Everyone who goes on a vacation he deserves during his long working years has a legal right to pension provision. Often the size of pension payments is not sufficient for a comfortable existence. Therefore, the state assumes the obligation to pay lump sums to pensioners in addition to the main income from the amount of pension contributions.

The means of pension savings (SPN): the essence of the concept

Pension savings are the amount of money that is on the person's personal pension account, which takes part in the mandatory pension insurance system in the Pension Fund of the Russian Federation (or in the non-state Pension Fund). These include:

  • The amount of insurance contributions, which were transferred by the employer throughout the whole work activity in accordance with the rules of compulsory pension insurance to the cumulative share of the citizen's pension;
  • For persons participating in the Program of state co-financing of pensions - the amount of insurance contributions paid additionally to the funded part of the labor pension; The amount of contributions of employers who participate in the Co-Financing Program as a third party; The amount of contributions transferred from the state budget to co-finance the accumulated part of the pension;
  • Part of the funds (or the entire amount) of family (parent) capital, which was directed to the formation of SPN;
  • Income from investing the above funds.

Who has SPN

SPNs are formed from citizens born before 1967, if they are participants in the mandatory pension insurance system, and work / work at any time after 2001. These include the category of individuals in whose favor insurance contributions to the funded pension were regularly paid by the employer from 2001 to 2004. These are men born in the period from 1953 to 1966, and women, whose birth year falls in 1957-1966.

The accumulative pension is available to mothers who sent maternity capital to the formation of SPN, as well as to participants in the Program of state co-financing of pensions.

The main innovations in the SPN payout area

Recently, the Government of the Russian Federation has been developing the Law, according to which every citizen has the opportunity not only to receive a lifetime pension for labor at the expense of pension savings, but also to count on a one-time social allowance. In addition, each pensioner is granted the right to receive urgent pension payments for SPN, which were formed from insurance voluntary contributions.

Possibilities for transferring the rights of obtaining SPN by successors also expanded. Several years ago, successors had the opportunity to receive SPN only if the insured citizen died before he was given an old-age pension. According to the adopted law, if after the death of the insured citizen the part of the urgent pension payment remains unpaid, the successors may claim to receive it. Innovations touched on the issues of succession of SPN, formed at the expense of maternal (family) capital.

Types of pension payments

According to the law, every citizen, except lifelong payments of pension funds, can count on lump sum payments to pensioners.

Pension payments are:

  • Urgent pension payment;
  • Lump sum payment to pensioners;
  • SPN, which are accrued upon reaching retirement age;
  • Payment of the insured pensioner's funds to his successors.

A one-time social payment to pensioners is an opportunity to receive a share of a labor pension throughout life, not only in the form of monthly payments, but also as a lump sum (with certain rights). Also, citizens can receive an urgent pension payment, which was formed from additional deposits.

Who should receive a one-time payment

One-time cash payments to pensioners are carried out by such categories of insured persons:

  1. Citizens who apply for pension payments in connection with the loss of a breadwinner.
  2. Persons receiving a disability pension and disabled pensioners due to illness.
  3. Citizens who do not have rights to pension provision due to lack of seniority, but fall under the state pension provision in the form of social pensions.

One-time payment to pensioners: who provides

One-time payment of SPN funds is carried out by the FIU or APF, depending on where the insured person made insurance contributions. The payment of a lump sum for pensioners is regulated by the Government of the Russian Federation.

List of required documents

A lump sum payment to pensioners has a declarative form. To receive it, you must personally apply to the territorial office of the Pension Fund or a non-state pension fund by submitting a written application and provide the following documents:

  • A document certifying the identity of a citizen of the Russian Federation;
  • A certificate of compulsory pension insurance;
  • A certificate issued by the inspector of the territorial office of the FIU, on the insurance period and the amount of the labor pension;
  • Bank details for transferring a one-time payment due to SPN.

When it will be possible to receive money

According to the law, the decision to pay a lump sum is taken within a month, starting from the day of filing a written application to the Pension Fund of the Russian Federation with the provision of the necessary package of documents. With a positive result, a lump sum payment to pensioners is carried out within a period not exceeding two months from the date of the decision. In case of refusal to award payments, the Pension Fund notifies the citizen in writing about the decision taken, specifying the reason.

The size of a lump sum payment

The size of a lump sum payment to pensioners depends on the amount of SPN that are on their pension account at the time of the employment pension. For citizens born before 1967, pension savings were formed over three years (2002-2004), so the amount of payments is from 5 to 15 thousand rubles.

One-time payment to pensioners of the Ministry of Internal Affairs

Citizens of the Russian Federation who were dismissed from the service in the Ministry of Internal Affairs with the right to pension provision and who are registered to receive a one-time benefit during the period of service are eligible for a one-time social benefit.

Lump-sum payments to pensioners can be provided at their will, if they were accepted before March 1, 2005, for registration as a needy living quarters by the relevant body of the Ministry of Internal Affairs of Russia.

Thus, there is no legal basis for granting a lump-sum social benefit to a citizen if the pensioner of the Ministry of Internal Affairs is not in the queue for housing under a contract of employment or a lump sum in the internal affairs bodies.

Allowance for retirees who continue their work

Every third citizen of the Russian Federation, consisting of pensions, continues his labor activity. Naturally, many are interested in the question of whether a lump-sum payment is offered to working pensioners.

As a rule, working pensioners do not receive one-time benefits. In case of dismissal due to staff reduction, the employer is obliged to pay the usual severance pay.

Considering the above, every Russian pensioner can apply for SPN. For those who are only going to apply to the PFRF for the purpose of pension assignment, lump sum payments at the expense of SPN will be made on their written application simultaneously with the appointment of a pension by age.

To receive a one-time benefit, two conditions must be met: a citizen must have the right to pay old-age pension (or already be a pensioner) and have the means of pension savings. Then there will be no grounds for refusing to pay a one-off allowance from the PFRF. The Government of the Russian Federation takes care of pensioners and regularly introduces innovations to the legislative base in order to ensure that citizens who have gone on a well-deserved rest do not need anything.

It should be noted that every pensioner can dispose of the funded part of the pension at his own discretion - you can receive it as a bonus to work, or specify a specific payment period (the whole amount will be issued within a year, two or even five), or you can receive it at a time. The latter option will be more advantageous in cases where the SPN is small.
