What are the water meter checks?

Methods of verification

Checking counters can occur in many ways. Full verification is carried out in several stages:

• An expert from the service company comes to the apartment, dismantles the operating water meter and places a temporary spacer in its place, which is prepared in advance.

• The meter is delivered to the metrological laboratory, where it is cleaned of contamination, deposits, repairs and performs the verification procedure.

• After the calibration is completed, the installer returns the counter to its original location, removes the spacer.

• The owner is given out all the necessary documents.

Of course, this method is not cheap. You have to pay for everything. In addition, during the dismantling and installation of the counter, the presence of the host is mandatory. This method is often used for extraordinary verification.

There is another way, when you replace the old counter with an attorney already. Replacement is much cheaper. The downside is that the installed attenuated device has already been operated, and this reduces the guarantees for further work.

And if you do not check in time?

Many consumers now in Moscow have heard that verification of water meters is canceled, and therefore do not conduct it. Are they right? The question is still open.

Periodic verification of the meter, according to the approval of the DEP and the HOA, is an obligatory procedure. If it is not carried out, the meter readings will be considered invalid, and the payment for consumed water will be accrued according to the norms for one person actually living. Often, which is quite unpleasant for the consumer, accruals can be made retroactively. Since the statute of limitations is now three years, the DOZ can wait for this period, and then present an allocation. So the debt with an untrusted counter can be three years.

Timing of verification. Where did these four and six years come from?

From the very beginning, the verification of water meters in Moscow at such intervals was fixed from the time when the Moscow Government in February 2004 issued Resolution No. 77-PP, which raised the issue of improving measures to take into account the water consumption system. In Appendix No. 1, paragraph 7.9, it was said that the verification of the cold water meter according to the State Standard of the Russian Federation should be made at least every 4 years, and for hot water, respectively, the interval should be at least 5 years. That is, if the consumer has any doubts about the accuracy of the operation of the water meter, he can turn to the metrological laboratory. There experts will identify some errors in the device, and then it will need to be replaced, or deviations will not be detected, and then the meter can be safely put back. Such verification, based on instructions in the resolution, could be carried out in six and eight years. And thus it would be considered lawful. But…

Over time, these intervals somehow lost the prefix "no less". The verification of water meters in Moscow began exactly four years later for cold and six years for hot water. These terms are fixed in practice. Now, if the tenant did not perform the verification according to the "new" standards, the settlement center, on the instructions of the management companies, charged the payment for water according to the existing standards.

So, what kind of standards did the officials of 2004 refer to when they confirmed the verification of hot water meters for a period of 4 years, and cold water for 6 years? Not on any! Now the metrology service of Rosstandart recognizes that there is no documentary information about the notorious timing of verification of domestic and imported devices. It turns out that for many years the ordinary consumer was misled, forcing to do verification, referring to the nonexistent Gosstandart.

Check of water meters is canceled

As early as January 2013, the Moscow Government abolished the mandatory verification of water meters. What was the reason for this?

In recent years, before the cancellation, all the Moscow-based DEZs claimed that the meters are 4 and 6 years old, while referring to the 77th Resolution of 10.02.2004. A lot of complaints were received by the Moscow Prosecutor's Office on this sensational issue. According to the results of a thorough prosecutor's inspection it was established that the established terms of the verifications are illegal. The prosecutor's office demanded that these violations be eliminated.

Documents confirming the cancellation of fixed dates for verification of meters

Sobyanin canceled the verification of water meters from January-March 2013. At the end of 2012, namely on December 26, the Moscow government issued a new Resolution under the number 831-PP. This document abolished Annex 1 of Resolution No. 77-PP, which specified the terms for meter verification. Thus, verification of individual water consumption devices has become not the responsibility of Muscovites, but the right.

In many states where counters are used to account for water consumption, verification intervals are established by law, but they are not indicated in technical datasheets.

Replacement or ... verification?

If the meter verification time has nevertheless come, what is easier: replace it altogether or do you verify all the points given above? For some consumers, the verification procedure itself may seem very burdensome, because it is associated with the dismantling of the old device, the installation of a temporary device, a trip to the metrological service, where it is possible that the water meter can be rejected.

What are the advantages of installing a new counter?

Further - you do not have to pay in vain, because in the case of another verification there is no guarantee that the meter will be suitable, the services of the metrological service will be in vain paid. And finally, since illegal dates were considered invalid, and mandatory verification of water meters was canceled, it is possible to put a new, more advanced model of the device that has longer inter-calibration intervals. This will also bring savings to the family budget.

How can management companies control the timing of checking water meters in apartments?

After the owner of the apartment has installed a new meter in his apartment, he must bring to the management company documents confirming the readiness of the meter to work - this should be an act of putting the device into operation, and, of course, a technical passport that specifies the inter-verifying time for this Model of the device. Employees of the management company must record all this. Thus, they will have the necessary information about the interval through which the next verification should be performed. Many consumers are interested in the question, what could be the consequences if the verification dates that are indicated in the technical passport were ignored? As mentioned above, an unverified meter will be deemed unfit for work, and payment for consumed water will be calculated in accordance with general regulations.

Checking the registration of citizens living in housing without meters

Recently in Moscow, inspections of apartments have become more frequent, where there are no devices for recording water consumption, for registration of citizens actually living there. How and with what it is connected? In January 2013, the Department of Housing and Public Utilities and Improvement of the City of Moscow approved the "Methodical Recommendations", which gave the rights of housing and communal services to establish individuals actually living in the audited accommodation. So, thanks to this document, management companies can now identify unregistered citizens in apartments where the necessary water meters are not installed. And if earlier charges for water were made only for registered individuals according to the general house accounting, now the owner of the apartment will have to pay for water consumption, proceeding from the facts - that is, the number of citizens living on this area. Every two weeks in such apartments will visit the commission and transfer data about those living in the management company.

From all of the above, it can be concluded that if one person is registered on the living area, but in fact there are more people, and no water meter is installed in the apartment, the landlord will no longer pay the receipt as before - at the minimum. The management company will make accruals on the norms for each soul, and this is extremely unprofitable, the tariffs there are simply astronomical. It will be much more profitable to install a water consumption meter, with it you will feel considerable savings in the family budget.
