Children's benefits in Belarus. The amount of child benefits

Every woman who has become a mother has the right to receive social assistance from the state. This is guaranteed by a number of legislative acts. Thus, at the state level, it is established that mothers should receive child allowances for the child related to their temporary incapacity for work. Provisions are also made for families in which foster children are brought up.

Provided help

Each woman can make a number of benefits. They are entitled to a special payment for the fact that they are registered before the 12th week of pregnancy. True, it is issued after the birth of the baby. In addition, the state provides other types of assistance.

The amount of children's allowances is tied to the subsistence level budget (BAP), established by the country. Given that its level is constantly increasing, and the amount of payment is regularly increased.

At the birth of the first child, the family receives from the state an amount equal to 10 BPM. And when the birth of the second and each subsequent baby is paid already 14 BPM.

Also, mothers receive child allowances in Belarus to care for their children until they reach the age of 3. Their size is set depending on the average monthly wage in the country. The first child is paid 35% of this amount, the second and each of the subsequent - 40%.

Important nuances

Since 2015, families in which children are brought up at the age of 3 years and from 3 to 18 years are entitled to special surcharges. In this case, the older child is paid 50% of the value of the largest size of BPM for the 2 previous quarters. As of the beginning of 2015, almost 700 trillion rubles were to be paid to the second child, and by the end of the year, assistance amounted to more than 750 tr.

The right to payment is retained for six months, starting from the moment when the opportunity to receive the specified benefit arises. That is, if at the beginning of 2015 there were 2 or more children in the family, while one of them was less than three years old, and another from 3 to 18, then the appointment of this help can be made before the end of June 2015. In this case, the allowance will be credited starting from January.

You can get help only for 1 child. Even if the family has 2 children under 3 years old and 3 children between the ages of 3 and 18, the specified allowance will be added only for 1 child. The procedure for the payment of benefits for children before the age of three years does not change.

Payments for disabled children

Special children's allowances in Belarus are set for children whose opportunities are limited. For the care of a disabled child, the person who performs this work is paid 1 infantry fighting vehicle until his client becomes an adult. In the presence of a child infected with HIV, the family receives 0.5 infantry fighting vehicles.

A childcare allowance is also provided in Belarus, whose opportunities are limited. It is paid up to 3 years at a rate of 45% of the average monthly salary in the country.

If the family lives on the territory recognized as contaminated with radionuclides, it receives 150% of the allowance for a child who has not reached the age of 3 years.

Installed sizes

It's easy to find out in Belarus what the amount of children's allowances is. After all, their value for all categories of citizens is the same. Payments are tied to the amount of the subsistence minimum.

So, each family receives a child allowance until they reach the age of three. It is set depending on the average salary in the country, and from August 2015 on, the first child is paid slightly more than 2.3 million, for the second and the next - 2.6 million, for the disabled child - 3 million. These amounts are determined As 35, 40 and 45% of the average monthly salary in the country, respectively.

In Belarus, not only the monthly allowance is paid. Each mother is paid a hospital, the right to which occurs in connection with pregnancy and childbirth. It lasts 126 days, and in the case of complicated births or the birth of 2 or more children - 140 days. During this period, a woman receives 100% of her average earnings in the last 6 months. This payment can not be less than 50% of the installed BMP. That is, in the fall of 2015 a woman for each month should receive at least 784 thousand.

One-time payments

Social protection manifests itself not only in the regular accrual of benefits. Each family in which a child is born also has certain payments, accrued only once.

If a woman has been registered for up to 12 weeks, she can receive special help after the birth, the size of which is 1 BMP. For its registration in most hospitals you need to get to a gynecologist. This doctor must give birth to the appropriate certificate. They pay this assistance together with the allowance made when the child appears.

As already mentioned above, at the birth of 1 child, the family receives 10 infantry fighting vehicles. In autumn 2015, this amount was a little more than 15 million Belarusian rubles. But when the birth of 2 children, it increases to 14 infantry fighting vehicles. The families actually issue about 22 million. Payments at the birth of the third child do not differ in any way.

But with the appearance of twins, the state partially compensates for expenses - for each of them, a little more than 3 million are allocated.

Special cases

Separately, in Belarus, there are some categories of people and families that need additional help. Thus, the families of a military serviceman who is on a regular basis can count on receiving 0.5 infantry fighting vehicles. Also, such social protection is provided in cases when one of the parents is disabled (he must have 1 or 2 group).

Some groups of people are also entitled to additional benefits for children who are already over 3 years old. The maintenance of a child who is disabled or HIV-positive is given by 0.7 BPM before reaching adulthood.

