Job description of the chief of the VET. Head of PTO: duties, instructions

The construction of any facility, especially a large one, is a complex process, requiring organization and training at all stages. Project documentation, raw materials, labor and energy resources should be used in the right quantities at different periods in accordance with the construction schedule. The main task of the production and technical department is to ensure the preparation of production in construction at all its stages.

What is the production and technical department

The Production and Technical Department (VET) is the basic structural unit of the construction organization. Processing of primary information about the planned construction site, acceptance of design estimates from the customer, registration of permits for the production of works - all this is involved in the PTO even before construction begins.

The work of the department at the site is followed after completion of the construction of documents for commissioning and transfer of the object to the customer.

Specialists of PTO carry out engineering preparation for construction: analyze the compliance of applications for normative and design technical documentation, prepare and place applications for raw materials and materials, and decipher labor costs.

During the activity in the VET, the volumes of work performed and the material and labor resources used are checked, their compliance with the estimate. These VET are used in management accounting when drawing up acts of work performed and documents for payment of labor.

In addition, the specialists of the department prepare documents for obtaining licenses for certain types of activities, participation in tenders, and examining the estimates of third-party organizations.

Acceptance of the object requires preparation of a large package of documents and materials according to the established list. This package is presented to the acceptance commission and is attached to the acceptance certificate of the facility.

Head of Department

The chief of the VET is a management position. It should be noted that in accordance with the Qualification Guide such a post is provided only in construction and is described in the section "Qualification characteristics of positions of managers and specialists in architecture and urban development", approved by the Order of the Ministry of Health and Social Development of Russia from April 23, 2008 No. 188. Requirements

The chief of the VET should understand the legislation of the Russian Federation in the field of construction, know the regulatory, administrative and methodical documents in the production planning and operational management of construction.

The job description of the chief of the VET obliges him to know the structure of the organization in which he works, the specialization of the units and the connections between them, production capacities and even prospects for development.

The range of products for the construction industry, the types of work (services) performed in it, the fundamentals of technology and innovations in these areas - all this knowledge is needed by the chief of technical and vocational education in the work.

Organization of production planning, construction production, operational accounting of construction progress, storage facilities, handling and transportation, the procedure for the development of calendar schedules and production programs, as well as the basics of the economy and labor legislation, the organization of labor and management, labor protection issues - necessary knowledge in Professional activities, and they stipulate the instructions of the chief of the technical and vocational school without fail.

Functions

The chief of PTO performs all five classical functions of the manager:

1. Forecasting and planning the course of construction of the facility.
2. Organization of work, linking their sequence, drawing up of calendar schedules and production programs.
3. Management of the work of the department and distribution of responsibilities between its employees.
4. Coordination of actions of contractors, subcontractors, suppliers of raw materials and materials, operation of equipment and resources involved.
5. Control of design and working documentation, its completeness, quality of work execution, cost of costs.

Duties

General supervision of the work of the department is provided by the chief of the VET. His responsibilities vary, but depend on the scale of the activity and structure of a particular construction organization. After all, not every company conducts experimental, much less research, or has so many units that they can set each other mutual claims and claims.

But the technical management of construction, the coordination of the sequence of works and their terms by contractors and subcontractors, the operative regulation of the progress of the erection of the facility, the development and monitoring of the calendar schedules of the construction stages - these items include any job description of the chief of the VET.

The chief of the VET organizes the operational control of the progress of construction and provision of production with resources, documentation, equipment and tools. In his charge there are operational records, control of the implementation of daily assignments, the status of unfinished construction, compliance with workplace and warehouse stockpile norms, rational use of resources and construction equipment.

Rights of the Chief of VET

Like every worker, the chief of the VET has not only duties, but also rights.

He has the right to issue orders on matters of production for his signature, to visually and sign documents within his competence, to participate in the preparation of instructions, administrative and contractual documents, estimates. In his work, the chief of the VET has the right to interact with the heads of adjacent departments, to request and receive from them information necessary for his work, in the field of production management - to check the activities of these units.

In connection with his duties, the chief of the VET can represent the interests of his organization in relations with government bodies and other enterprises and organizations. He can also submit proposals to the management to encourage employees and impose penalties on them, to improve the activities of the department, which is managed, and the organization as a whole.

A responsibility

With the observance of the norms of labor, administrative, civil and criminal legislation of the Russian Federation, the responsibility, and not only the officer, the chief of the VET for improper performance of duties stipulated in the job description, for offenses and causing material damage is the same as for any employee. The chief of the VET, in addition, is responsible for non-compliance with trade secrets and violation of the rules of labor regulations and fire safety.

The complexity and variety of tasks that the production and technical department has to deal with on a daily basis, headed by the chief, control and coordination of the timing of the execution of work, the supply and use of resources, the state of unfinished construction are respected by all who understand the specifics of the process. No wonder PTO is considered the technical brain of any construction organization.
