has 11,300 troops. The Army has 450,000 troops, 280,000 servicemen in the air force. The navy is 185,000, the Strategic Missile Force is 120,000, and the aerospace defense force is 165,000. Airborne troops make up 45,000 soldiers.

In 2014, the total number of troops in the RF Armed Forces was 845,000, of which the ground forces were 250,000, the Navy 130,000, the Airborne Forces 35,000, the SNF 80,000, the Air Force 150,000, and the attention! - Command (plus service) was 200 000 people. More than all the servicemen of the air force! However, the figures for 2017 indicate that the strength of the Russian Armed Forces is growing slightly. (And still now the basic composition of the army is men, they are 92.9%, and the military men-women are only 44,921 people.)

Charter

The Armed Forces of the Russian Federation, as a military organization of any other country, has general military regulations that are a set of basic rules through which, in the process of studying, military personnel form a general idea of how to protect their own rights and the country's interests from external, internal and any other threats. In addition, the study of this set of rules helps to develop military service.

The Charter of the RF Armed Forces is the most important part in the passage of the initial preparation for the service, with the help of which the soldier or sailor gets acquainted with the basic terms and concepts. In total, there are four types of statutes, and each must be thoroughly studied by every serviceman. From there, the general duties and rights become known, the special features of the routine, the rules of interaction.

Kinds of charters

The disciplinary statute discloses the essence of military discipline and dictates the duties of observing it, it tells about various types of penalties and rewards. This is what distinguishes it from the Charter of Internal Service. Here the stipulated measures of responsibility for those or other violations of the statutory rules are defined. The charter of the guard and garrison service of the Armed Forces of the Russian Federation contains the designation of goals, the order of organization and carrying out of the guard and garrison service. It also contains the rights and duties of all military officers and persons who perform official duties.

The building regulations determine the order of movement with and without weapons, drill techniques, the types of units with equipment and on foot. After a detailed study of the charter, each serviceman must understand the essence of military discipline, understand the titles, be able to allocate time, carry the duty of duty and orderly by company, perform the tasks of the sentry, sentry and many others.

Simultaneously or immediately, the president informs the Council of Federation and the State Duma about this in order to approve this decree.

Use of the Armed Forces of the Russian Federation outside the country is possible only after obtaining the relevant resolution of the Federation Council. When in Russia the world, the supreme commander-in-chief leads the general management of the Armed Forces, and during the war he manages the defense of Russia and repels aggression. It is also the president who forms the Security Council of the Russian Federation and leads it, who also asserts, appoints and dismisses the highest command of the Russian Armed Forces.
