Ilkovsky Konstantin: biography, family, photo

Ilkovsky Konstantin Konstantinovich - politician with experience. Most recently, he served as head of the Trans-Baikal region, and previously had experience of deputy work in the State Duma. However, the black stripes also did not bypass the political career of this person. Let's find out what the Ilkovsky Konstantin Konstantinovich did for the state. Biography, family, career of this person will be the subject of our study.

Birth and childhood

Ilkovsky Konstantin was born in January 1964 in a small village Bagatay, which was located in the Verkhoyansk district of the Yakut ASSR. These are the harsh Siberian regions, located at a considerable distance from large centers.

His father, Konstantin Ilkovsky, a physician by training who had just graduated from the Leningrad Medical Institute, met his future wife, when they were both sent to the North by distribution after completing their studies at universities. The mother of Konstantin Konstantinovich, in turn, graduated from the Kuban Pedagogical Institute and was sent to the Yakut ASSR for work in the school.

The future deputy was accustomed to work from a young age. While still at school, from the age of fourteen he worked as a mine surveyor at the exploration site of the Deputy Mining Plant.

After graduation from the school, Konstantin Konstantinovich Ilkovsky enrolled in the Leningrad Mining Institute for Engineering and Geology, graduating with honors in 1986. Simultaneously with his studies he worked as a geologist in the village of Tenkeli in the Yakut ASSR.

Working career

After graduating from college, Konstantin Ilkovsky got a job as a geologist at the Zapadny mine of the deputy deposit. Then he was promoted to the position of senior geologist and soon headed the geological exploration expedition. It was at this time that the Deputy of the Deputies had to flourish. In the village there were three tin mines, which provided a fairly large number of people with work. This factor was the reason that the population of Deputatsky in 1986-1987 grew to 15 thousand people. For comparison: at present there are less than three thousand people living in the village, that is, five times less.

But during the transition period, which occurred in the early 90s, the situation worsened. This was due to the general economic instability that swept the country during the collapse of the USSR. Nevertheless, in 1992, Il'kovsky Konstantin Konstantinovich received the post of chief engineer of the deputy department of the Yakutzoloto enterprise.

Already in 1993, an accident occurred at a power plant that provides Deputy Electricity. This led to the freezing of the village. The population began to leave it massively, and the enterprises stopped. Nevertheless, Ilkovsky remained at his workplace.

In 1994 he graduated from the Academy of National Economy, where he entered earlier. There he also receives the qualification of a manager of the highest category and a Ph.D. in economics.

In 1998, Konstantin Konstantinovich resigned from the position of chief engineer of the Deputy Plant in connection with the transition to work in the government of Yakutia.

Work in the government of the Republic of Sakha

In 1998, Konstantin Ilkovsky became the first deputy minister of industry in Yakutia. In 1999, he was appointed first deputy head of the Presidential Administration of the Republic of Sakha, at that time Mikhail Nikolaev was Mikhail Efimovich.

In 2000 Ilkovsky resigned from his job in the government of Yakutia in connection with the transition to a new job place.

Work in management positions

This new job became OAO Yakutskenergo, where Konstantin Konstantinovich became general director. The main office of this energy company is based in the city of Yakutsk. Its main task is to provide the population, enterprises and institutions of the Republic of Sakha with electricity. The main owner of the company is the state enterprise "RAR ES of the East".

However, while holding the position of the head of such a serious company, at the same time, Konstantin Konstantinovich Ilkovsky did not break with politics. His biography will now be firmly connected with political activity. In 2002 he became a deputy of the state assembly of Yakutia, which is called Il Tumen. It is a parliamentary body of the Republic of Sakha. In 2008, he is re-elected anew. Thus, the deputy activity of Konstantin Konstantinovich in Yakutia lasted from 2002 to 2011.

At the same time, he continues to manage the Yakutskenergo company quite successfully. With his direct participation, an energy optimization program was introduced, which significantly saved money. In addition, it was during the leadership of the Ilkovsky enterprise that the high-voltage Suntar-Olekminsk line was built.

In 2009, the head of the parent company "RAR ES of the East" Ivan Blagodyr put Oleg Tarasov as the director of Yakutskenergo, and appointed Ilkovsky as his adviser. Konstantin Konstantinovich held this post until 2011. At the same time, in 2010, he became chairman of the board of directors of Sakhaenergo. In 2011, he received the post of director of the enterprise "Yakutsk", but did not work there for long, since in the same year he was elected to the State Duma of the Russian Federation.

Work in the State Duma

In 2011, from the party "Fair Russia" ran for the State Duma Ilkovsky Konstantin. The Trans-Baikal Territory and the Republic of Buryatia were selected by constituencies, not the Republic of Sakha, although this option would seem more logical. Nevertheless, Konstantin Ilkovsky confidently won first place in the elections in December 2011 for the selected single-mandate constituency and went to the State Duma.

In the State Duma of the Sixth Convocation Ilkovsky joined the "Just Russia" faction, although at the same time he remained non-partisan. In addition, he joined the inter-factional group Baikal, which dealt with the problems of the Baikal region. This was due to the fact that Ilkovsky was still running for the Duma from these subjects of the federation.

During his work in the State Duma in the autumn of 2012, Konstantin Konstantinovich sharply condemned the decision to deprive the deputy of his party member, Gennady Vladimirovich Gudkov, of his mandate. After that, he decided to fight for the chair of the Governor of the Trans-Baikal Territory.

Appointment and election as governor

However, he did not even have to take part in elections for the post of governor. Former head of Trans-Baikal Territory Ravil Faritovich Geniatulin left this post on March 1, 2013. President Vladimir Putin considered that Konstantin Konstantinovich Ilkovsky is the governor of the Trans-Baikal Territory, who will be able to manage the region with dignity. Therefore, before the election of the head of this subject of the federation in autumn 2013 he appointed Konstantin Konstantinovich acting head of the region. Thus, having worked in the State Duma for a little more than a year, Ilkovsky resigned his mandate and proceeded to new duties.

However, in September, according to local legislation, elections of the head of the region were held all the same. Ilkovsky won them convincingly, gaining more than 70% of the votes. After that, Konstantin Konstantinovich Ilkovsky - the governor of the Trans-Baikal region without a prefix and. about.

The Governor of the Transbaikalian Territory

However, working as a governor, Ilkovsky faced a number of difficulties. In addition, his tenure was overshadowed by several scandals. The region was in a pre-bankrupt state with a catastrophic budget deficit, which indicated a bad financial discipline. The delay in the salary of employees of budgetary institutions has become a regular phenomenon. In order to overcome the hopeless situation, even a lease to the firm from China of 115,000 hectares of land for 49 years was planned. In addition, the program in the province for the resettlement of tenants from emergency structures was foiled.

But the situation worsened, in spite of all that Konstantin Konstantinovich Il'kovsky had undertaken to improve the situation in the region. Retirement was his only way out. In February 2016, Vladimir Putin signed a petition for the resignation of the failed governor. In his place acting head of the republic was appointed Natalia Zhdanova. In September 2016, the correctness of the choice of the president was confirmed by the people who gave her their votes during the election of the new governor of the Trans-Baikal Territory.

Achievements and awards

During his time Konstantin Ilkovsky was awarded numerous awards and titles of various rank. Among them, such significant ones as the conferment of the title of Honored Worker of the National Economy of Yakutia and the State Prize for Production.