Required documents

In order for the registration of children's benefits and stipends to be paid without problems, mothers must provide a number of documents. The list of all the papers will not differ (regardless of where you submit them - in the accounting department of the company where you work, or in the office). To provide it is necessary:

- passport of a woman;

- the birth certificate of all her children (copies are made of them, which are certified by the seal "a copy is true" and signed by the accountant);

- A certificate of the appearance of the child, which is issued by the registry office;

- a document confirming registration for up to 12 weeks;

- certificate of the composition of the family from the house management.

True, for the interview you will need a certificate confirming that you are on leave for caring for the baby. It is taken in the personnel department of the company where you work. By the way, the same certificate must be given to the child's father at work in order to get the right to a tax deduction.

Procedure for obtaining documents

When a baby is born in the maternity hospital, the midwife issues a certificate stating the date and exact time of birth of the baby, its sex, information about who took the birth from the woman. The document is certified by the stamp of the maternity home and the signature of the midwife.

This certificate is the basis for obtaining a birth certificate in the registry office. Also, you will need passports and birth certificates for both parents (except when the mother is single), a document confirming the marriage. Of course, new parents may not give their birth certificates, but the process of issuing this document for their child may be delayed. To pass this stage is impossible, because the payment of social benefits is only after the completion of all documents.

If all papers are provided, then the certificate can be obtained in 2 days. Together with him, a special certificate on the appearance of the child is given in the registry office. It is necessary to submit it to the accounting department of the company in which the woman works, or to Sobes. Parents' passports include a corresponding note on the child.

Registration of a child

To issue children's allowances in Belarus it is possible only after all documents have been brought into the appropriate form. For this, it is necessary to register a newborn child at the place of residence of a mother or father.

This can be done by holding a birth certificate and a passport of newly-made parents. Perhaps the passport manager of the house management will ask for a marriage certificate. It's also better to take it with you just in case.

To register a child, you will need to write an appropriate application. In a house management (HSE) you can also immediately get a certificate of the composition of the family. It is useful to you in order to issue children's benefits in Belarus.

How to apply for help

There are several nuances that you need to know about to reduce time. So, the documents prepared and collected, necessary for the purpose of assigning benefits, can be attributed to the accounting department for work for the giving birth to a woman, if she works in an organization in which the number of employees exceeds 15 people. If the number of people in the company is less than the specified, then the certificate is sent to work for her husband. At the same time, the same condition must be observed there. The same is done if the woman is unemployed and is not registered at the Employment Center.

If the parent is a student of the day-time department of the SSU, VUZ or Vocational School, the certificates are included in the accounting department of the educational institution. There is also an application for child support written.

In families in which the woman is unemployed, and the husband is a student on full-time education, the certificate refers to the place of study of the newly-made father.

Submission of documents to the SESSION

If your family does not fall into any of the above cases, then the documents are submitted to the social security service. So, in the paper it is necessary to carry the documents in order to receive reimbursable benefits for those women who work in a company with a staff of less than 15 people, while:

- the husband is employed in a company where there are also less than 15 employees;

- her husband has an IP.

There also include documents unemployed women, whose husband works in a company with a staff of less than 15 people or is an individual entrepreneur.

The SESBUS documents are submitted to unemployed single mothers, women who are:

- individual entrepreneurs;

- private notaries;

- members of the farm;

- creative workers;

- persons who carry out craft activities without registration of IP in the manner prescribed by law;

- persons who work under a contract and provide services or create objects of intellectual property.

It is worthwhile to understand that the amount of assistance, except for the payment of a hospital maternity leave, does not depend on where you placed it. Please note that child benefits up to 1.5 years are paid only in Russia, and in Belarus, assistance is accrued until the child is 3 years old.

Payment of assistance

Many people want to know when to expect money, which is guaranteed by the state. As a rule, the allowance that is paid for delivery on the account before the 12th week of pregnancy is given on the next day of wages after you bring the relying documents to the accounts department.

Also, on the appointed day, the salaries will be paid to you and the allowance, accrued up to 3 years. But it starts to pay only from the moment when the right to receive it appears. It occurs after the completion of the hospital, associated with childbirth.

Residents of Belarus who decided to give birth to children with a small age difference may lose some money. Of course, the payments for the birth of the third child (as well as all the other kids) remain with them, but they lose noticeably when calculating a hospital, related to pregnancy and childbirth. They are credited with only 0.5 mil. Exceptions are those cases when a woman can go to work six months before the expected date of the beginning of the next maternity leave.

If the difference between children is about 3 years, then a woman can refuse this benefit. At the same time, she can arrange assistance for 2 children in the amount established in legislation (0.5 mil.). In case of refusal to pay the sickness sheet, which is given during pregnancy and childbirth, she has the right to payment of childcare allowance until she reaches the age of three.

But in each specific case it is necessary to consider separately. It should be remembered that assistance for 2 children who are older than 3 years is also not accrued while a woman is on a sick leave. The right to it arises at the same time, when and to help in caring for the baby before reaching the age of 3 years.
