How are subsidies for pensioners formalized?

The prices in shops and the size of payment for municipal services only increase, and pensions remain all at the same level. . The state is not able to raise the amount of cash benefits to all the elderly at the same time, but in support of them were introduced special subsidies for pensioners . First of all, they are aimed at reducing the amount of utility bills, which is certainly a weighty support for the elderly population.

Who can receive subsidies

Being a pensioner does not mean automatically to have the right to benefits in housing and communal services. It is worth noting that the subsidy for pensioners for utilities is not the only existing privilege. Three years ago in the Russian Federation, 46 categories of citizens had the right to receive various benefits, including:

  • Invalids of I and II groups who can officially confirm their status;
  • Persons who bring up a child with a disability;
  • Veterans of the Second World War;
  • Participants in absolutely any fighting, up to our time;
  • Parents, spouses and other members of the military family, police officers, etc., as well as members of the family of the deceased or missing;
  • Persons affected by the Chernobyl accident;
  • Back workers;
  • Residents of the besieged Leningrad and Moscow;
  • Back workers;
  • Parents raising three or more children under the age of majority;
  • Citizens who have been awarded the title of Honorary Donor of the Russian Federation or the USSR.

Subsidies for housing and communal services to pensioners also rely on labor veterans. In order to receive this title, it is necessary to have at least 30 years of work experience.

Military pensioners

Benefits for military pensioners deserve special attention. Other rules and conditions work here, rather than when receiving a regular subsidy for pensioners to pay utility bills.

So, the benefits are not provided for housing and communal services, but for the purchase of own living space or for construction. If the pensioner is lonely, then he is entitled to housing with an area of not more than 32 m 2 , if the family consists of two people - 42 m 2 , and if more, then the area should be added to 18 m 2 For each member of the family.

In addition, military pensioners may slightly increase this standard if the employee has long held a managerial post, engaged in teaching, holds a degree, or received a high rank (minimum Colonel) for years of service.

Form of subsidies

It should be noted that the benefits are calculated in several forms.

The first is the transfer of funds. You can get subsidies to a pensioner through the cashier at the bank, or on a bank card or part of the money will be included in the standard pension.

The second - the provision of "discounts" for payment of mandatory payments (utilities). It is worth noting that the state will independently pay for the elderly part of the mandatory payments. The list of paid utilities does not include only cable television, removal of solid waste and payment of fuel, if the house is not connected to central heating.

It should be noted that, as a rule, the discount is about 50% of the total amount of the receipt.

The process of obtaining

Unfortunately, the authorities themselves do not provide elderly people with any benefits. All such privileges are of a declarative nature.

How to arrange a subsidy for utility services for a pensioner? First, you need to inform yourself independently of the desire to use the privilege of the relevant body. Most often, pensioners turn to the department of social protection, which after this alone independently completes the procedure to the end.

When applying to the social service it is necessary to have a passport with you, a pension certificate. It should be remembered that the authorities do not consider applications for subsidies from those citizens who are debtors to resource-supply companies.

It should be noted that the benefits and subsidies are not permanent. Their validity period is up to six months, after which the elderly person must again apply to the appropriate body with the same application and the procedure will be repeated again.

Required package of documents

It is impossible to fully understand the question: how to apply for a pension to a pensioner, if you do not read the full list of required documents. It is worth remembering that it does not matter what a person decided to get - a subsidy or a discount for housing and communal services. In any case, the list of securities will be the same.

So, to get a subsidy, you need to have:

  • passport;
  • A document that would confirm the right to be in the apartment;
  • A document that would confirm the right to receive a benefit. This can be a pension certificate, a veteran and other papers.

As you can see, the list is not that big, so it will not be difficult to assemble it to a nonworking person, especially knowing that the privilege is given rather substantial.

Calculation of the size of the subsidy and what conditions apply to pensioners

There is no fixed size in granting a subsidy for pensioners. There is a certain formula that is used to calculate the benefits. It consists of the amount that a pensioner spends monthly on utility bills and a standard area. Standards for the area are set at the regional level.

That the pensioner had the right to receive the grant or a privilege, it should correspond to certain requirements:

  • He must necessarily be a citizen of the Russian Federation, and also have a residence permit at the address where he requests a benefit;
  • A person must regularly pay receipts issued by "resource persons";
  • A pensioner should not spend more on paying utility bills than is established by regulations. It is worth noting that the "ceiling" of utility payments is for each region.

Russian citizenship and reasons for refusing grants

But what about those pensioners who have long and permanently resided in the territory of the Russian Federation but are not citizens of the country? Can they not get subsidies for pensioners?

In fact, nothing is impossible. It is possible to get a benefit in this case, however, for this it is necessary to provide a specific agreement that gives the elderly person the right to live in this living space. There should also be no debt for the apartment.

But do not forget that the subsidy can both formalize and withdraw. Why is this possible?

  1. Indeed, a privilege can be revoked if the process reveals that a person no longer has the right to grant a privilege.
  2. The benefit is withdrawn automatically in the event that the pensioner dishonestly fulfills the conditions of its provision, including payment of utility bills. The subsidy is withdrawn if the pensioner has a duty to pay for the apartment for two months.

Summing up

So, in order to fully understand how subsidies are provided to pensioners, it is necessary to collect all the information and summarize.

  1. Military pensioners also have the right to grant subsidies, however, all allocated funds can be directed only to purchase their own apartment or to build a separate apartment building.
  2. Apply for an exemption for partial payment of housing and communal services can be done through an online service.
  3. If a person is entitled to provide several benefits, he may be granted only one. A pensioner can choose which one is more advantageous for him.
  4. If the monthly utility costs are more than the norm established by the regional authority, the pensioner can only rely on receiving a subsidy. A privilege is not allowed.
  5. Military pensioners can receive their compensation only once.
  6. If desired, the pensioner has the right to formalize the receipt of a subsidy through any convenient branch of the bank, receive money on a bank card, or obtain a transfer through the post office.
  7. And, at last, at registration of grants and privileges it is recommended to address in department of social protection.
