What is the smallest pension in Russia? This issue is relevant for many citizens. To learn about the minimum amount of accrual that a pensioner can receive in 2016, the conditions necessary to receive a pension, you need to read this article.

The size of the minimum pension: concept

The main normative document regulating pension relations is the law "On Pensions".

However, in addition to him, there are other NAPs that establish the procedure and conditions for pension provision of citizens. Together, these documents form the pension legislation of Russia.

Before we start to consider the question of what the minimum pension in Russia is, it should be said that the existing pension legislation does not establish such a concept. At the same time, the state guarantees that citizens will receive a pension not less than the subsistence minimum. If a person's pension is less than the specified minimum, then such a pensioner will be paid social surcharges.

Thus, the size of the smallest pension in Russia will always be equal to the amount of the subsistence minimum.

The minimum pension in Russia this year (by region)

The size of the subsistence minimum in each subject of the Russian Federation is different. Therefore, the lower limit of pension will also be different.

Pensioners who do not work receive a pension with all other social payments less than the subsistence minimum established in the subject of the Russian Federation, they have the right to receive a social supplement. This surcharge can be made both from the federal budget, and regional.

Types of surcharges: how much the minimum pension by region will be with them together

There are 2 types of additional payments to a pension:

  • A federal surcharge is made if the amount of pension and other payments of a citizen is less than the regional subsistence minimum. Additional payments are made by the branches of the Pension Fund.
  • A regional surcharge is made if the pension and other payments of the pensioner are less than the regional subsistence minimum, but more than the same for the country as a whole.

The cost of living in 2016, according to paragraph 6 of Art. 8 of the Law "On the State Budget for 2016", in general in Russia is 8,803 rubles.

For example, this year the minimum was set in the Kursk region, and the highest in the Chukotka Autonomous District (6,391 and 19,000 rubles, respectively).

To receive a regional surcharge, the pensioner must be non-working, otherwise the surcharge will not be made.

How to calculate a pension

Pensions in Russia by years, of course, increase. For example, the change in the size of this payment since 2010 has occurred in the following order:

  • 2010 - 7476 rubles.
  • 2011 - 8202 rub.
  • 2012 - 9040 rubles.
  • 2013 - 10 400 rubles.
  • 2014 - 10 990 rubles.
  • 2015 - 12 400 rubles.
  • 2016 - 13 100 rubles.

It lists average pensions in Russia by years. The minimum pensions were changed in accordance with the change in the subsistence minimum.

In order to understand whether a pensioner is a person to whom additional payments have been made to a pension, it is necessary to calculate the amount of all payments transferred to him. The law specifies that for this calculation it is necessary to add up all monetary payments, namely:

  • Pension, which includes accumulative, insurance, paid on old age, plus fixed payments;
  • Payments in cash, provided to a citizen every month, including a set of public services;
  • The amount of additional social security;
  • Other payments made by regional authorities for the purpose of social assistance to citizens.

Having combined the specified payments and having received the sum less than 8803 rbl., The pensioner can confidently count on a federal surcharge. If the authorities of the region of residence determine the cost of living more than this amount, then you can apply for a regional surcharge.

Thus, the smallest pension in Russia is 8,803 rubles. However, in some regions of the country it can be more. These are mainly the regions of the Far North. It should be remembered that the increase in pensions in Russia occurs periodically, the state does not leave the disabled elderly alone.

Old-age pension

One of the types of pension for which disabled citizens can count, in accordance with the law No. 166-FZ, is the old-age pension. It is assigned when a person reaches a certain age: men - 60 years, and women - 55 years. Previously, this type of security was called a labor pension for old age. However, with the introduction of changes to the legislation, it is now called an old-age insurance pension.

Calculation of old-age pension

The marginal low pension in Russia for old age is also not defined by legislation. The old-age pension is calculated if the following conditions exist:

  • The work experience must be at least 7 years in this year (hereinafter, until 2024, the required length of service is increased annually by 2024);
  • Achievement of established years (60 and 55 years);
  • Accumulation of necessary pension points (these points are calculated for each year of work).

The old-age pension is calculated by multiplying the accrued points by their cost. To the amount calculated in this way, a fixed payment is guaranteed, which the state guarantees. How much will be the lower limit of the pension, the formulas for calculating it, and the amount of fixed payments are set in the law of the Russian Federation "On insurance pensions". Contacting the territorial unit of the FIU can be consulted on any issue.

Summarizing the above, we can say that the pension in Russia is a very variable indicator. Every year, or even several times a year, it changes. At the same time, an important factor is the indexation of pensions in Russia depending on the economic and social conditions in the country.
