Ishenko Yevgeny Petrovich - a popular Russian businessman and public figure, politician. He was the head of Volgograd from 2003 to 2006. His court blames four articles of the Criminal Code.

Biography policy

Ishchenko Evgeny Petrovich was born in Volgograd in 1972. His father served in the police, and his mother was an engineer. From the age of 15, Evgeni studied in Moscow. First in the physics and mathematics boarding school at Moscow State University, then at the Physics Department of Moscow State University.

He received his second higher education at the Moscow State Institute of Management. However, according to some information, Evgeny Petrovich simply bought the diploma of this university.

Business

In the early 90's, Ishchenko Yevgeny Petrovich engaged in business. Together with his classmates, he opened MDM Bank. Evgeniy served as deputy chairman of the board of directors. Later worked in a similar position in another bank - "Moscow loan." MDM Bank lasted until 2009. Was absorbed by a larger lending institution, URSA Bank. True, Ishchenko had already sold his share in this business to Andrei Melnichenko.

In parallel, Yevgeny Petrovich begins to deal with the security business. Opens ChOP "Arcturus", "Cupid". Performs an audit of the sale of shares of large Russian enterprises, in particular, Svyazinvest, Sibneft, Norilsk Nickel. Checks in the last company was led by himself.

Political activity

To engage in politics, Yevgeny Petrovich Ischenko began in the mid-90's. In 1995 he won the elections to the State Duma from the party of the LDPR. Was a personal adviser to the leader of the Liberal Democrats, Vladimir Zhirinovsky on Financial issues. In 1996, he was Zhirinovsky's confidant in the presidential elections.

In 1999, Ishchenko took up the post of head of the regional branch of the LDPR, at the same time announced his intention to fight for the chair of the mayor of Volgograd. During the election campaign, a major scandal broke out. Journalists compared the program of Volgograd candidate with the program of Yuri Lebedev, who a year earlier became mayor of Nizhny Novgorod. It turned out that they are identical. As a result, the current mayor Yuri Chekhov won.

For Ishchenko this had serious consequences. He was expelled from the federal list of the LDPR, so the State Duma had to go through a single-seat constituency, and not according to the list, as he supposed.

In the State Duma

In 1999, Yevgeny Petrovich Ischenko won again in the elections to the federal parliament. Volgograd supported him as an independent candidate.

In the Duma, the politician was in the deputy group "People's Deputy", he was a member of the Property Committee. In 2000, Ishchenko decided to participate in the inter-factional association "Business Russia".

The Renaissance Party

In 2002, Yevgeny Petrovich Ishenko, whose photo appeared regularly in socio-political publications, organized his own party - "Revival". It included some members of the "Russian National Unity" - the movement created by Alexander Barkashov.

The ideas of Russian nationalism advanced in the party. However, it was not possible to register with the Ministry of Justice. Therefore, his party decided to join the "Party of the Renaissance of Russia."

Elections of the mayor of Volgograd

In 2003, Ishchenko again took part in the election of the head of Volgograd. Actively applied pre-election technologies, for example, the free newspaper "Day by Day" was massively distributed. Elections took place ahead of schedule, as Chekhov resigned.

Ishchenko led the campaign as an independent candidate, but two weeks before the election he became a member of the United Russia party. Turnout was low - only 33%. The victory was won by Yevgeny Petrovich Ischenko. The head of Volgograd received support of almost 40 percent of voters. Vladimir Goryunov, who took second place, earned less than 30% of the vote.

His work in the mayor's office was accompanied by constant scandals. Ishchenko was accused of having bought a Mercedes at his own expense. A personal driver took a criminal convicted of murder and drug trafficking. His wife is trying to evict a kindergarten from the city center in order to realize her own business project in the building. And her mother became the head of the municipal enterprise, which began to manage all urban markets.

Despite this, Yevgeny Petrovich Ischenko, whose biography was closely connected with his native city, intended to run for governor. However, I did not register. One of the reasons for the refusal was the loss of Evgeny Petrovich's passport, which was decorated with documents submitted to the electoral commission. As a result, he was denied from the election commission, since the documents listed 4 different passports. Because of this incident, his deputy Konstantin Kalachev, who lost the mayor's passport, resigned. True, Ishchenko did not accept it. Kalachev remained vice-mayor, supervised the information policy.

Ishchenko challenged the decision of the election commission. He was supported by the regional court, which found the arguments insignificant for refusing to register.

However, the final word was left for the Supreme Court, which was addressed by the chairman of the election commission and the regional prosecutor. The Supreme Court finally deprived Ishchenko of the opportunity to participate in the struggle for the governorship.

Criminal prosecution

In May 2006, the biggest scandal in the political career of Ishchenko broke out. The politician was arrested. The investigation brought charges against several articles of the Criminal Code of the Russian Federation. Ishchenko was accused of illegal production of aquatic animals and plants, abuse of authority, illegal participation in entrepreneurial activities and abuse of power.

Subsequently, articles on the abuse of authority and illegal mining of aquatic animals and plants have disappeared, but illegal storage of weapons has been added to them. As a result of the search, militants were found in the apartment of the politician.

The prosecutor's office claimed that the head of Volgograd illegally obtained profits from the Volgograd network of shopping centers "Pyaterochka" and in personal interests provided protection to the firm "Tamerlan". Ishchenko was taken into custody in the courtroom.

Eugene Petrovich folded his powers only six months later, declaring that he did not want to make the hostages of ordinary Volgograd residents left without the head of the administration, and even on the eve of the heating season.

The trial began in 2007. The prosecutor's office demanded four years of imprisonment for Ishchenko. The court found the policy of guilty only for two articles: illegal business activities and possession of weapons. The ex-mayor of Volgograd received a year of arrest. He had already served time, while in the Volgograd remand prison.

The investigator in his case was Denis Nikandrov, who several years later was himself accused of corruption in connection with the case of a representative of the Russian mafia Zakhary Kalashov.

After his release, Ishchenko left politics and left Volgograd, concentrating on entrepreneurship. He returned to his hometown in 2011. Its main goal is to realize the project of the embankment reconstruction, which was developed back in the time of its management of the city.

Personal life

Ishchenko Evgeny Petrovich, whose family is large enough - an Orthodox Christian. He has five children.

His brother works in the Pskov region as a prosecutor. The cousin also has relation to the law enforcement bodies. In the 2000s, he headed the Investigative Department of the Prosecutor General's Office for the North-West Federal District. His uncle teaches criminology at the Moscow State Law Academy.
