Labor rationing: the key to effective work

Rationing of labor is a tool in the field of personnel management. It serves to determine the required results and labor costs, the required number, the ratio between the number of employees and the equipment they serve, personnel of various categories. Its value is great, because in any business sphere people are the main resource, which, as a rule, determines the final result. The standardization of labor involves several ways of measuring. Their application is conditioned by the specific conditions of production and its purpose.

In particular, there are norms of service time, generation, number, ratio. The first type is the duration of any operation or the manufacture of the product (in minutes, hours, etc.). The second is the amount of equipment that can be serviced for a certain time by an employee (several people). The rate of work is the amount of work that needs to be done in an hour or a shift.

If it is necessary to determine the number of employees of a specific vocational qualification required for the performance of certain jobs or functions, the fourth type is used. Labor normalization also helps to determine the optimal ratio of managers, workers, specialists (the fifth type). In this direction, the number of subordinates per manager may also be regulated.

Rationing of labor allows you to set certain (measurable) goals for a work shift. A certain amount that people must fulfill, for which they, in the end, will receive a reward for their work. The staff on time-based payment is a standardized task, for pieceworkers - a work order. The use of this tool positively affects the efficiency of work and the rational distribution of responsibilities.

All norms can be divided into technically and comprehensively grounded, experimental-statistical. Experimental statistics are obtained on the basis of accumulated data for a certain period, they are not always accurately correlated with the organizational and technical conditions in the specific place where they are planned to be used. Technical standardization of labor employs analytical methods, in this case the result is more accurate and allows to reveal all the reserves of production. Complexly justified take into account the influence of all factors affecting the result of work: organizational, social, psycho-physiological, legal, sanitary-hygienic, economic, etc.

Rationing of labor also affects legal aspects. They are stipulated in Chapter 22 of the LC RF. In particular, there is a legal procedure for the introduction, replacement and revision of norms, which includes notification of employees, the creation of organizational and technical conditions, training. The reason for these processes are changes in production, directly or indirectly affecting the work process. Norms need to be changed in case of updating equipment, rigging, tools, introduction of advanced technologies, automation, streamlining and mechanization of operations, improving the organization of workplaces.
